Mayor Selfridge opened the meeting at 7:31 p.m, with the pledge to the flag. Roll
call was taken, cell members were present.
Mayor Selfridge requested the addition of Karen Ivlow, President of Plainfield High
School PTSb Association, to the agenda,
J. King requested th.e addition of an Executive Session on personnel.
L. Robinson requested the addition of Ajit Singh, Village Engineer, to explain the
Waste Water Treatment Facility.
D. T,ambert requested to delete Cable TV from the agenda and a resolution from
Illinois Department of Transportation be added.
C. Smith, requested to delete Plainfield Fest Ir from the agenda.
C. Smith made a motion to approve the agenda with the above corrections. Seconded
by J. King. Vote by roll call. Icing, aye; Ansley, aye; Smith, aye; Robinson, aye;
Dania, aye; Lambert, aye. Fi ayes, no nays. Motion declared carried.
D. Lambert made a motion to approve the current invoices for payment. Seconded by
C. Smith. Vote by roll call. King, aye; Ansley, aye; Smith, aye; Robinson, aye;
Janice, aye; Lambert, aye, 5 ayes, na nays. Matson declared carried.
Mayor Selfridge announced there will be a workshop, Wednesday, February 22, 1983 at
7:00 p.m, on the Facility Plan.
Mayor Selfridge introduced Jahn Wilson, who is running for Park District Commissioner,
Mayor Selfridge introduced Karen zvlow, from the Parent-Teacher-Student Organization,
who suggested. additions to the Village's ordinance on alcohol use. Mayor Selfridge
appointed D. Lambert and L. Robinson to review the recommendation from the PTSO and
report to the Board at the next meeting.
G. Ansley made a motion to acknowledge receipt of the Treasurer's Report. Seconded
by L. Robinson. Vote. by roll call. King, aye; Ansley, aye; Smith, aye; Robinson,
aye; Dania, aye; Lambert, aye, 6 ayes, no nays. Motion declared carried.
Mayor Selfridge introduced Ajit Singh, Village Engineer. Mr. Singh gave a report on
the Village Sewer Plant. At this time, the Plant is supposed to take care of a
7,500 population. However, in October of 1972, Congress passed a law - Water Pollu-
tion Control Act 1972 _ to restore and maintain the chemical and physical control of

the nation's waters. This made our Plant out-dated and over-loaded. As long as we
Shaw the EPA we are doing something about our problems, they will not prosecute.
The EPA will come up with an enforceable schedule before July, 1985 and they will
force us to comply before July, 1988. The EPA will lower Federal assistance an
October 1, 1984. G. Ansley stated - Our objective was to bring this to the people,
and it will be on the Ballot on April 12 in a referendum. After October 1, 1984, the
Government will only pay 55~.
D. Lambert made a motion to approve Resolution 824 from I1linais Department of Trans-
portation for construction on State Highways within the Village. Seconded by J. King.

Lambert, aye. 6 ayes, no nays. Motion declared carried.
J. King reported that after investigating the posting of "Radar In Use" signs on the
Naperville Road, he found that there is nothing in the Laws requiring this posting.
J. West reported that we do have speed limit signs posted on Naperville Road.
J. King made a motion to advertise for bids for gas and oil for the Village vehicles
and include self-service prices also. Seconded by G. Ansley. Vote by roll call.

no nays. Lotion declared carried.
C. Smith introduced Mr. Henry Pasch, Pasch & Sons Construction Co., requesting the
Boards approval for temporary and periodic closing of the alley south of the Fire
Barn during the construction of the addition to the Fire Barn. The .Board had some
discussion on the request.
G. Ansley made a motion to have. Mayor Selfridge work out the temporary closing of
the. alley with the Fire Department and Mr. Pasch. Seconded by C. Smith. Vote by roll
call. King, aye; Ansley, aye; Smith, aye; Robinson, aye; Jania, aye; Lambert, aye.
6 ayes, no nays. Motion declared carried.
C. Smith reported the use of the tar buggy has helped the streets. The problem is
the hot patch. over-lay is crumbling. The next time a contract for the streets is
made, there shall be a final date for starting the project; and if not met, the con-
tract is void. Starting a street repair project too late in the season provides a
very poor job.
D. Lambert made a motion to approve Ordinance 104.5 to give Mayor Selfridge the au-
thority to sign the agreement with Zartia Meats, reducing their sur~-charge. Sec-
onded by L. Robinson. Vote by roll call. King, nay; Ansley, aye; Smith, nay;
Robinson, aye; Jania, aye; Lambert, nay; Mayor Selfridge, aye. 4 ayes, 3 nays. Mo°
tion declared carried.
L. Robinson made a motion to approve the agreement with Zartic Meats reducing the
sur-charge from $56,453.89 to $13,990.69. Seconded by G. Ansley. Vote by roll call.

J. Janice gave an ambulance report; 37 ambulance calls and 1 rescue for the month
of ,7anuary. Average response time was 55.2 seconds. Mr. Dania commended our
Ambulance Service for the excellent job they are doing.
