OTHERS PRESENT; Village Administrator - J. West, Captain Lantz,
Treasurer - Ed Geschke, H. Countryman.
Village Clerk - V. Krnac was absent.
Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag.
M. Latta made a motion to approve the agenda as presented. Seconded by
J. Dement. Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye; Dement, aye;
Lambert, aye. 5 ayes, no nays. Motion declared carried.
D. Lambert made a motion to approve the minutes of October 1st and 15th, 1985,
Seconded by G. Ansley. Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye;
Dement, aye; Lambert, aye. 5 ayes, no nays. Motion declared carried.
G. Ansley made a motion to approve the payment of invoices. Seconded by
M. Latta. Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye; Dement, aye;
Lambert, aye. 5 ayes, no nays. Motion declared carried.
G. Ansley made a motion to acknowledge receipt of the Treasurer's Report.

Mayor Selfridge reported he has been notified of the serious illness of the
former Mayor, Charles Pott orff, Mayor Selfridge will direct the Village Clerk
to send a card to Mr. Pottorff expressing our concern.
Mayor Selfridge read a communique from Will County Municipal League - Monthly
Meeting at Brun's Restaurant, New Lenax, Illinois, Thursday, November 8th,
dinner at 7:00 p.m. Anyone wishing to attend, contact Village Administrator.
Mayor Selfridge read a letter from Village of Bolingbrook. Subject - Meeting
to discuss Bolingbrook Comprehensive Plan, Monday, November 12, 1984 at 3:00 p.m.
Village Hall Board Room, 375 West Briarcliff Road, Bolingbrook, Yllinois.
Mayor Selfridge stated he would suggest Plan Commission Chairman, Arlo Simmons,
Jim West and himself attend this meeting.
Mayor Selfridge read a letter for LaLeche League requesting permission to sell
raffle tickets on a Cabbage Patch Doll throughout the community during
November and early December. The drawing for the doll will be December 10th.
With no objections, the Mayor will direct the Clerk of the approval.

Mayor Selfridge read a letter of acknowledgement from Illinois Co~nerce
Commission; reference - letter sent to ICC from Village Administrator
objecting to their handling of franchise fees and taxes (#84-0436).
M. Latta made a motion to acknowledge receipt of Plan Commission Report -
Case No. 129-919842 - Vernon E. Kujath, Sr. property. Seconded by J. Dement.
Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye; Dement, aye;
Lambert, aye. 5 ayes, na nays. Motion declared carried.
M. Latta reported the Kujath property is located on Meadow Lane and Sunshine
Circle. Action requested - Rezoning of property from Residence A to A-3,
for allowing two 4-unit apartment buildings to be constructed. By a vote of
4-0 the Plan Commission recommends to the Village Board that this property
be rezoned from Residence A to Residence A-2 subject to approval by the Village
attorney. M. Latta stated she has a problem rezoning part of a lot. Plan
Commission Chairman Arlo Simmons prefers to have a recommendation from the
Plan Commission on the subdivision before the rezoning is voted upon by the
Village Board.
• M. Latta made a motion to table Plan Commission Case No. 129-919842 until we
hear from the Plan Commission. Seconded by J. Dement. Vote by roll call.

Motion declared carried.
W. Sharp reported we had two plugged storm sewers this week at Oak and Desplaines
Streets and Commercial and Illinois Streets, they have been repaired. The
report on Plaza Drive sidewalk, Davis has completed the repairs but vandals
have marked the new cement. M. Latta stated she received a complaint there is
a bump in the sidewalk, it should be checked before we contact the bonding
company for withdrawing the bond.
Mayor Selfridge questioned:
- Why haven't the two trees been replaced on James Street?
J. West and W. Sharp will look into this.
- Howard Saar lives in Whispering Creek, the road crew did some
work near their Name and did not clean up when they were finished.
W. Sharp - have the road crew clean it up and knock on her door and
let her know it was done.
- The sign by Hometown is bent back every week and it is dangerous.
W. Sharp will have R. Miller look into the problem.
J. Dement reported there will be a water shutoff on Route 59 from Union Street
south Wednesday, November 7th from approximately 10:00 a.m. to 1:00 p.m.

G. Ansley made a motion to allow the Village Administrator to hire
part-time personnel upon approval of the Trustee in charge of the department
or Trustee Ansley and inform the Board at the next Board meeting. Seconded
by D. Lambert. Vote by roll call. Latta, aye; Sharp, aye; Ansley, aye;
Dement, aye; Lambert, aye. 5 ayes, no nays. Motion declared carried.

Unfinished Business:
- Cable T.V. - W. Sharp reported he will have the ordinance rewritten
.for the first meeting in December, it must go to the attorney for the
rewrite.
- Freedom of Information Act - M. Latta stated this would came to the
Workshop Meeting Monday, November 12, 1984.
- Sign Ordinance - M. Latta stated it was the consensus of the Board at
a Workshop that the present sign ordinance would stay in effect until
the new zoning ordinance was passed and Mr. Mauer would interpret
the present ordinance..
-- Revised Zoning Ordinance - M. Latta, G. Ansley and A. Sammons worked
on the ordinance. Copies to go to the Board member of the changes after
approved, then sent to the attorney.
- Park District/Building Permit Fee Waiver -Latta -- after much discussion
the decision was to table and bring back to next Board meeting.

-- American T,egion memorial request - J. Dement stated we are working
with American Legion and Park District in reference to the Monument site.
- Eastern Avenue Sewer Project - J. Dement stated we have a lot of infiltration
on the north end and we have had it televised and it is still on the
agenda.
- S1.legal/Unlicensed scavenger .issue - M. Latta requested a response
from Captain Lantz wha reported there were two illegal scavengers in
the Village now only one. Illinois Waste was illegal; the three accounts
they had in the Village are contracting licensed scavengers. The
only other scavenger who is not legal has contracted a licensed scavenger,
A-Way Disposal, to do their pickups and A-Way was notified he would state
this agreement in writing to the Village and to date we have not heard
from A-Way. It was the consensus of the Board a letter should be
written to the licensed scavenger. k~- ~'* ~r~~ ~~~ ,
- Ralph Mullen/Zoning violation - M. Latta stated she turned it over to
the Police Department. Captain Lantz stated they were cited. for the
violation, and they picked up the papers for the rezoning but to date they
have not filed far a rezoning. Mayor Selfridge requested a follow-up.
~- 444 Pheasant Chase Drive/Fence issue - M. Latta stated due to the
difference in the opinion of the Building Inspector and herself, she
requested a written opinion from the attorney. J. west will send letter

- Old Village Hall Lease - J. Dement stated we are waiting for a response
from the Historical Society.
- Codification of Village Ordinances - M. Latta stated she will get back to
the two companies that have written us letters and get Xerox copies off
to them.
- Raad Weight Limit on Streets - M. Latta stated we have an ordinance
ready but I do want Tom Deering to check it over and possibly come to a

-End of ESDA Report - M. Latta requested a financial report and a list of
equipment disposal.
- Abandoned Houses - J. Dement requested copy of ordinance in packet for
next meeting.
