Regular Meeting
DATE: February 4, 1985
AT: Village Hall.
MEMBERS OF BOARD PRESENT: Mayor Selfridge, J. Dement, M. Latta

Mayor Selfridge opened the meeting at 7:32 p.m. with the pledge
to the flag.
G. Ansley made a motion to approve the agenda with the addition
of a rezoning ordinance under Ordinances and Licensing requested
by M. Latta; a discussion of the temporary permit under Develop-
ment requested by W. Sharp; and Executive Session for litigation
and personnel requested by G. Ansley, not to reconvene. Seconded
by J. Dement. Vote by roll call. Dement, aye; Latta, aye; Sharp,
aye; King, aye; Ansley, aye. 5 ayes, no nays. Motion declared
carried.
W. Sharp made a motion to approve the minutes of January 7th and
21, 1985. Seconded by G. Ansley. Vote by roll call. Dement, aye
Latta, aye; Sharp, aye; King, aye; Ansley, aye. 5 ayes, no nays.
Motion declared carried.
G. Ansley made a motion to approve .the current invoices for payment.
Seconded by J. King. Dement, aye; Latta, aye; Sharp, aye; King, aye;

Mayor Selfridge read communications from:
- Illinois Dept. of Conservation, stating the Gasoline Station
at 600 W. Lockport Street (now-The Courtyard) was entered
in the National Register of Historic Places on November 13,
1985
- Governor Thompson requesting Village Administrator, J. West
to attend a meeting on February 7, 1985, 7:00 p.m. at Free-
dom Hall in Park Forrest to present a report outlining and
giving priority to our Village's needs. Mayor Selfridge
directed J. West and G. Ansley to attend.
- Florence H. Boone, Chairman, Suburban Bus Board, announcing
a meeting Tuesday, February 5, 1985 at 4:00 p.m. Council
Chambers, Joliet City Hall, to discuss continuation and
funding of bus service~fQr the e7.d~rly and handicapped (HEFT
Service). Included with this meeting announcement was a
survey based on random sampling of trips provided by HEFT
on one (1) day in January, March.,. May, July, September, and
October 1984 - total passengers 115. This survey stated to
Maintain the service, the Village's share will. be $2,565.00

minimum. J. West stated that figures to be approximate
$22.00 per trip. Mayor Selfridge stated this should be
checked into and these figures should be verified. Mayor
Selfridge stated they could be considering the township and
directed M. Latta to .look into this project and report to
the Board at the next meeting and if she feels it necessary
have their representative at the Board Meeting to explain
their figures.
- Letter from City of Joliet stating our share for the continu-
ing services of Joy Kirkpatrick, Civil Engineer for Joliet
Area Council of Mayors will be $660.00, 1/9 of the $5,940.00.
W. Sharp made a motion to acknowledge receipt of the letter from
CATS and pay our share of $660.00 for Jay Kirkpatrick, Civil
Engineer. Seconded by M. Latta. Vote by roll call. Dement,
aye; Ansley, aye; Latta, aye; Sharp, aye; King, aye. 5 ayes, no
nays. Motion declared carried.
M. Latta made a motion to approve Ordinance No. 1078 rezoning
706 Main Street from Residence A to A-2 Seconded by W. Sharp.
Vote by roll call. Dement, aye; Latta, aye; Sharp, aye; King,
aye; Ansley, aye. 5 ayes, no nays. Motion declared carried.
M. Latta stated she would like to add the Temporary Sign Ordin-
ance (Draft) tp a Work Shop in the future, at the time we dis-
cuss Municipal Lot Parking Ordianance,
M. Latta stated she received a phone call from Mrs. Chobar stat-
ing her husband Jim was unable to attend tonight's meeting.
M. Latta stated under Unfinished Business - Position Descrip-
tions should be under - Board; Municipal Lot Parking Ordinance-
Work Shop/Latta; Temporary Sigh Ordinance,- Work Shop/Latta.
M. Latta questioned have we had any response to Plumbing Inspec-
tor and - J. West stated we received 3 applications. It was
agreed to wait to review applications after the second week of
the ad (2/6/85).

M. Latta reported on Solicitors Ordinance, if the Board wants to
do something with this ordinance, a committee should be formed.
Mayor Selfridge suggested we wait for the new Board, stop spend-
ing time on the Zoning Ordinance because we are not getting any
where., leave it on unfinished Business far the future, we

need a professional to do the zoning ordinance. Work on some
of the other Unfinished Business projects and finish them. The
Board was in agreement.
M. Latta stated Plan Commission Chairman, Arlo Simmons has made
arrangements to interview the applicants for Village Planner.
M,. Latta stated she has sent out letters for information on Codi-

J. King made a motion enter into an agreement with Timberline
Animal Hospital for our Canine Unit dogs, Blackie and Prince
for the period of one (1) Year at $200.00 per dog, .total $400.00.

