MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING HELD BY THE
ARCHITECTURAL REVIEW AND PLANNING BOARD OF THE TOWN OF GULF STREAM,
FLORIDA ON THURSDAY, SEPTEMBER 24, 2020 AT 8:30 A.M., IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA. NOTE: THERE WAS LIMITED PUBLIC ACCESS TO TOWN HALL.
THIS TOWN COMMISSION MEETING WAS ABLE TO BE ACCESSED ONLINE, INCLUDING
ALLOWING FOR PUBLIC COMMENT.

seconded the motion, to approve the minutes of July 23, 2020 and all
voted AYE at roll call.

A. Applications for Development Approval
Minutes of ARPB Regular Meeting & Public Hearing
Held 9-24-2020 @ 8:30 A.M.
1. 1424 N. Ocean Blvd.
a. Declaration of Ex-Parte Communication
There was none.
b. Administer Oaths
Town Clerk Taylor swore in Keith Van Druff and
Anastasios Kokoris.
c. An application submitted by Anastasios Kokoris and
Keith Van Druff, as Agents for the owner of the
property located at 1424 N. Ocean Blvd, Gulf Stream,
Florida, which is legally described as Lots 10 and
10A, McLouth Subdivision.
(1) LEVEL 2 ARCHITECTURAL/SITE PLAN REVIEW to
permit the construction of a redesigned front
entry and a new front door on the existing
dwelling.
Mr. Kokoris explained that the application was for the
replacement of an existing front door with a new front door and to
replace the existing window transoms in the entryway with rectangular
transoms. Board Member Smith asked if the windows had muntins, to which
Mr. Kokoris answered that the windows weren't changing, only the curving
above the windows. Vice Chairman Murphy asked if there had been any
comments from neighbors to which Town Clerk Taylor answered there had
been no comments.
Board Member Smith made a motion to approve a Level II
Architectural/Site Plan to permit the construction of a redesigned front
entryway and a new front door. Board Member Roach seconded the motion
with all voting AYE at roll call.
2. 100 Little Club Road
a. Declaration of Ex-Parte Communication
Vice Chairman Murphy stated he had met with Ross
Curtis and walked the area being discussed.
b. Administer Oaths
Town Clerk Taylor swore in Keith Spina.
c. An application submitted by Attorney Thomas Murphy,
Jr. and Architect Keith Spina as Agents for the owners
of property located at 100 Little Club Road, Gulf
Stream, Florida, which is legally described in metes
and bounds in Section 3, Township 46 South, Range 43
East and Section 34, Township 45 South, Range 43 East.
(1) VARIANCE to permit the extension of the west
side of the existing building to the west
property line, a distance of approximately 10'
further into the required side setback.
(2) LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to
permit the renovation of the existing kitchen
and the 745 sq. ft. addition on the west side
of the kitchen, an employee area to house

employee lockers, restrooms/changing rooms, and
a small lounge.
Mr. Ross Curtis, President of The Little Club, stated
his role as president was to ensure that the club is doing everything
they can to enhance the experience for their members and to provide
great working conditions for their staff. He added the club lacked a
staff break room, a place for them to eat meals and adequate staff
restrooms. To do this, Mr. Curtis stated they would need the board's
approval to fully enclose a partially enclosed area on the western side
of the kitchen. Mr. Spina then showed some pictures of the existing
conditions and what they would like to do to improve the area by
enclosing the area on the western side of the kitchen and then totally
renovating the kitchen. He added they would be relocating the
mechanical equipment on the west side of the roof and then creating
wells on the roof, so they would be able to fully screen the mechanical
equipment. He added the screeningwould help mitigate some of the noise
as well and stated the landscaping would also help to screen the
equipment. Mr. Spina stated that the Town had asked that any rainwater
that was created on Little Club property remain on their property. To
do that, he added, they relocated equipment, screened with parapet and
the new parapet would be approximately six inches higher than the
Casitas wall, thus keeping the water from flowing over to other
properties. Mr. George Morris, President of Las Casitas, stated they
were contacted by The Little Club in April and went over their plans and
ideas in detail. He added that all Las Casitas owners looked at the
plans and based on the representation given to them, they sent a letter
to Mayor Morgan in May, signed by all ten owners, unanimously supporting
the variance because it dramatically improved their situation.
Vice Chairman Murphy pointed out they had all received a copy
of the letter from Mrs. Kraft, with the focuses of the protruding
mechanical work, which seemed to have been addressed by the
presentation. He added that the board was always careful with
variances, but the fact that Mr. Curtis and The Little Club had reached
out to their neighbors and accommodated their needs spoke volumes as to
what they were trying to do. Vice Chairman Murphy asked if there were
any other comments. Alternate Board Member Jones thought it looked
good, especially with the screening, and was a vast improvement over
what was currently in place. Mrs. Kraft asked if Vice Chairman Murphy
had walked the property from their perspective to which he answered that
the letter asking them to do so came a bit late and he wasn't able to do
that but the pictures she sent were very detailed and with what had been
presented to them, as well as the statement from Mr. Morris, it looked
as if there was going to be a positive outcome. Mrs. Kraft stated there
were two variances in front of the board to which Vice Chairman Murphy
tried to disagree with her, but she talked over him and continued
stating the one variance they did sign in support, because it stated
that the noise and odor would be reduced. She added that there were now
three larger exhaust fans going up to the north, which is closer to

