The Board of Public Works of the City of Richmond , Indiana, met - in regular session at the office of the said Board, Thursday, May 15, 1919, at 8 :30 A.M. All the members of the said Board being present Messrs. Johnson, Taylor, and Peitz , the following proceedings were •had t o=wit : - - The minutes of the previous meeting read and were approved. The City Civil Engineer reported the completion of the contract under Improvement Resolution 561-1919 . Mr. Peltz moved that it be accepted and the Clerk ordered to prepare the Assessment Roll Seconded by Mr. Taylor so ordered. The Board approved the Primary Assessment Roll in the matter of Improvement Resolution 561-1919 providing• for construction of a cement sidewalk 6' ft. wide , also cement curb & gutter from the east terminal of the present walk on the north side of South "B" Street at the east side of Tract 511 Official Map to S. 21st St. The Board received a letter from the Bridges - McGaw Company, Indianapolis , Indiana, General Agents for the Maryland Casualty Co. asking for the cancellation of the bond of Earl O. Spangler The Clerk was instructed to notify said company to cancell. said bond. • The City Atty. was instructed to notify Mr. Rodefeld at 96 West Main Street not to improve his property at the west end of the Main Street Bridge with any new buildings. The Board meets to hear all persons interested in or who' s pro- Thursday, May 15 , 1919 . 31 1 • perty is affected by Improvement Resolution 564-1919 providing for the construction of a cement sidewalk 7QYft: wide on both sides of North "A" Street from North 7th to North 16th Street except on such portion of said street where cement sidewalk is already laid and in good condition. After hearing all persons interested - who appeared and a remonstrance having been filed signed by a majority of the residence property owners , after careful consideration of the peti- 1/ tion arid remonstrance on file and being properly informed in regard to this improvement the Board decided that the benefits to property liable to be assessed for said improvement are equal to the esti- mated cost of th.e same as reported by the City Engineer thereupon take final action on said Resolution as originally adopted the same being confirmed without modification,the remonstrance on file hav- ing been signed by a majority of the residence property owners a- gainst said improvement the Board can proceed no further in the mat- ter .of said improvement unless authorized by ordinance passed by 2/3 vote of the Common Council and approved by the Mayor. Mr. Peitz moved that the matter of said improvement be referred to the Come, mon Council in the form of an ordinance for their consideration. Seconded by Mr. Taylor. The question then being upon the adoption of the motion of Mr. Peitz ,Mr. Johnson, Taylor, and Peltz voting aye the motion was declared adopted. The Board meets to hear all pers,ons\interested in or whose property is affected by Improvement Resolution 563-1919 providing for the pav ing of the roadway of South 4th Street the full width thereof from Main St. to South "A" St. with one of the modern City pavements to- wit : - Brick =- Asphalt -- Concrete -- or Creosoted Wood-Block . Af- ter hearing all persons interested who appeared and a remonstrance having been filed signed by one residence and four other property owners. There being only two residence property owners one signing the petition and one the remonstrance , and Charles Knollenberg who signed the petition stated that he wanted to withdraw from the peti- tion made a verbal remonstrance against said improvement . The Board after careful consideration and being properly informed in regard to this improvement decides that the benefits to property liable to be assessed for said improvement are equal to the estimateddost of the same as reported by the City Engineer there upon take final ac- tion on said resolution as originally adopted the same being con- firmed without modification. The only two residence property owners remonstrating against said improvement the Board can proceed no fur.- ther in the matter of said improvement unless authorized by ordinanc passed by a two-thirds vote of the Common Council and approved by the Mayor. Mr. Peltz then moved that the said improvement be refer- red to the Common Council in the form of an ordinance for their con- sideration. Seconded by Mr. Taylor. The question then being upon the adoption of the motion of Mr . Peltz ,Messrs. Johnson, Taylor, and Feltz voting aye the motion of Mr. Peitz was declared adopted. Mr. Johnson moved that the Board go . on record prohibiting trucks of I/ over two tons capacity driving of North "A" Street from 5th to 16th Sts. when loaded and oneRichmond, Atenue from West 1st to West 5th St . when loaded, and the Clerk instructed to have a notice put in the paper and to notify Mr. Slick, Peacock,&Monger of such action.
