MEMBERS OF BOARD PRESENT: President Selfridge, Trustees, G. Ansley,
J. D'Arcy, J. Graham, J. King, L. Robinson,
and C. Smith
President called the meeting to order at 7:30 p.m. with the pledge to
the flag. Roll call was taken. A11 members of the Board were present.
J. King made a motion to recess into executive session. Seconded by
J. D'Arcy. Vote by roll call: Graham, aye; King, aye; Robinson, aye;
Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, no nays. Motion
declared carried.
J. D'Arcy made a motion to approve current invoices for payment. Seconded
by J. Graham. Vote by roll call: Graham, aye; King, aye; Robinson, aye;
Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, no nays. Motion
declared carried.
Board granted approval for Shirley Yates and Ann Martin to attend the
IMRF Workshop September 24,1980 at the Joliet West High School.
L. Robinson made a motion to adopt Ordinance No. 995; Chapter 6, Article
2, An Ordinance amending Section 2-16 of Ordinance No. 701; Extension
and maintenance of mains and laterals to improved property. Seconded
by J. D'Arcy. Vote by roll call: Graham, aye; King, aye; Robinson,
aye; Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, no nays.
Motion declared carried.
At 8..:.0.0 p.m. the following bid .was read for gas, oil, servicing and
maintenance (24 hour service) for Village owned vehicles.
Regular $1.30 less .08 discount, less .04 federal tax, less .062 sales
tax = $1.118 per gallon
Lead-free $1.35 less .08 discount, less .04 federal tax, less .064 sales
tax = $1.166 per gallon
$25.00 per hour maintenance and repairs; $7.00 per hour discount on
labor for repairs and maintenance.
J. King made a motion to accept the receipt.of the ;;bid. Seconded by
J. D'Arcy. Motian carried.
Bid tabled till next meeting - October 6, 1980.
A: Ansley made a motion to accept receipt of the Plan Commission report
of August 26, 1980. Seconded by L. Robinson. Vote by roll call: Graham,
aye; K"ing, aye; Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye.
6 ayes, no nays. Motion declared carried.
''~ The Public Hearing was conducted relative to Case No. 102-82~80AZ,
Annexation Agreement, Julius Wile Sons & Co., Inc. praperty. No letters
of abjection were filed nor were any objectors present.

L. Robinson made a motion to adopt Ordinance ~~996; Chapter 7, Article
8, Section 8W81: An Ordinance authorizing the execution of a certain
annexation agreement between the Village of Plainfield, Illinois, and
Julius Wile Sans ~ Co., Inc. Seconded by J. King. Vote by roll call:
Graham, aye; King, aye; Robinson, aye; Smith, aye; Ansley, aye; and
D'Arcy, aye. 6 ayes, no nays. Motion declared carried.
J. Graham made a motion to adopt Ordinance ~~997; Chapter 7, Article 8,
Section $-$2: An Ordinance annexing property owned by Julius Wile Sons
~ Co., Inc. Seconded by G. Ansley. Vote by roll call: Graham, aye;
King, aye; Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye.
Motion declared carried.
J. King made a motion to adopt Ordinance ~~998; Chapter 8, Article 7,
Rezoning amendments to zoning Ordinance No. 674, Chapter 8, Article 6,
Sections 6-1 through 6-35; Section 7-55: Rezoning of Julius Wile Sons
and Company, Inc., property. Seconded by J. D'Arcy. Vote by roll call:
Graham, aye; King, aye; Robinson, aye; Smith, aye; Ansley, aye; and
D'Arcy, aye. 6 ayes, no nays. Motion declared carried.
G. Ansley made a motion to adopt Resolution 805A; A Resolution authorizing
the issuance and sale of $4,500,000.00 Industrial Development Revenue
Bonds, 1980 Series a (Julius Wile Sons ~ Co., Inc. Project) (Standard
Brands Incorporated-Guarantor) of the Village of Plainfield, Will County,
Illinois to finance the cost of the acquisition, construction and im-
provement of an Industrial Project; the execution and delivery of a
Bond purchase and Lease agreement among the Village, Julius Wile Sons
~ Co., Inc. and the Bond purchasers named therein;and related matters.
Seconded by J. Graham. Vote by roll call: Graham, aye; King, aye;
Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, no
nays. Motion declared carried.
J. Graham made a motion to adopt Resolution ~~$06; A Resolution empowering
attorneys (McKeown Law Firm) to act in behalf of the Village. Seconded
by G. Ansley. Vote by roll call: Graham, aye; King, aye; Robinson, aye;
Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, no nays. Motion
declared carried.
G. Ansley made a motion to explore the possibility of joining the Public
Water Commission. The Commission is investigating the possibility of
obtaining potable water from the Kankakee River to supplement the existing
water supplies of Wi11 County Communities. Upon obtaining more detailed
information a decision will be made as to whether to join the Commission.
Seconded by L. Robinson. Vote by roll call: Graham, aye; King, aye;
Robinson, aye; Smith, aye; Ansley, aye; and D'Arcy, aye. 6 ayes, na
nays. Motion declared carried.
Board directed the Village Planner to proceed with IDOT and Illinois
Commerce Commission on the possibility of a flashing light to be erected
on Center St. at the EJ&E Railroad tracks.
The Board denied approval of the Knights of Columbus to sell Bratwurst
