In the absence of the President, Vera Krnac,. Village Clerk called the
meeting to order with the pledge to the flag.
J. King made a motion to appoint G. Ansley as President Pro-tem. Seconded
by C. Smith. Vote by roll call. Ansley, pass; King, aye; Robinson, aye;
Smith, aye; Lambert, aye; Jania, aye. 5 ayes, l pass. Motion declared
carried.
Roll Call was taken. President Selfridge was absent.
D. Lambert made a motion to accept the agenda as written. Seconded by
L. Robinson. No decending votes.
G. Ansley brought to the Board's attention the list of expenditures
each Board Member received with their agenda. He explained to the
Board, this will be the first time to approve the invoices from the list
. of expenditure list. C. Smith made a motion to approve the payment of
invoices. Seconded by D. Lambert. Vote by roll call. Ansley, aye;
King, aye; Robinson, aye; Smith, aye; Lambert, aye; Jania, aye.
6 ayes, no nays. Motion declared carried.
C. Smith wanted to make it known, Mr. West did some research on the invoice
of IL Department of Transportation and found an error of approximately
$26,000 The original cost was near $124,000.
G. Ansley reported the Mayor wanted the Board to be informed the Liquor
License has been issued to the Sunrise Restaurant.

J. West reported he and Marilyn Gehrke discussed the dog pound fee
collections will be collected in the Clerk's Office, Village Hall.
Township will publish a notice in the newspaper.
L. Robinson made a motion to pass the Resolution (R-822) to levy an
additional tax of .02~ for McClester-Nimmons Village of Plainfield
Free Public Library for equipping, maintenance, repair and alteration
of its library building and equipment. Seconded by D. .Lambert. Vote
by roll call. Ansley, aye; Y.ing, aye; Robinson, aye; Smith, aye;
Lambert, aye; Jania, aye. 6 ayes, no nays. Motion declared carried.
L. Robinson reported at the last Plan Commission meeting, a representative
from Whispering Creek requested a sidewalk he constructed :from Whispering
Creek on the south side of Route 30 to DuPage River Bridge. G, Ansley
instructed J, West to contact Illinois Department of Transportation in
regard to the easement on Route 30.

L. Robinson introduced Mort Lang from Benjamin and Lang Municipal
Finance Consultants, Winnetka, Illinois, to give the Board some insight
into the pending referendum on our. Facility Plan,
Mort Lang explained to the Board the State and Federal Governments will
pay at this time, 75~ of the total cost of the sewage plant improvements,
which means the Village's share will be 25~ of the project. Due to the
cut backs from Washington, this will be reduced to a 45~-55~ spread
within a period of two years. He stated, he doen't know how long this
can be put off until EPA can force the Village to make these improvements.
He stated the engineers estimated the project will be about a 7~ million
dollar project. The Federal. share at approximately $5,670,000. - Local
share $1,875,000. The means available to the Village are:
(A) General Obligation Bonds
(B) Revenue Bonds only
(C) Combination of A & B
(D) or Cash
If you want this referendum brought to the people at the April 12th
election you must pass the Resolution no less than 65 days prior to
April 12th and a certified copy of Resolution must be filed with County
Clerk no less than 61 days prior to April 12th. Therefore the Board
must act on this Resolution on the 3rd Monday in January (1-17-83).
The Board must inform the public the financing plan, the effect on taxes
and the effect on water and sewer rates. L, Robinson questioned Mr. Lang
as to the latest dead line as far as a decision on this matter?
Mr. Lang said no later than the 2nd meeting of January (1-17-$3).
G. Ansley questioned approximately what are your charges? Mr. Lang
said it would be about 3/4 of .Old of fatal Bond Issue, not to exceed
$12,500. J. King noted the Federal Government will not pay 75~ of that
cost.
G. Ansley thanked Mr. Lang for his presentation. We will table this
matter until the next meeting, due to the absence of the Mayor.
L. Robinson reported to the Board, the Industrial Monitoring fees/sur
charge on fats, oils and greases. We have had a problem with one of our
useres. Sometime ago we established this sur/charge and at that time
the Village Board stated we would give the industries and businesses time
to get geared to this new ordinance. The first quarter after passing the
ordinance we would charge them for 10~ of the monitored fats, oils and
greases, second quarter 20~, third quarter 30~, fourth quarter 50~ then
the would be charged 100 after that. This worked out very well with

and most of them are paying a minimal charge. However Zartic Frozen
Meat Company graduated to 100 field this last quarter and their sur/
charge is approximately $55,000.00 for one quarters usage. J. West L.
Robinson, H. Countryman. and our engineers have had meetings with Zartic
trying to work out their problems. They have installed a new water meter,
we have taken 3 or 4 additional monitoring tests of which were paid for
by Zartic, We have ask them to install two inspection manholes, they will
install these manholes at their cost. L. Rabinson recommends we reduce

