Mayor Selfridge opened the meeting at 7:33 p.m. with the pledge to the flag. Roll
call was taken, all members were present.
J. King notified the Board he will not need an Executive Session tonight, agenda
accepted.
C. Smith corrected minutes of January 10, 1983, page 2. The minutes should have
read: C. Smith. stated - H. Countryman went to a seminar a year ago last Spring.
J. King made a motion to approve the minutes of January 3, 10, and 17 with the
above correction. Seconded by D. Lambert. Vote by roll call. Dania, aye; Smith,
aye; King, aye; Ansley, aye; Robinson, aye; Lambert, aye. 6 ayes, no nays. Motion
declared carried.
Mayor Selfridge read a letter from the Little Gities Foundation requesting permission
to hold their "Smiles bays" August 12 and 13, .1983. Permission granted, Clerk to
write letter.
Mayor Selfridge read a letter from the Plainfield United Methodist Church in regard
to "Meals on Wheels" meeting set far February 15 at 7:30 p.m. to determine if a
need exists for such a service. J. King will attend as a representative from the
Board.
Mayor Selfridge announced that next Monday, February l4, there will be a Village
Board Workshop.
Mayor Selfridge stated he received word from Rita Renwick of a Wildlife Sanctuary
meeting to be held Thursday, February l0, 1983 at 10:00 a.m. at the County Bldg.,
14 W. Jefferson St., Joliet, IL.
We are to notify the Easter Seal Center when we set up the Revenue Sharing Hearing.
Mayor Selfridge read a letter from the Plainfield Lions Club requesting the closing
of Chicago Street between Fox River and DesPlaines Streets for their annual Chicken
Barbeque, August 27 and 28, 1983. Permission granted, Clerk to write letter.
Mayor Selfridge read a letter from Ashley Self, a fifth grade student at Central
School, requesting the Mayor to change April Fool's Day to March 3l. Although this
request cannot be granted, the Mayor directed the Clerk to send an answer to Miss
Self.
L. Robinson gave a Cable TV Committee report. He stated the Committee had reviewed
. many ordinances from other municipalities and found the ordinance from New Lenox
was the most complete for our needs. He has turned this ordinance over to our attor-
ney to be updated for our Village. The attorney is now waiting far further in-
formation from the FCC.

L. Robinson made a motion to acknowledge receipt of the Plan Commission Report.
Seconded by G. Ansley. Vote by roll call. Janice, aye; Smith, aye; King, aye;
Ansley, aye; Robinson, aye; Lambert, aye. 6 ayes, no nays. Motion declared
carried.
L. Robinson made a motion to concur with the Plan Commission recommendation to
approve the rezoning of property on the southwest corner of Rt. 30 and Lily Cache
Road for an office building. A letter of support is to be written to the will
County Zoning Board. Seconded by G. Ansley. Vote by roll call. .Dania, aye;
Smith, aye; King, aye; Ansley, aye; Robinson, aye; Lambert, aye. 6 ayes, no nays.'
Motion declared carried.
D. Lambert reported KinKo Ace Hardware and Portal's Liquors have been notified of
ordinance violation - two structures at the rear of the businesses are being used
for storage. Zn violation - zoning ordinance, building code and no building per-
mit. They were given until March. l5, 1983 to remove these structures when viola-
tion was served on December 15, 1982.
C. Smith made. a motion to extend the time for complying with the violation. to
July 1, 1983, to solve this problem so it is not a hardship for anyone. Seconded
by J. Dania: Vote by roll call. Dania, aye; Smith, aye; King, aye; Ansley, aye;
Robinson, aye; Lambert, aye.. 6 ayes, no nays. Motion declared carried,
J. King gave a radar update. We have contacted several companies on the possibility
of leasing radar equipment, The repairs would be done by the contracted company.
He will have more information at the next Board Meeting.
R. Allshouse, Resident Engineer, gave a report. on the results of the meetings with
the residents an James Street. He explained he had contacted cell the residents on
James Street between 400 and 600 blocks. These meetings were set up to explain the
future James Street construction and how it would affect each resident. The meet-
ings were well received and the residents were pleased to have the construction ex-
plained.
C. Smith reported if there were snow, it would be impossible to plow due to the cars
parked on some streets. The west side of Bartlett Avenue was most evident. Also,
the residents should not shovel the snow from their driveways into the streets.
Mayor Selfridge has had some complaints of Police giving speeding tickets an Naper-
ville Road from Ash Street to the railroad and radar is not posted. Officer Mander
stated 40 miles. per hour is posted on that stretch of street, J. King will look
into this complaint.
L. Robinson reported the valve an Ottawa Street east of James Street was completed
on January 28, 19$3. The final cost was $4,013.00. The $300.OD increase over the
$3,750.00 quote was due to the need to purchase a valve. After shut down tests
were done by H. Countryman, it was decided that it is necessary to install another
valve south of Ottawa on James Street; due to the severe leaking, it cannot be
shut dawn.

