Harvey Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag. Roll call was taken, all members were present. D. Lambert requested the addition of an Executive Session to the agenda. G. Ansley made a motion to approve the agenda. Seconded by L. Robinson. Vote by roll call. Lambert, aye; Jania, aye; Robinson, aye; Smith, aye; Ansley, aye; King, aye. 6 ayes, no nays. Motion declared carried. C. Smith made a motion to approve the minutes of February 7 and 21. Mayor Selfridge announced the Will County Municipal League Meeting will be held on March 10, 1983, at 6:00 p.m. with. Mr. Pasch from Pasch & Son's Contractors, who is doing the expansion work on the Plainfield .Fire Barn. When it is necessary to close the alley next to the Fire Barn onto DesPlaines Street, Jones Hardware will keep the alley open north to Oak Street, L. Robinson made a motion. to publish the "Notice of Public Hearing" on the Sewer System Improvements, to be held on March 24, 1983, at 7:30 p.m. at the High School auditorium; with the addition to the Notice - the Village Board will review the rate structure. The meeting will be chaired by Yke Parsons, Financial Consultant, and Ajit Singh, Village Engineer. Seconded by D. Lambert. Vote by roll call. Robinson reported a need to repair the third valve at James Street and Commercial Street. This should be done before the James Street Project gets underway. Two proposals were submitted: Ray Edwards Contractors - $2,005.00 T & R Construction - $1,980.00 L. Robinson made a motion to accept the lowest proposal, T & R Construction at $1,980. Seconded by D. Robinson reported ESDA received their first weather alert for 1983 on Sunday, March 6, 1983.. Also, ESDA''s Administrative Assistant, Judy Watson, is at the Assistant Coordinator's Glass for two weeks. The carpeting has been installed in the ESDA por- tion of tie basement. Lambert made a motion to approve one (1) Temporary Liquor (beer) License, Qrdi- nance #1045, for Plainfield Fest TI, Plainfield Commerce Association. All require- ments have been met. Seconded by J. King. Vote by ,roll call. Lambert, aye; Jania, aye; Robinson, nay; Smith, aye; Ansley, nay; King, aye'. 4 ayes, 2 nays. Motion declared carried. Mayor Selfridge. commended the Commerce Association on how Plainfield Fest II is being handled. They are keeping the Board well informed. J. King announced to the Board four full-time officers, Deering, Offerman, Bostanche, and Hines, have completed and passed the Breathalizer Training. Also, Plainfield, along with other communities, now has a Juvenile Identification Program. They will fingerprint children brought. in and there is no cost for this service. However, if the parents want a photograph. taken, there is a .75~ charge per child. It is best to call for appointments. The Police Department does not maintain any records, these are for the parents to put in a safe place. G. Ansley made a motion to acknowledge receipt of a letter from Sikich, Gardner, & Co., Certified Public Accountants, which is a proposal for the Village's 1982-83 audit. Seconded by L. Robinson. Ansley suggested the Village Administrator should contact Sikich, Gardner & Co. making it quite clear we want to know the rate and amount of their charges for the auidt. G. Ansley made a motion to hire three (3) part-time dispatchers, Thomas Knowles, Brent Oots and Craig Schultz at $3.75/hour; one (1) part-time clerk/typist, Wendy Johnson at $3.7Q/hour. Seconded by J. Ansley made a motion to acknowledge receipt of correspondence from CATS - Council of Mayors dealing with organizing road projects and the 1983 five year projected plan for the CATS programs and the minutes from the CATS meeting of January 1.5, 1983. Seconded by D. Lambert. Vote by roll call. Lambert, aye; Jania, aye; Robinson, ayes Smith., aye; Ansley, aye; King, aye. 6 ayes, no nays. Motion declared carried. -, Lambert made a motion to approve the Resolution #825 objecting to the United States EPA's proposed sanctioning of Northeast Illinois and that copies be sent to all U.S. Senators and Congressman. Al T~ongnecker, a resident, made a complaint to the Board of someone burning trash east of Eastern Avenue and north of the railroad tracks. All last weekend there was an obnoxious odor in the neighborhood. Mayor Selfridge asked Chief Buehl to check into this and get back to Mr. Longnecker.