$56,000.00 to $13,403.89 plus $387.80 for water and $249.00 for regular
sewage ueeage. They had ask if this .was agreeable with the Board, could
it be spread over 2 or 3 billings. L. Robinson recommends it be split
between next 2 quarters, $7,288.75 be paid immediately and $6,701.94 at
next regular billing.
L. Robinson made a motion to charge ~artic this $13,000..00 pro rate
over 2 quarter period and continue monitoring them. If the monitoring
does not come down, then the burden is completely on them. Seconded
by C. Smith. Vote by roll call. G. Ansley, aye; King, nay; Robinson, aye;
Smith, nay; Lambert, nay; Janis, abstain. 2 ayes, 3 nays, 1 abstention.
Motion denied.
J. West reported the roof on the Old Well on Route 59 has collapsed.
To replace it with a wood cover, that would last about 5 years, would
cast approximately $500. To replace it with a concrete cover, would
cost approximately $$52.00 and it would last a life time. This is a
junction. for all wells, its the Village's Old Well House.
J. King made a motion to replace the Old Well House roof with concrete
for $852. Seconded by D. Lambert. Vote by roll call. Ansley, aye;
King, aye; Robinson, aye; Smith, aye; Lambert, aye; Janis, aye. 6 ayes,
no nays. Motion declared carried.
L. Robinson would like to know if this property to the Old Well House is
the Village's.
L. Robinson reported the rugs have been removed from the downstairs
that were destroyed from the flood. J. West reported he is receiving
drawings of the plumbing downstairs and should receive them this week.
He advises no replacement of rugs should be done until a shut off valve
is installed.
L. Robinson reported they are installing heat in the Civil Defence
garage.
D. Lambert reported on the Old Village Hall Lease Agreement. G. Ansley
suggested we bring this back to the next meeting, the Board just re-
ceived this agreement and they would like to study it before they came
to any decision.
D. Lambert made a motion Julia Blum receive retroactive back pay of
$316.20, from July 1, 1981 to December 12, 1982 the last pay period,
also her rate will increase to $4.60 per hour. Seconded by. L, Robinson.

Lambert, aye; Janis, aye. 6 ayes, no nays. Motion declared carried.
J. King made a motion to renew the contract with Timberline Animal
Hospital for the health. contract on the 3 dogs @ $200.00 per dog per
year - total $600. This takes care of rabies vaccine, drugs and ills the
dog may have. Tt does not include any special food for the dogs. Seconded
by D. Lambert. Vote by roll call. Ansley, aye; King, aye; Robinson, aye;
Smith, aye; Lambert, aye; Janis, aye. 6 ayes, no nays. Motion declared
carried.

J. King made a motion to purchase the Vehicle Stickers for 1983-84
and the cost will be $1,207..70, Seconded by C. Smith. Vote by roll call.

Janice, aye. 6 ayes,. no nays, Motion declared carried.
C. Smith reported to the Board Mr. Stepina owner of Fox Valley Vending is
in violation for parking his dumpster in the alley between his business and
Plainfield Post Office. Complaints were, his dumpster blocks the alley.
Mr, Stepina told the board, the dumpster has been there for 16 years.
L. Robinson suggested, without a dumpster for Mr. Stepina's business, it
would be impossible,
L. Robinson made a motion to give Mr. Stepina permission to leave the
dumpster in the alley on a trial basis. Seconded by C. Smith. Vote
by roll call. Ansley, aye; King, aye; Robinson, aye; Smith, aye; Lambert,
aye; Jania, aye, 6 ayes, no nays. Motion declared carried.
C. Smith made a motion to apply for Motor Fuel Tax in the amount of
$12,000.00 for snow removal, for the period of January 1, 1983 through
December 31, 19$3. Seconded by J. King. Vote by roll call. Ansley,
aye; King, aye; Robinson, aye; Smith, aye; Lambert, aye; Jania, aye.
6 ayes, no nays. Motion declared carried.
C. Smith reported there has been some discussion and disagreement between
the Village and Doris Albright who lives at 400 River Lane, relating
to repairs on River ,Lane. It is not known if the land belongs to her
or the Village. D. Lambert suggested J. Harvey, Village Attorney,
check the cost of a track search on this property.
J. King made a motion to acknowledge receipt. of the Treasurer's Report.

Motion declared carried.
J. King made a motion, because there was no wage adjustment this year,
(this will be a ane time only} each full time employee will receive
$100.00 and each part-time employee will receive $50.00 for Christmas.

Robinson, pass; Smith, nay; Lambert, aye; Janice, abstain. 3 ayes,
1 pass, 1 absention, 1 nay. r7otion declared carried.
C. Smith stated to the Board he feels due to the present economic situation
it is almost obscene to give any Christmas bonuses to people who are
employed., G. Ansley replied he was sure this was true, but the fact
we didn't do anything on wages this year, I think it befitting.
J. Jania reported on Ambulance Service for the month of November -
35 ambulance calls and 4 rescue calls total of 39 calls, The average
response time was l~ minutes.. The approval by the voters of the
referendum transfers the Ambulance from 'the Township to the Fire District.

They had a meeting on November 30 and at this meeting it was brought
up there would be no money available from this referendum until about
the middle of 1984. The Township has a contract that will run with the
Ambulance Service until April 1, 1983. They can continue as is with
no trouble from now until. April 1, 1983, then they are not sure.
L. Robinson reported the Cable TV Committee will
