Ansley, J. D'Arcy, J. Graham, J. King, L. Robinson, and C. Smith President called the meeting to order at 7:30 p.m. with the pledge to the flag. Roll call was taken. All members of the Board were present. J. Graham made a motion to approve the minutes of January 5 and January 19, 1981. Seconded by C. Smith. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. L. Robinson made a motion to adopt Resolution #807 - Plainfield Disaster Plan. Seconded by J. D'Arcy. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; Robinson, aye. 6 ayes, no nays. Motion declared carried. Attorney Bill Fix presented a report on the legal aspects of cable TV. Mayor Selfridge appointed the following to serve on a committee with the Plainfield Township representatives for reviewing the passibility of cable TV for the Village and Township: Lorin Robinsan, J. Graham, and C. Smith. At 8:00 p.m. the following bids were opened for a 1981 1 ton truck: Rod Baker Ford Sales, Plainfield, zllinois $10,949,00 Bill Jacobs Chevrolet, Joliet, zllinois $10,636.00 plus title & license Coffman Truck Sales, Aurora, Illinois $1.0,475.00 G. Ansley made a motion to accept receipt of the bids. Seconded by J. Graham. Vote by roll call: Smith, aye; Ansley, aye; D'A~cy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. J. King made a motion for Lorin Robinson and Charles Smith to review the bids and make their recommendation at the next board meeting. Seconded by G. Ansley. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye, 6 ayes, no nays. Motion declared carried. L. Robinson announced the Village Planner will be attending the Policy Convention of the APA in Washington, D.C. February 7 through February 11, 1981 as an Illinois delegate. J. King made a motion to adopt Ordinance #1005; Chapter 8, Article 7, • Rezoning Amendments to Zoning Ordinance #674, Chapter 8, Article 6, Sections 6-1 through 6-35; Section 7-57: Rezoning of 806 Illinois Street. Seconded by J. D'Arcy. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. King made a motion to adopt Ordinance #1006; Chapter 1, Article 4, Section 4-8: Correction of typographical error in Section 4-7-2 of Chapter 1, Article 4. Seconded by J. Graham. Vote by roll call: Smith, aye; Ansley, D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. J. King made a motion to adopt Ordinance #1007; Chapter 9, Article 12, An Ordinance amending Chapter 9, Article l2; Sec. 12-9: Limited Load Street; Sec. 12-9-1: Vehicles in excess of 10,000 lbs. prohibited on certain streets; Sec. 12-9-2: Signs required; Sec. 12-9-3: Certain vehicles exempted; Sec. 12-9-4: Designated limited load streets. Seconded by L. Robinson. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. J. King made a motion to hire Karen Jenneman full time @ $3.40 per hour effective February 3, 1981. Seconded by C. Smith. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. J. King made a motion to hire Rebecca Meridieth as a crossing guard for 35 hours a week at a rate of $3.40 per hour effective February 3, . 1981. Seconded by J. Graham. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. J. King made a motion for the Folice Department to purchase a lateral filing cabinet at a price of $586.00. Seconded by G. Ansley. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. L. Robinson made a motion for the President to sign the Commonwealth Edison Company's application to install buried cable to reinforce their system at Flaza Drive and Division Street. Seconded by J. D'Arcy. Vote by roll call: Smith, aye; Ansley, aye; D"Arty, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. G. Ansley made a motion to renew the Will County Municipal League membership at a cost of $750.00. Seconded by C. Smith. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. G. Ansley made a motion to hire Sue Bukowiecki full time as a dis-. patcher at a rate of $3.75 per hour effective January 31, 1981 ~eplacing'.~aat Ferguson. Seconded by L. Robinson. Vote by roll call: - Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried. Robinson made a motion that on the basis of the incident that happened Saturday January 3l, 1981 that we feel is a negligence of duty and discourteous to a customer that we recommend that we suspend Joseph Bennett 3 days (February 10, ll, & 12) and a letter be written explaining the Board's action and a copy be placed in his file. Seconded by C. Smith. Vote by roll call: Smith, aye; Ansley, aye; D'Arcy, aye; Graham, aye; King, aye; and Robinson, aye. 6 ayes, no nays. Motion declared carried.
