J. King and J. Graham were absent. OTf~~RS PRESENT: J. West, Admini.; J. Harvey, Atty.; V. Krnac, Vill= Clerk Mayor Selfridge called meeting to order at .7:30. p,m..with>the:pledge to the flag. Roll call was taken. J. King and J. Graham were absent. Agenda approved as received, no need fox executive session, not a full board present. G. Ansley made a motion to approve the invoices for payment with two corrections. 'The two Deuchler Associates invoices charged to Planning will be charged to Water & Sewer (.fit was miss classified by Deuchler's Office, it was actually for the Planning of the new drying beds at the Sewer Plant). The funds to ESDA for $6,000.00 should include payment to Tom Mefferd far the final payment of $1,375.00 far the 1973 Dodge Van. The Village should receive a receipt of final payment signed by John Watson and Tom Mefferd. Seconded by C. Smith. Vote by roll call. Lambert, aye; Robinson, aye; Ansley, aye; Smith, aye. 4 ayes, no nays. Motion declared carried. Mayor Selfridge suggested to schedule the attorney to be present at the second meeting of the month. Therefore any subject needing an attorney present,. will be scheduled for second meeting and placed on the agenda. There were no objections from the Board. • Mayor Selfridge announced the next regular Board Meeting will be rescheduled for Tuesday, September 7th at 7:30 due to the Lobar Day Hdliday. Mayor Selfridge read a letter from the Asthma and Allergy Foundation of Joliet, requesting permission to have a door to door fund raising drive in Plainfield the week of September 13 thru 17th. The Clerk was directed to write a letter of approval to the Foundation, but specify no children are to be allowed to solicit. L,, Fobinson gave a report on the infringment of water flow on Norman Drain, at the south end of Marybrook Drive. Fie was told by Division of Water Resources someone must sign a complaint at the States Attorney's Office, then the EPA will investigate. Mayor Selfridge and C. Smith will investigate the matter further and report to the Board. L. Robinson reported J. West received a phone call from David Sheen of FEMA per- taining to the Flood Plan Ordinance which must be passed by November 15th to get us into Flood Hazard Boundry benefits on lower flood insurance rates. We are waiting for approval from FEMA on the proposed Ordinance. D, Lambert made a motion to have the attorney prepare an Ordinance for three way stop signs at Plaza Drive, River Road and James Street. Seconded by C. Smith. Vote by roll call. Lambert, aye;. Robinson, aye; Ansley, aye; Smith, aye. 4 ayes, no nays. Motion declared carried. Mayor Selfridge suggested a letter be written to the school in regard to a stop sign at the Administration Building at the High School. Village Board of Trustees August l6, 1982 Page 2 C. Smith made a motion to award the sidewalk replacement bid to Henry Concrete of Lockport at a cast of $41.00 per 5" x 4' section over all. Seconded by G. Ansley. Vote by roll call. Lambert, aye; Robinson, aye; Ansley, aye; Smith, aye. 4 ayes, no nays, Motion declared carried. C. Smith advised the Board the concerned .property owners are being notified of the sidewalk replacements.. Between 80 and 100 sections will be replaced. C. Smith made a motion to have a written agreement with John Green to be on stand by for snow plowing this coming winter @"$50.00 per hour for plowing after snow measurers 3'~. M~. Green. has one .large snow plow and an end loader. Seconded by Ansley. vote by roll call. Lambert, aye,. Robinson, aye; Ansley, aye; Smith, aye. 4 ayes, no nays. Motion declared carried. Z. Robinson gave an up date on the painting at the Sewer Plant.. To date 82 hours of time spent on the painting and 48 hours to complete. Mr. Boeve is doing a fine jab. L. Robinson reported to the Board the annual inspection Contract with Harco Cor- poration on the 750,0.00. gallon water tower on 143rd Street is due at: the price of $5~a.00. Penwalt does the inspection on the 200,000 gallon tank. By next meeting we will have estimates from each company to da bath inspections. Then we. will determine who will receive the contract. L. Robinson reported from checking the Bufflo Boxes in Pheasant Chase, there are 40 to 45 Bufflo Boxes that can not be opened and s;ame:c.an.,not be found.,: Mayor Selfridge said ton many things are wrong, we sould stand our ground. Our Administrator, Mr. West, should send a letter with the punch list to Mr. Ash and ~, cope to Gene. Gordon and Jim Harvey, No Certificates of Occupancies are to be 'issued in Pheasant Chase. Mr. West wrote a letter for Mayor Selfridge to Peotone an the 911 Program, it was accepted by the entire Board. Mayor Selfridge reminded the Board of the Workshop Meeting August 23, 1982 with James Lincoln as guest speaker. C. Smith. reported to the Board that he receives many calls from Cable T.V. Companies. Mayor Selfridge suggested that Cable T.V. be pot on the next Agenda and the Board should come to a conclusion, is Plainfield going to have Cable T.V. J. Harvey reported to the Board a track search was made on the Wanderer Property, it was revealed that Mr. wanderer is the owner of the property. Due to the dangerous conditions Darlene Lambert made a motion to start procedures far demolition of the buildings at all cost. Seconded by L. Robinson. Vote by roll call. Lambert, aye; Robinson, aye; Ansley, aye; Smith, aye. 4 ayes, no nays. Motion declared carried. John. Watson reported to the Board the Fire District will be on the November 1982 • Ballot for an Ambulance Tax. 8:50 Mayox Selfridge made a motion to adjourn. econded by George Ansley.