J. King reported Officer Friendly is involved in the "Self-Fro-
tection for Women" class at the High School. Officers Deering,
Hines and Offerman will be attending the relicensing class on
the. operation of the Breath Test device at Oak Brook Police
Dept. February 7, T9$5.
J. King stated we are trying to qet the loose ends cleared up
with ESDA equipment. The receipts for the equipment have been
given to our attorney we are directing the attorney to compile
an ordinance stating the disposal of the ESDA equipment.
W. Sharp reported our Street Dept. have repaired some street
lights, still have some to be repaired. The new converted truck
(snow plow) preformed very well.
W. Sharp reported R. Allshouse, J. West and R. Miller went
through our map files and could not find a print lay-out of the
alley north of the Methodist Church. He will contact Deuchlers
pffice (our engineers) they might have a print of the ,alley.
W. Sharp stated he would like to discuss in a Workshop the di-
rective of M. Latta's that has caused us some problems in the
Court yard opening and will elevate the problems the Board has
had ix: .the .past ...two (2):weeks. The .back grcaund to this problem -
Approximately two (2) weeks ago Carl Bryant contacted W. Sharp
stating the Courtyard was ready to open one (1) office and he

directive Inspector Mauer could not give an approval for moving
in. A letter of approval was circulate to all Board Members
but due to other problems they could not move in. Inspector
Mauer had done a prelimary inspection with a listing (punch list)
of things that had to be completed. Tonight we received a final
electrical inspection report from Electrical Inspector Schmitz
which hid a punch list on it. Sharp contacted Schmitz and was
told the punch list was not serious problems but he was compell-
ed to list them, they we waiting for Cam. Ed. to switch their
power form temporary to permanent power and most of the punch
list would be completed at that time. The outside finish work
is not done and we knew it wouldn~t be done until the weather
breaks. Andreasens did moved in today. This directective must
be made more clear, so the office staff and inspectors know how
to handle these kinds of situation. Sharp stated M. Latta found
as ordinance #1008 which does talk about a temporary six (6)
months :occupancy. W. Sharp stated we have a letter on file from
Carl Bryant dated 123/85 stating the things they will be finish-
ing as soon as weather permits.
W. Sharp made a motion to acknowledge receipt of a letter from
Carl Bryant, Contract Development Corp. dated January 23,.1985
Stating the outside work that will be completed as soon as weath-
er permits. Seconded by M. Latta. Vote by roll call. Dement,

J. King questioned the attorney, we have a building being occupi-
ed without a Certificate of Occupancy, what is our legal situa-
tion? Attorney Harvey stated obviously they are in violation
of our ordinances, but I don't feel there is any liability on the
part of the Village due to the fact they moved in without our
permission, we are not liable for money damages. The liability
is on the person(s). that moved in unless it's rectified quickly
to ~e in compliance with our ordinances, it should be their pri-
mary concern.
W. Sharp stated we had set up a meeting on March 11, 1985 with
David Dodd from Greater Joliet Tnc, and Richard Etheridge form
Plainfield Commerce Assoc. on development in the village. We
are changing the date to March 25, 1985, W. Sharp directed the
Clerk to write both gentelmen and acknowledge the date change.
G. Ansley stated the handling of the Courtyard situation was
handled badly. He had no problem with the people moving in due
to the situation was different than most, however, they were
aware of their intentions on moving in and should have brought

their problem to the Board at our last meeting (1-21-85). In
the future if anything comes up like this it should be directed
to the next Board Meeting. M. Latta stated the Board approved
the directive (8-31-84), this memo may not be correct but it
will allow us to know what has not been done. J. Dement stated
everything should be ear-marked on a drawing (sidewalks, land-
scaping and etc.) before any one starts construction. And I was
in agreement to allow these people to move in but when the con-
tractor was knocking on Trustees doors asking us for our approval,
if we signed we were completely ignoring our Building ..Inspector.
Attorney Harvey read a portion. of Ordinance #100$ ~ No occupancy
certificate for a new use of any structure. of land shall be issued
until the premises have been inspected by the Building Inspector
and determined to be in full and complete compliance with all
the applicable regulations for the zoning district in which it
is located. Pending the issuance of a permanent occupancy cer-
tificate, a temporary occupancy certificate may be issued to be
valid for a period not to exceed six (6) months from its date
pending the completion. of any addition or during partial occu-
pancy of the premises. An extension for a defenite period of
time can be obtained from the Building inspector. An occupancy
certificate shall be issued, or written notice shall be given
to the applicant stating the reasons why a certificate cannot
be issued.¢ within two (2) after the receipt of an .application
therefore. Attorney stated the permit is in the hands of the
inspector by ordinance if you want to remove that power you would
have to do it by ordinance. The directive does not have power
over the ordinance, directive is policy.
J, Dement stated in our Auditors Management Letter under Water-
works and Sewerage Fund, they keep us very mindfull that we
are running a thin line as far as sewer & water rates are con-
cerned. We are very close to not having. the amount of cushion
they recommend. We are close to the stage of increased water
and sewer rates. Mayor Selfridge stated according to that letter
we are just making ends meet.
J. Dement reported all the rooms in the building are being paint-
ed, new runners installed, draperies are being cleaned, thanks
to J. West, G. Kinley and the extra help we have at this time
(work program). Everything is looking very nice.
W. Sharp stated he received the Cable T.V. Ordinance tonight,
it needs to be proof read, it will be presented at the next Board
Meeting.
G. Ansley made a motion to acknowledge receipt of the Auditor's
Mangment Letter (June 30, 1984 - Audit Report). Seconded by

G. Ansley made a motion to acknowledge receipt of the Treasurer's
Monthly and Quarterly Reports. Seconded by M, Latta. Vote by

Mayor Selfridge commended the Village Office staff in regards
to the Auditors comment of improvements in record keeping in
the Village Offices.
G. Ansley reported we have received a check credited to the
[dater Dept. fox $2331.65, through the efforts of R. Allshouse
and J. West, after tracing down the telephones and found the
Water Dept. was paying. for a non-existing telephone. This check
was a refund for aver payment with interest from Illinois Bell.
G. Ansley .reported the acknowledgment of the part-time employ-
ment of Carole Witt-man in the Village Office at $3.70 per hour.
G. Ansley made a motion to allow the Administrator to get rid
of th.e (unwox°kable)_ copy machine and billing machine. Seconded
by tia. Sharp. Vote by roll call. Dement, aye; Latta, aye; Sharp,

W. Sharp made a motion to adjourn to Executive Session, not to
