Lambert, Z. Robinson, G. Ansley. J. King, C. Smith, J. Jania OTHERS PRESENT: Village Administrator-J. West, Village Clerk-V. Krnac, Village Attorney-D. Hutchison, Village Engineers- G. Gordon & A. Singh C i• Mayor Selfridge opened the meeting at 7:03 p.rn. with the pledge to the flag. Roll call was taken,, all members were present. Mayor Selfridge announced this Special Meeting was called to discuss the financial arrangements for the Facility Plan, which will be a Referendum on the ballot of the General Election on April 12, 1983. G. Gordan introduced Financial Consultants Howard Voss and Ike Parsons from Howard w. Voss, Jr. Associates of Northfield, Illinois. Ike Parsons explained to the Board they divide their services into three parts: Preliminary Work prior to the Referendum; Marketing Bonds; Fee for the services they have done. He gave instruc- tion on what the Board must do to bring the, Referendum to a vote in April. (1) Adopt an ordinance by February 5th, drawn up by the Village Attorney. (2) File ordinance with the Gaunty Clerk. (3) County will absorb all costs of the election. (4) There are no public hearings required, Most communities choose to have one or two to inform the public of the cost. (5) April 12, 1983 election (.General Election). The Referendum is going to be for the entire estimated amount of $1,.875,000.00. General Obligation Bonds at a fee of ~ of l~ of the par amount of bonds sold.. If it were both General Obligation Bonds and Revenue Bonds, a fee of ~ of l~ of the par amount of bonds sold (minimum fee of $4,400.00). Howard Vass Associates will do the selling of the bonds, Z. Robinson questioned - If the Referendum does not pass, are we charged for your work? Mr. Voss' answer -- Unless the Bond Issue passes, there will be no charge to the Village. G. Ansley questioned - Approxi- mately what would be the cost? Mr. Voss - Approximately $4,000.00 to $5,000.00 plus incidental fees. R. Selfridge - Who would conduct the public hearings? Mr .. Parsons suggested the Engineers and Voss Associates would be at any hearings the Village would have on the Referendum, but the Village Board would conduct the hearings. L. Robinson - This is January 10, we have a deadline of February 5 to get this filed for the Referendum; can we meet this deadline? Mr. Vass - We will have no problem meeting the deadlineo Z. Robinson - Will we have enough time for the public hearings? The public should be well informed. Mr. Voss - We will need about two weeks to prepare our Preliminary Financial Report, then we will meet again with the Board to determine what type of taxes or utility charges are needed. Then you can have the public hearings and we will be present, along with your Engineers, to discuss the financial aspects A. Mr. Voss - Just the total amount. Mr. Voss - It is much cheaper to go with General ©blgation Bonds than Revenue Bonds. ©n the other hand, you have a lim- ited bonding capacity and maybe you won't want to use it up now. That will come out in the financial study. If General Obligation Bonds are issued, it does not necessarily mean taxes will increase because you have the option to increase the water and sewer rates. D. Htuchison - After comparing Howard Voss & Associates and Benjamin & Lang, and considering they both offer the same services, Howard Voss & Associates is much less. G. Ansley - There is no difference in the two proposals that I can see. Bonds would have to be re-negotiated, D. Hutchison - General Obligation Bonds are cheaper and there is usually a better market for them, but a properly ;funded Revenue Bond out of your water system could be salable too and they might be sold locally and it would take you out of the national mar- ket. G. Gordon - Water rates are very low now. D. Hutchison - Z have prepared an ordinance with $1,875,000.00 for your next meeting, if you go with it. Discussion was held on going without a consultant. The decision was that it was best to go with a consultant. A. Singh - rf the Referendum does not go, it will take weeks of work and it would include contacting the EPA concerning what they would allow to bring the plant up to standards. L. Robinson - If the Facility Plan goes down the drain, we still have to bring the plant up to EPA standards. we. need to let the people know what the cost will be to up-date the plant. J. Jania - Is the government going to share in Phase r? A. Singh - If the EPA would approve a smaller plant, they will still pay 75~; approximately 1.87 million. L. Robinson made a motion to employ Howard Voss. Associates as consultants. Sec- onded by J. Jania. Vote by roll call. Lambert, aye; Robinson, aye; Ansley, aye; King, nay; Smith, nay; Jania, aye. 4 ayes, 2 nays. Motion declared carried. L. Robinson made. a.moticn to instruct our engineers to prepare an alternate, if the bond issue does. not pass, concerning the cost to .update our existing facil- ity to being the plant up to EPA standards. The engineering fees are not to ex~- ceed $2,000.00. .Seconded by D. Lambert. Vote by roll call. Lambert, aye; Robinson, aye; Ansley, aye;. Countryman went to a seminar a year ago last Spring and brought back a certificate for one of the best plants in Northern Illinois. H. Countryman - We were one of 4 or 5 nominated because we had a clean plant. They don't check the affluency, they only check the appearance of the plant, C. Smith - A coat of paint will help more than clean water. D. Lambert -- There was an article in the paper a few weeks ago, we are not alone in this problem. Mayor Selfridge made a motion to adjourn at 8:29 p.m. Vera J. There still may be dime to get a story in the Herald-News' 19$8 Progress Edition.
