D'Arcy, J. Graham, J. King, L. Robinson, C. Smith, G. Ansley. President Selfridge called meeting to order at 7:30 p.m. with the pledge to the flag.. Roll call was taken, all board members were present. At 7:30 p.m. J. King made motion to adjourn Regular Board Meeting and go into the meeting of the Board of Local Improvements. Seconded by C. Smith. Vote by roll call: J. D'Arcy, aye; J. Graham, aye; J. King, aye; L. Robinson, aye; C. Smith, aye; G. Ansley, aye. 6 ayes, na nays. Motion carried. At 7:45 p.m. the Board returned to the regular board meeting. Roll call was taken, all members were present. J. Graham made motion to approve minutes of the February 2 and February 16 meetings as printed. Seconded by J. King. Motion carried. President Selfridge read a note of appreciation from Carolyn & Joe Bennett. J. Graham made motion to approve agenda. C. Smith seconded. Motion carried. President Selfridge read a letter from the E.P.A. in regard to Will County Wheatland Township 111 Street land fill. President Selfridge presented a letter from Lions Club requesting permission to hold a Chicken Barbaque & Art Fair at the Village Green on Saturday, August 22 and Sunday, August 23. They would like permission to close Chicago Street between DesPlaines Street and Fox River Street. President Selfridge instructed the Secretary to contact zartic concerning the closing of Chicago Street. President Selfridge read a letter of appreciation from Romeoville Police Department for assistance they received from Plainfield K~9 unit in capturing a criminal. Villager Planner, Ann Hintze, reported that the Illinois Environmental Protection Agency has reached a decision in the matter of the Facility Planning Area boundary change that would enable the Skelly Truck Stop to be serviced with sanitary sewer and water from the City of Joliet. The decision is to allow this boundary change with the limiting conditions that Plainfield had reques- ted regarding the depth of the wet well and size of the force main. The decision also stated that the intentions of the City of Joliet concerning service to additional properties in the Flainfield P.P.A. is unclear but that such considerations will receive the careful scrutiny of the I.E.P.A. in the future. Thus, although we lost the case, we gained the recognition to fore- stall such events in the future as long as facility planning continues. Village Planner, Ann Hintze, reported that N.Z.P.C. would like to study the potential uses of the DuPage River so as to evaluate the effluent standards now required for sewerage treatment plants to determine if they are reasonable. They are requesting $858.00 to conduct the study, this figure being based an PLAINFIELD VILLAGE BOARD OF TRUSTEES March 2, 1981 4 Regular Meeting measured flows. Amore equitable distribution would be $497.00 based on papulabion. The Village Engineer would not be able to make use of the data for Facility Planning. It is questionable as to whether the I.E.P.A. will make use of the study tv change the effluent standards. The matter was tabled by consensus to gather more information. L. Robinson requested permission for Ann Hintze, Village Planner, to attend the A.P.A. Conference in Boston, Massachusetts, April 25 thru April 29. J. D'Arcy made motion to approve sending Ann Hintze to the conference at a cost of approximately $515.00 plus meals. Seconded by J. Graham. Vote by roll call: J. D'Arcy, aye; J. Graham, aye; ~. King, aye; L. Robinson, aye; C. Smith, aye; G. Ansley, aye. Six ayes, no nays. Motion carried. Group of concerned citizens attended the meeting in regard to the street light on Pratt Lane. The residences in the neighborhood want the street light, but no one wants it on their property. C. Smith agreed to contact Mr. Barnes from Commonwealth Edison to set up an appointment to work out arrangements to get the light installed. L. Robinson reported "Tornado Preparedness Week" is March 2 thru March 6. L. Robinson made motion for Tom Mefferd to attend Instructors School at Joliet Junior College March 10, 11, and 12 at no oost to the Village. C. Smith seconded. Vote by roll call: J. D'Arcy, aye; J. Graham, aye; J. King, aye; L. Robinson, aye; C. Smith, aye; G. Ansley, aye. 6 ayes, no nays. Motion carried. L. Robinson made motion for Jean Dunlap and Judy Watson to attend Dispatching School at Richton Park Police Department March 27 at a cost of $10.00 each. Seconded by C. Smith. Vote by roll call: J. D'Arcy, aye; J. Graham, aye; J. King, aye; L. Robinson, aye; C. Smith, aye; G. Ansley, aye. h ayes, no nays. Motion carried. G. Ansley notified the Board that we received a letter from Filbey, Summers W it's time far audit. Board was in agreement. G. Ansley would contact Filbey, Summers. Buck presented to the board a Certificate of Fznal Cost & Completion fox M Whispering Creek Special Assessment No. 1 - $I20,080.61, Special Assessment No. 2 - $192,631.50, according to letters from Gene Gordon, Engineer, dated Feb. 19, 1981. J. D'Arcy made motion to approve the certificate of final cost of Whispering Creek ~~A Special Assessment No. 1 ~ No. 2. Seconded by J. Graham. Vote by roll ca11, D'Arcy, aye; Graham, aye; Ansley, aye; King, aye; Robinson, aye; Smith, aye. Six ayes, no nays. Motion declared carried. All members of the Board signed the certificate. The necessary notices will be published in the Enterprise on March 11, 1981 and March 18, I981 as required. L. Robinson made motion to return to regular meeting. Seconded by J. D'Arcy.