Three quotes were given on the installation of the valve south of Ottawa Street an
James Street:
- Ray Edwards Contractors - $3,155.00
- T & R Construction - $4.300.00
D. E, Bennett Construction - $3,105.00
L. Robinson informed the Board that the office was notified the insurance for the
lowest bidder will expire February 20, 1983.
L. Robinson made a motion to approve the bid from Ray Edwards Contractors at
$3,155.0.0 to install the valve south of Ottawa Street on James Street. Seconded by
J. King, Vote by roll call. Janice, aye; Smith, aye; King, aye; Ansley, aye;
Robinson, aye; Lambert, aye. 6 ayes, no nays. Motion declared carried.
Mayor Selfridge commended H. Countryman on the fine job he and his men did in clean-
ing and painting the blower room at the Sewer Plant.
L. Robinson stated the Board is to decide on the specific terms of the agreement
with Zartic on their sur/charge. Zartic has awarded the contract to install the
man-hole that the Village requires. The last test far fats and greases was very
good. Mr. Lupton asked what the probationary period will be for Zartic. In this
agreement Zartic agrees to pay $13,990.69. After much discussion, J. Dania. made a
motion to table the sur/charge agreement proposal until our Legal Council can give
us an opinion, we do not want to set a precedent.' Seconded by J. King. Vote by
roll call, Dania, aye; Smith, aye; King, aye; Ansley, nay; Robinson, nay; Lambert,
aye. 4 ayes, 2 nays, Motion declared carried.
D, Lambert reported the Plainfield Test 1983 Committee is requesting some street
closures on Friday, July 15 through Sunday, July 17, T983, Attached to this re-
quest was a map showing the streets involved.
J, King made a motion to approve the Plainfield Fest 1983. Committees' request as
presented. Seconded by C. Smith. Vote by roll call. Dania, aye; Smith, aye;
King, aye; Ansley, aye; Robinson, aye; Lambert, aye. 6 ayes, no nays. Motion de-
clared carried.
D. Lambert reported three quotes for carpet replacement in the basement of the
Village Hall:
- Floor Covering Associates, Shorewood - $500,82, installed
- Carpetland Inc., Joliet - $611.00, installed
- K ~ R Carpets, Joliet - $611.00, installed
D. Lambert made a motion to approve Floor Covering Associates, Shorewood. Three
rooms (.11' x 17', l8' x 8' and 15' x l6') all carpet. same style and color -
$50.0.82 installed. Seconded by J. Dania. Vote by roll call. Dania, aye; Smith,
aye; King, aye; Ansley, aye; Robinson, aye; Lambert, aye. 6 ayes, no nays. Motion
declared carried.

G. Ansley made a motion. to send our Village Administrator and Treasurer to a
Financial and Budget Seminar. for small municipalities, February 19, 1983 at the
Elgin Community College. The price is $15.00 each. Seconded by J. King. Vote
by roll call. Dania, aye; Smith, aye; King, aye; Ansley, aye; Robinson, aye;
Lambert, aye. 6 ayes, no nays. Mction declared carried.
G. Ansley made a motion to acknowledge receipt of the Motor Fuel Tax Report #35.
Seconded by L. Robinson. Vote by roll .call. Dania, aye; Smith, aye; King, aye;
Ansley, aye; Robinson, aye; Lambert, aye; 6 ayes, no nays. Motion dellared
carried.
