Latta, G. Ansley, J. King. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V Krnac, Attorney Harvey, Captain Lantz Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag. G: Ansley made a motion to approve the agenda. with the addi- tion of an Executive Session on litigation, not to reconvene. Seconded by D. Lambert. Vote by roll call. Lambert,, aye; Sharp aye; Dement, aye; .Latta, aye; Ansley, aye; Fling, aye. 6 ayes, no nays.', Motion declared carried. ~~ Mayor Selfridge read a letter form the Will Gounty Develop- ment Block Grant Program" stating they will be holding their 1985 Application Workshop Friday, February 1, 1985 at Will County Farm Bureau, 100 Manhattan Road, Joliet, Illinois at 8:30 a.m. It was agreed G. Ansley and J. West should attend. Mayor directed the Clerk to make reservations. Mayor Selfridge read a letter frarn the American Cancer Society asking permission to conduct their crucade in Plainfield in April 1985. It was the consensus of the Board to approve and Mayor Selfridge directed the Clerk to send them a letter of approval. Mayor Selfridge read a letter from Greater Joliet, Inc./David Dodd in reference to economic development in the village of Plainfield.. Mayor Selfridge suggested we ,invite Mr. Dodd to our March.llth.Workshop at 6:30 ~a.m. and devote that meeting to discussing development. W. Sharp suggested an invitation sent to Mr. Ethridge who is coordinating the economic development in Plainfield for the Commerce Associa- tion. The Board agreed and directed the Clerk to write letters to the gentelmen. Mayor Selfridge read a letter from Plainfield Commerce Association offering the Village of Plainfield the opportu- nity to become a full member of the association at a fee of $25.00 through June 30, 1986. G. Ansley made a motion to send a check for $25.00 to Plainfield Commerce Association. Seconded by D. Lambert.-Vote by roll call. Latta reported at the last Board meeting it was decided that Arco would be cited for their sign violation, on Tuesday a,m. Arco representative came to the Village Office with an incomplete application for variance. The Clerk contacted M. Latta and was directed to keep the application, advise Arco they must have the rest of the information is the office the next morning and M. Latta directed the Clerk to notify the Police not to cite. M. Latta stated we are interested in compliance rather than punishment. The hearing will be 'the second Plan Commission Meeting in February (2/26/85). M. Latta reported on Bolingbrook's Comprehensive Plan showing on a map the area they have in their Comprehensive Plan. Arlo Simmons, Plan Commission Director will set up a meeting between Plainfield and Bolingbrook. M. Latta made a motion to adopt Ordinance No. 1077-Freedom of Information Act. Second by W. Sharp. Vote by roll call. Lambert, aye; Sharp, aye; Dement, aye; Latta, aye; Ansley, aye; King aye. 6 ayes, no nays. Motion declared carried. M. Latta. inquired if we have .had any response .from the ad for a Plumbing Inspector. J. West stated we have had no response. M. Latta made a motion to place a larger ad in large type not td exceed $20.00 per week, ad to run 2 weeks. Seconded by W. Sharp. Vote by roll call. Latta reported Jim and Mary Chobar were on the agenda to appear at the meeting tonight in reference to the abandoned house., J. West received a letter from Mr. Chobar this evening- stating he is cancelling his appearance at the Board Meeting this evening. He stated, he was told he could only speak of the abandoned house at Chicago and Division Streets and if he spoke of any other properties he would be out of order. Mayor Selfridge directed M. Latta to contact Mr. Chobar for the meeting February 4,1985. J. King made a motion to acknowledge receipt of a letter from Bolingbrook, Police Dept. of their appreciation and commend- ing..Office Bennett for his help and quick response to their call for our Canine Unit assistance. West and himself re- viewed the three bids for the 2 squard cars and recommended Orland Park Dodge with a bid $20,9.98.00 for 2 Dodge Diplomats. J.