Regular Meeting
DATE: August 2, 1982 AT: Village Hall
MEMBERS OF BOARD PRESENT: President Selfridge, L. Robinson, G. Ansley, C. Smith,
J. Graham. D. Lambert and J. King were absent.
OTHERS PRESENT: J. west, Admire; R. Buck, Att; J, Harvey, Att; V. Krnac, V. Clerk.
Mayor Selfridge called meeting tc order at 7:30 p.m. with the pledge to the flag
Roll call was taken. D. Lambert and J. King were absent.
G. Ansley made a motion to accept the agenda with the addition of an executive
session an persgnnel. Seconded by L. Robinson. Vote by roll ca11. Robinson, aye;
Ansley, ale; Smith, aye; Graham, aye. 4 ayes, no nays. Motion declared carried.
G, Ansley made a motion to approve as presented minutes for July 6 and July 19, 1982.
Seconded by L. Robinson. Vote by roll call. Robinson, .aye; Ansley, aye; Smith,

Mayor Selfridge read a letter from .James King to John Watson and Emergency Services,
commending their efforts in the search for the drowning victim.
Mayor Selfridge read a letter from Village of Peotone on the 911 Emergency dis-
patching, the short comings and how costly it could become in the future,
M,ayox Selfridge appointed a committee of Jim Graham, Jim West, John Watson and
Chief Buehl to investigate the 9ll Emergency System.
G. Ansley made a motion to acknowledge receipt of treasurer's report. Seconded
by J. Graham. Vote by roll call. Robinson, aye; Ansley, aye; Smith, aye; Graham,
aye.; 4 ayes, no nays. Motion declared carried.
L,. Robinson reported to. the Board, Ann Hintze is contacting E.P.A. on the legality
of land file nn the south end of Marybrook brive, that could infringe on Norman
Drain. water flow. A follow up report to be given next meeting.
L, Robinson made a request to give the Plan Commission $100.00 for Historic
Preservation. Meeting Thursday, September 16, 1982 -- 7:30 p.m. at the Village
Hall Meeting Rocm. The Plan Commission will invite the Commerce Association,
Historical Society, Aowntown Businesses, Planning Commission and Lyons Club to
hear Lockwood Martling, an architect that will speak on historical preservation.
He is very knowlegeable of the Plainfield area. This would $e very helpful in
preparing an historical preservation portion of our new Zoning Ordinance.
L. Robinson made a motion to grant the request of $100.00 to the Plan Commission
for speaker on Historical Preservation, Seconded by J. Graham. Vote by roll call.

declared carried.

Mayor Selfridge suggested C. Smith and 0'. West are to review the bids and report
their findings at the next meeting.
C. Smith made a motion tca give a clothing allowance of $150.00 to each full time
k'olce officer, for fiscal year 1982-1983. If an officer shau~.d resign, the Village will
prorate ,for unused monies. Currenly nine men will be affected. Seconded by .7. Graham.

no nays. Motion declared carried.
C. Smith read a notice from E.J.&E. Railroad--The Lockport Street crossing at
Miles Street will be closed Tuesday, August 3rd thru Thursday, August 5th for
railroad crossing repairs.
Mayor- Sel~xedge made a motion to hire Roger Allshouse as Resident Engineer for
plaza Drive 7Praject at $5.00 per hour--straight time, with same benefits as part
t,me,.starting Wednesday, August 4, 1982. Seconded by C. Smith. Vote by roll call.

declared carried.
C. Smith notified Board of .weed past due accounts enforcement program in effect.
L. Robinson made a motion to approve the Change Order #3, Part B, for Plainfield
School District - James/Gommerceal Streets Project - $1,072.00 that the school has
agreed to pay. Justification, additional watermain moves hydrant closer to main
entrance at south side of high school and centralizes fire protectean for south
side of high school. Seconded by G. Ansley. Vote by roll call, Robinson, aye;
• Ansley, aye; Smith, aye; Graham, aye. 4 ayes, no nays. Motion declared carried.

L. Robinson made a motion to invoice the school for $1,182.02 for final balance of
the schapl's portion of the James/Coxrmlercial Streets Project. Seconded by G. Ansley.
Vote by roll call.. Robinson, aye; Ansley, aye; Smith, aye; Graham, aye. 4 ayes
no nays. Motion declared carried.
L. Robinson made a motion to .make final payment to T & R Construction of $12,089.42.
Gene. Gordan, Engineer has made final inspection and approved project as completed.

na nays. Motion declared carried. L. Robinson informed the Board this has in--
creased the water flow at this end of the Village.
At G., Ansley's request, Attorney Buck informed the Board as long as the Tax Levy
increase was less than 5~a, a public Hearing is not necessary.
G. Ansley made a motion to approve the Tax Levy for fiscal year ,7uly 1, 1982 to
June 20, 1983 for $514,013.50.. Seconded by C. Smith. Vote by roll call. Robinson,
aye; Ansley, aye; Smith, aye; Graham, aye. 4 ayes, no nays. Motion declared carried.
G. Ansley notified the Board of Workshop. Study Session 8/23/82 @ 7:OOp.m. -guest
speaker James Lincoln from NfiTJ. To be pasted on Bulletin Board.

J,. Graham reported the Ambulance Service had 40 calls for June, response time
1 minute 20 seconds.
Jim Harvey attorney gave report on Wanderer property. He gave a track search
report and is contacting Title Company for legal description. They feel the only
tivay to procecute is through "Civil Suit". Officer J. Mander informed the Board
the property is up for sale with sign posted, with commercial broker. J. Graham
will contact the reality company an the name of the owner.
