King, M, Latta, W. Sharp. Mayor Selfridge and D. Lambert were absent, OTHERS PRESENT: Village Administrator -- J. West., Village Clerk.-- Vera Krnac, Captain Lantz, Treasurer - E. Geschke, R. Miller. In the absence of Mayor Selfridge, the Village Clerk opened the meeting at 7:30. p.m. with the pledge to the flag. J. Dement made a motion to appoint G. Ansley Mayor Pro Tem. Seconded by M. Latta. Vote by roll call. Dement, aye; Ansley, pass; King, aye; Latta, aye; Sharp, aye: 4 ayes, 1 pass. Motion declared carried. W. Sharp made a motion to approve the agenda with the addition of an Executive Session on personnel and assets requested by J. King and the addition of a report on "Meals on Wheels" requested by M. Mr. Ralph Weingner District Engineer of Distract 1, will be guest speaker. - Letter addressed to Mr, Kang from Robert Langguth, ESDA Deputy Director for Fox Valley Chapter. Tn summary, on the evening of April 27, 1984, after receiving an emergency call on the radio from Plainfield ESDA for assistance, PLAINFTELD VILLAGE BOARD OF TRUSTEES • Regular Meeting October 1, 1984 Page two we were unable to contact Plainfield as to the assistance needed. After some time we were able to contact Plainfield and that a tornado had struck Plainfield, we offered our assistance but was told they would call us back. After some time had passed we decided to proceed to Plainfield, to give our assistance, with our lighting unit, first aid, lighting van, communication vehicle and several volunteers and we had additional personnel in our emergency operation center to stay on call in case they were needed. They contacted Plainfield by radio to see if their assistance was needed and was told Plainfield was trying to make a decision. They proceeded on to Plainfield Police Department and went downstairs and asked if they could be of assistance and were told a decision had not been reached. Mr. Langguth continued to attempt to inform various persons of the help waiting outside the building; this was met with no success. We were returning to Kane County and heard on the radio, Plainfield requesting lighting units, we responded, we were only three miles from Plainfield, we were told they would get back to us - no response. Mr. Langguth radioed back to Plainfield they would be on standby if they were needed, this was acknowledged. No call to Kane County for assistance was received. M. Latta made a motion to acknowledge receipt of the corrected copy of Plan Commission Report dated 9/25/84 - Case No. 128-71784; corrections: Attorney Sam Saxon was present August 14, 1984; On August 28,_1984; and objections not objectives were filed. Seconded by J. Dement* Vote by roll call. Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 5 ayes, no nays. Motion declared carried. M. Latta reported an a Building and Use Permit (#8-84) should they be required to install sidewalks? It was the consensus of the Board they should not be required to -install sidewalks. M. Latta requested the Board agree to authorize the Attorney to draft an ordinance requiring sidewalks on any new construction. The Board agreed and instructed J. West to contact the Attorney. M. Latta made a motion to authorize Attorney J. Harvey to draft an ordinance requiring sidewalks be installed in front of any new construction within Village. Seconded by W. Sharp. Vote by roll call. An Ordinance Requiring The Removal of Abandoned Tanks Used far the Storage of Flammable or Combustible Liquids. (Substantial non-use of the tanks for other than storage of these liquids far a period of 180 days). Seconded by W. Sharp. Vote by roll call. Latta made a motion to approve Ordinance No. 1072 - Exemption of Other Municipalities, Units of Local Government, or School Districts from vehicle license fees. Second by J. King. Vote by roll call. Latta read a letter to Jim West from First Baptist ChurchfPastor Prewitt requesting that churches be on the list of those not required to purchase vehicle stickers. After much discussion, the Board agreed it could open doors to other churches and non--profit organizations and denied the request. M. Latta reported on the "Meals on Wheels", the agency that was running the program, the Wi11 County Community Action Agency is closing their doors. Our Nutrition site starting today will be handled by Region ZY, (a step-up Government Agency), until December 1, 1984. A11 payments due the program, not be made until. the program is straightened out and we are sure they are doing a good job. M. Latta