-Dement inquired if they had looked inter the fine revenue before .they decided on 2 squads? J. King stated they did not because at this time there is a need for 2 squads. J, King made a mptian to award the bid to Orland Park Dodge for two (2) Dodge Da.plomat squad cars (these cars are on hand and they only need to be painted black and white). Seconded by G. Ansley. King made a motion to acknowledge receipt of a donation to the Police Dept, Canine Unit of a. German Shepard dog, 2'~ years old, naxred Prince from NIr. & Mrs. Tim Collofillo, 929 Wilcox Street, Joliet, Illinois. Seconded by D. Lambert. Vote by roll call. King reported on the Huron Street project, we f©und it doesn't exist where we thought it was, we have to change the name of this project because Huron Street is not there. Captain T,antz stated the Fire District, the Village, E.J. &E. Railroad and Leonard Kroll have worked on an emergency fire lane just north of the E.J.&E. Railroad tracks between T~ute 59 and Naperville Road. Captain T,antz will get back to the Board after he has contacted the Fire District. J. King made a motion to reimburse the Treasurer E. Geschke $.25 per mile from .Police Pension account for authorized out of fawn work on the Police Pension Fund. Seconded by G. Ansley. Vote by roll call. D. lambert reported Cindy Fox has coa~leted her training as a dis- patcher and her hcaurly rate has been increased from $3.75 to $3.95 per hour effective 1/21/85. G. Ansley questioned Captain Lantz if the owner of the property with the open foundation on Indian Houndry Road had been sited. Captatin Lantz stated it was sited in July, 19$!x. G. Ansley stated it should be sited again. W. Sharp reported the converted truck is working very well, but it needs paver stirring especially when plowing sna~a. So the cul-de- sacs will have to be plowed after the streets are cleared. We are getting prices on tires for the converted truck. Sharp reported he gave Attorney Harvey the Cable TV ordinance to be put into the word processor, Should be back to the Board for the February 4th meeting. W, Sharp reported. on Mike Tamberts' letter and stated there is going to be a meeting for the restoration of downtown Plainfield but it has not been scheduled to date. Mayor. Selfridge questioned what part as the Village Board could we play in this? W. Sharp stated, we can. only act as advisors, could be scare changes is zoning or ordi- nances. Mayor Selfridge directed J. Dement and W. Sharp to attend this meeting when scheduled. W. Sharp stated Terry Cunningham is to attend this meeting and has information on Federal Funding. W. Sharp stated he will get in contact with the engineers to get an estimate on the cost to engineer Lockport Street, hope have information by 4th of February. J. Dement reported on his meeting with the United Methodist Chinch. 'T'hey are very concerned about getting searoething done with the ally die to the water. Also the are concerned with the street in front of the Church (Illinois St.) is almost even with the curb and drainage is a problem there a1sq. :.:~In reference ~ to our ;g~.iri.ix}g pan easemcrzt to the west of the church, they are considering as addition to the church and they do not know at this time where the addition will be located. 'T'hey would like the Village to have and engineer look it over and get back to them with some good, recommendations and the Village get back to them. G. Ansley stated the engineers did check into it and foind that we would have to go either through their property or down the alley to DesPlaines Street and going down the alley the cost was extremely high. W. Sharp stated he would contact the Engineers to see if they have a record of doing the work on this problem in the past. J. Dement reported We11 House #4 was down for about 4 days, chlorine and electrical problems, back in working order today. J. Dement stated the Facility Plan is up to date and can be removed frarn unfinished Business, J. Dement reported the Memorial is still in progress and Eastern Ave. is still in the planning stage. G. Ansley stated he would like to acknowledge the reimbursement claim. Captain Lantz and .Tim West worked with the Dresden Emergency people for reimbursement of all expenses connected with Nuclear Safety Pre- paredness. Ann Martin was appointed to act as the point of contact for question arising from same. G. Ansley read a letter frcan "Easter Seal Rehabilitation Center of Wi11/Grundy Counties, Inc. requesting notification of this year's Proposed use of Revenue Sharing.
