Sharp, G. Ansley, J. Dement, D. Lambert. J. King was absent. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Captain Lantz, Treasurer E. Geschke Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag. G. Ansley made a motion to approve the agenda with the addition to Unfinished Business (for next meeting)--Financial Report and Equipment Disbursement Report of ESDA requested by M. Latta; Executive Session on personnel, to reconvene, requested by D. Lambert. Seconded by D. Lambert. Vote by roll call. Ansley made a motion to approve. the minutes of November 5th & 19th, 1984 with 2 corrections requested by M. Latta; (1) 11/5/84- -page 4, paragraph 9, (should have read) -Solicitors Ordinance- M. Latta stated we have worked an the ordinance, it is not ready, there are man more questions to be answered. (2) 11/19/84-page 2, paragraph 6, should .have read) -Vernon E. Motion declared carried. Mayor Selfridge announced the Study Sessions for the month of December, due to the holidays, will be cancelled. G. Ansley made motion to approve the invoices for payment, with the correction of the $535.00 (Ferrari Concrete) charged to Police Dept. should be charged to Streets & Sidewalk Dept. Seconded by D. Mayor Selfridge read a letter from the March of Dimes requesting permission to hold their annual tag day far March of Dimes Birth Defects Foundation in Plainfield on Saturday, January 26, 1985 from 8:30 a.m. until 12 noon. • PLAINFIELD BOARD OF TRUSTEES Regular Meeting December 3, 19$4 Page two With no objections from the Board, the mayor directed the Village Clerk to write them a letter of approval.. Mayor Selfridge read a letter from Village of Bolingbrook/Walter Magdziarz, Planner, sending Mr. West 2 copies of their Interim Land Use Plan. The Board was in agreement to arrange for a meet- ing with Bolingbrook. Mayor Selfridge directed J. West to con- tact Arlo Simmons, Plan Commission Director to set up meeting with Bolingbrook, A. Simmons and M. Latta. Mayor Selfridge read a letter from Naperville/Walter S. Newman, Director requesting a representative from Plainfield attend their workshop on their Comprehensive Plan scheduled for Friday, Dec- ember 14, 1984 at 9:30 a.m. M. Latta stated she would attend. M. Latta made a motion to acknowledge receipt of County Case No. 21-400-016, 21-401-033 thru 009 inclusive. Seconded by G. Ansley. Vote by roll call. Latta made a motion to concur with the Plan Commission, not to object to Gary Lichtenwalter request zn County Case. Tax Parcel No. 21-400-016, 21-401-003-009, to rezone from A-1 to R-3. Seconded by W. Sharp, Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye; Dement, aye; Lambert, aye. 5 ayes, no nays. Motion declared carried. M. Latta stated at our last workshop discussed the Baptist Church/ Rev. Prewitt request to waive vehicle sticker fees of $10.00 for church buses. M. Latta made a motion to stand by the original decission, not to waive the vehicle sticker fee to churches and directed the clerk to write a letter to Rev. Prewitt of the decission. Seconded by J. Lambert directed Captain Lantz to review and update both Police and Dispatchers Handbooks so that by the January 7th Board meeting we can have same updated information in the books. D. Lambert requested M. Latta to check our ordinances for limiting over night parking. We've had some vehicles parked in our muni- cipal lots over night and have been vandalized. FLAINFTELD VILLAGE Regular Meeting December 3, 1984 Forge three BOARD OF TRUSTEES W. Sharp made a motion to approve Resolution #839 increasing our appropriated Motor Fuel Tax Fund for snow removal for the year ending in 1984 by $10,550.00. Seconded by G. Ansley. Latta, aye; Sharp, aye; Ansley, aye; Dement, aye; Lambert, aye. 5 ayes, no nays. Motion declared carried. W. Sh.arg~announced due to the ongoing problem of street signs being stolen and vandalized, we are offering a $500.00 reward for information leading to the arrest and conviction of anyone causing this problem. W. Sharp also requested the media to publish this problem. W. Sharp reported a substancial sign has been replaced at Home- town corner. W. Sharp reported he will have the Cable T.V. Ordinance draft at the first meeting in January. J. Dement reported the information requested by EPA from our engineering staff has been completed. The engineer (Ajit) went over this material with Mayor Selfridge, H. Countryman and my- self last Wednesday night. .They answered the questions EPA had requested. The engineer stated we should consider a referendum early in 1.985 to be brought to the people to vote upon. Mayor $elfridge stated the entire Board should be copied of the en- gineers report. J. Dement reported he and Mayor Selfridge met with the Historical Society and the lease was signed, now we need it signed by the Village Clerk and attach the Village Seal to the Lease.. J. Dement made a motion to authorize the Village Clerk to sign and execute the Village Seal to the lease, directed the Village Administrator to respond to the Historical Society of the ap- proval and do what ever is necessary for final lease arrange- ments. NOTE: Procedures require the approval of an ordinance author- iz ng the Village to enter into this agreement. An ordinance is being drafted and shall be submitted at the 12/17/84 meeting for approval. G. Ansley questioned, has the flow monitors been installed at the sewer plant? J. Ansley stated he thinks that is one aspect we should look at before we do anything and we should have a calculation on the amount of water not going into the sewer plant due to the xevision on James Street and Division Street. J. Dement stated that .will be in the works. G. Ansley made a.motion to acknowledge receipt of the Treasurer's Report and if there are any questions they can be answered at the next Board meeting. Ansley made a motion to revise page 10 of the Employee Hand- book--paragraphs 4 and 6 (see attached). Seconded by D. Lambert. Vote by roll call. Ansley made a motion to hire Scharnel (Sheri) Brinzen for full-time Office Clerk IT hourly rate V @ $4.00 per hour ef-- fective December 10, 1984. Seconded by M. Latta. Vote by roll call. Stewart to .attend the Illinois Operator Training Seminar Wednesday, Dec- ember 1~2~.1984 at the Holiday Inn at Larkin and I80 in Joliet, Illinois, fee $13.00 each. Seconded by D. Lambert. Mayor Selfridge announced the P;lavnf.ield village employees Christ- mas Party is Saturday, December 8th at the Colonial. Mayor Selfridge announced the Will County Municipal League Christ- mas Meeting will be Thursday, December 6th at Syl's Restaurant in Rockdale @ $15.00 per person. G. Ansley made a motion to give the employees Christmas Cheer-- full-time---~S30.00 and part-time---$20.00. Seconded by M. Latta. Vote by roll call. Others (excluding Supervisors) not normally scheduled to work. on an observed hola.da;~ s11a11 receive 1~ times pay plus their regular hourly rate. When a full--time Felice Officer's and/or Disr~atcher`s (hourly employee) work schedule dictates a regularly scheduled da~j off on an observed holiday, they shall receive the holiday pay, Working on a holiday dictates the employee must be at his assigned work location not standby_ All employees must work their scheduled workday before and after an observed holiday in order to get paid far the holiday. EXCEl~TI0i1: If the day off is an approved vacation, anr~roved personal day, comp day or a verified sick day_ (Verified sick day means the employee can substantiate the illness, has sick day benefits available, utilizes the sick day and follows the procedures under SICK DAYS)_ When an observed holiday fa],ls on a Saturday, said holiday shall be observed on the preceding Friday; when it falls on a Sunday, it shall. be observed on a 1`~iondav. R.EPORI'ING OF ABSENCES Getting to work regularly and on time is one prime responsibilities_ Failure to be on the job scheduled reduces the efficiency of the Village. be reported to the employee's Supervisor no later prior to the time the employee workday begins.