their house and she wanted to be sure the tops of the HVAC system didn't
show and that the screening was going to be taken all the way around.
Mrs. Kraft was confused on the six additional inches to the height of
the wall and stated she hadn't agreed to that. Mr. Spina explained that
the current wall was located west of their property line so they were
building a new wall in order to keep the water on their roof from
running over the edge and they had to lift it six inches taller so they
could properly take care of the water. He added they were completely
screening the mechanical units. Mrs. Kraft wanted to make sure it
wasn't only the exhaust fans, but the HVAC as well, and wanted to be
sure they didn't have plans to add any more in the future. Mr. Spina
stated the renovation that was currently underway was significantly
moving and screening the bulk of the equipment. Mrs. Kraft once again
asked about the HVAC system to make sure they would not see the tops of
the HVAC system and the screen was going to extend west to which Mr.
Spina agreed. Mrs. Kraft then wanted to know what the cement wall was
that was screening the exhausts. Mr. Spina stated the six-inch
extension of the parapet was not what they were using to screen the
equipment, it was just finishing off the roof for waterproofing and
allowing them to maintain the water on the roof. Mrs. Kraft wanted to
know about odor and if they were going to hear the exhaust fans as they
were much larger and more than there used to be. Mr. Spina stated there
weren't any more than were there currently, but the fans are more
efficient, much quieter and would be much improved over the old fans.
Vice Chairman Murphy stated that Mrs. Kraft had referred to the
Little Club adding ad hoc conditions and added that he could confidently
say that wouldn't happen because everyone in Gulf Stream has to go
through the appropriate stages of meeting with the ARPB and Commission.
Mrs. Kraft kept reiterating that the presentation they were being shown
was not what they had seen prior and asked that it be addressed. Mr.
Spina stated it was the exact same plan. Mrs. Kraft asked about the
color of the screening being white to which Mr. Spina stated it was
still white. Mr. Kraft then asked what the screening material was made
of to which Mr. Spina said it was a decorative wooden louvered wall.
Mrs. Kraft stated that her point in all of this was that every other
club or company of prominence has screened all their rooftop mechanics,
so she did not think their request was inappropriate. Mr. Spina told
her that would be the result once this project was completed.
Vice Chairman Murphy asked Mrs. Kraft if her concerns had been
addressed to which she answered that The Little Club had not submitted a
west view until they asked for one and they appreciated them getting it,
but she also wanted to know about the noise and odor. Mrs. Kraft stated
that Mr. Spina had said the fans are better but now they were going to
be closer to their property and she was concerned about the noise and
wanted to know what the impact was going to be and if they could line
the wells or put a roof on the wells to reduce the noise since it was
quite a giant club now. Mr. Spina stated the club wasn't any bigger and
they were just enclosing an unenclosed area. He added the noise would

be improved and if there was a noise ordinance they would fully comply
with that. Mrs. Kraft then asked if there was a noise ordinance. Mr.
Spina stated if there was an issue they could add acoustic panels on the
inside of the screen walls to which Mrs. Kraft wanted to know why they
wouldn't just do that now to which Mr. Spina stated there was no reason
to do it now but if it was louder than anticipated or an annoyance, they
could add panels, but they have found that with new mechanical
equipment, they haven't had any issue with noise.
Vice Chairman Murphy stated they had addressed the eight points
needed for a variance and believed this was going to be an improvement
for the staff at The Little Club.
Board Member Smith made a motion to recommend approval of a
variance from the provisions in Section 66-260 to permit the extension
of the west side of the building to the west property line,
approximately 10' further into the required setback. Board Member Roach
seconded the motion with all voting AYE at roll call.
Board Member Smith made a motion to recommend approval of a Level
III Architectural/Site Plan to permit the renovation of the existing
kitchen and the 745 sq. ft. addition on the west side of the kitchen,
and employee area to house employee lockers, restrooms/changing rooms
and a small lounge. Board Member Roach seconded the motion with all
voting AYE at roll call.