made a motion all Revenue Sharing allotments to "Meals an Wheels" program not be paid until future Board action, Seconded by w. Sharp. Vote by roll call. Latta reported we have a Building and Use Permit application for a new home from Mike and Patty Elsen for lot #96 in Whispering Creek Subdivision, due to the stop on Building Permits in Whispering Creek Subdivision they are here to petition the Board for relief to build on lot #96. After much discussion it was the consensus of same of the Board Members if a permit were granted it could be setting a precedence for the future and we are in litigation with the developer. Some Board Members felt it was time to approve the permit. M. Latta made a motion to lift the hold and approve a building permit application for the use of Mike and Patty Elsen to construct a home on lot #95 i.n Whispering Creek Subdivision. Seconded by W. Sharp. Vote by roll call. Dement, nay; Ansley, nay; King, nay; Latta, aye; Sharp, aye. 2 ayes, 3 nays. Motion denied. G. Ansley stated we hope the hearing will be within the next two weeks and we can open the permits for building, we want to .see the subdivision fixed up like it should be, it's a very n~.ce subdivision. J. King made a motion to accept the letter from Tom Deering relinqu~.shing his position of Sergeant and returning to senior patrolman, effective October 1, 1984. Seconded by W. Sharp. Sharp made a motion to advertise for bids for a snow plow conversion, to be opened on October l5, 1984 at 8:00 p.m. - specs available at the Village Clerk's Office. Seconded by J. King. Page four W. Sharp reported briefly on the Hamilton Engineering/Pheasant Chase Homeowners meeting of September 24th. Another meeting will be held later in October and furtheRreparts will come later. W. Sharp reported we now have a new brochure published for Plainfield development. It was a joint effort by the Township, Village, County and Plainfield Commerce Association. Our object was to bring industry.:. and business into Plainfield. J. Dement reported on the Water and Sewer meeting that was held on Monday, September 24, 1984 prior to the Workshop. Approximately 15 to 2p residents attended to give their suggestions how the Village Gould improve our. water billing system. Some suggestions: - Call resident before sending delinquent letter. - Publish notice in newspaper of the oncoming water billing period. - Tf a turnoff is scheduled, knock on deor to notify resident - 30 days could be a problem in paying -» does it start the date pn bill or when received. - Increase fee for turnoff charge. We were able to include on the computer, the extra charge and the amount due after due date. All suggestions will be considered. There will be some consideration on monitoring businesses who do not have Village water but do have Village sewer. J. Dement reported on the response to the IEPA letter, The engineers state it will require approximately 55 hours to respond to the letter. Mr. Gotaniar from IEPA stated he feels it is mast important that we finalize the Facility Plan, much money has been spent an this project and it would be hard for us to stop it now, Mr. Gotaniar stated he feels we are very close so they could review our Facility Plan. J. Dement made a motion to direct our engineers, Deuchler Associates to respond tQ the letter received 9/ll/84 from IEPA, using a maximum of 55 hours to complete the information requested from. IEPA., for the Facility Plan.. Seconded by W. Sharp. vote by roll call. Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 5 ayes, no nays. Motion declared carried. J. Dement made a motion to authorize the Administrator to invoice the Fire Protection District far the tap-on fee to be paid from the contractor's retention fund. Seconded by M. Latta. Sharp reported Davis Concrete contacted the Village today in response to our letter and assured us they would start on the Plaza Drive sidewalk within next two weeks. Motion declared carried. 8:55 p.m. 10:06 p.m. J. Ka.ng made a motion to approve Officer Bostanche to take his K-9 dog Brut with him to his new job (in Florida). King made a motion to hire Mike Chaplin as a full-time Police Officer effective October 15, 1984 at $6.49 per hour and upon successful completion of the P.T.I. training his salary will be $6.89 per hour. Latta made a motion that all part-time employees be hired only by Board approval after interviewed by Mayor Selfridge or George Ansley and Trustee in charge of that department. Seconded by W. Sharp.
