Regular Meeting
DATE: August 3, 1981 AT: Village Hall
MEMBERS OF BOARD PRESENT: President R. Selfridge, Trustees G. Ansley, J. Graham,
J. King, D. Lambert, L. Robinson and C. Smith.
President called the meeting to order at 7:30 p.m. with the pledge to the flag. Roll
call was taken. All members of the Board were present.
G. Ansley made a motion to approve the. minutes of July 6 and July 20, 1981. Seconded
by J. Graham. Vote by roll call: Ansley, aye; Graham, aye; King, aye; Lambert, aye;
Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion declared carried.
Permission was granted to the Plainfield Lions Club annual Lions Club Chicken
Barbeque scheduled for August 22 and August 23, 1981.
J. Graham made a motion to pass Ordinance ~~1024; Chapter 7, Article 5, An Ordinance
amending Chapter 7, Article 5, Section 5-1-1 of the Codified Ordinances of the
Village of Plainfield, known as an ordinance establishing a minimum code of
standards for the fixtures, materials, design, and installation methods of
plumbing systems in the Village of Plainfield. Seconded by J. King. Vote by roll
call: Ansley, aye; Graham, aye; King, aye; Lambert, aye; Robinson, aye; and Smith,
aye. 6 ayes, no nays. Motion declared carried.
D. Lambert made a motion to pass Resolution ~~812; an agreement between the Village
of Plainfield and the State of Yllinois, Department of General Services, Joint
Purchasing requesting participation of purchases from contracts issued by the
State of Illinois. Seconded by L. Robinson. Vote by roll call: Ansley, aye;
Graham, aye; King, aye; Lambert, aye; Robinson, aye; and Smith, aye. 6 ayes, no
nays. Motion declared carried.
D. Lambert made a motion to pass Resolution 4$13; A Resolution establishing fees
charged for building permits and inspection fees. Seconded by G. Ansley. Vote
by roll call: Ansley, aye; Graham, aye; King, aye; Lambert, aye; Robinson, aye;
and Smith, aye. 6 ayes, no nays. Motion declared carried.
J. King made a motion to enter into a maintenance agreement with Motorola, Inc.
on a monthly fee of $219.23 (per month). Seconded by C. Smith. Vote by roll call:
Ansley, aye; Graham, aye; King, aye; Lambert, aye; Robinson, aye; and Smith, aye.; '~-"
6 ayes, no nays. Motion declared carried.
C. Smith made a motion to hire Arthur Baish as foreman of the Streets and Sidewalks
Department at a rate of $20,000.00 per year. Seconded by J. King. Vote by roll
call: Ansley, aye; Graham, aye; King, aye; Lambert, aye; Robinson, nay, and
Smith, aye. 5 ayes, 1 nay. Motion declared carried..
G. Ansley made a motion to hire Gary Picha as a full time dispatcher at a rate
of $4.00 per hour effective July 6, 1981. Seconded by J. King. Vote by roll
call: Ansley, aye; Graham, aye; King, aye; Lambert, aye; Robinson, aye; and
Smith, aye. 6 ayes, no nays. Motion declared carried.
J. King made a motion to appoint Ms. Darlene Lambert as Communication Officer.
Seconded by J. Graham. Vote by roll call: Ansley, aye; Graham, aye; King, aye;
Lambert, aye; Robinson, aye; and Smith, aye. 6 ayes, no nays. Motion declared
carried.

Meeting adjourned to executive session at 9:00 p.m.
Adjourned meeting reconvened at 10:55 p.m.
The Village Attorney, Richard Buck, stated by order of Clayton Brown and
Associates, underwriters for Special Assessment Bond Holders that the Village
Clerk mail the fallowing to all the property owners delinquent with Special
Assessments in Whispering Creek Subdivision, Unit 1 and Unit 2:
Please be advised that pursuant to Illinois Revised Statutes Chapter 24 '~,,,..
Section 9-2-83 et. seq., your property is delinquent in the amount of $ '
due to Special Assessments for Water and Sewer in Whispering Creek.
By law, the. Will County Treasurer shall designate a date certain in
September, upon which application for judgment and order of sale be made for
your property.
Ta avoid sale, delinquent assessments Should be paid immediately at the Village
