Latta, J. Dement, J. King, G. Ansley. Mayor Selfridge was absent. OTHERS PRESENT: Village Clerk.. V. Krnac, Captain Lantz, H. Countryman. Village Administrator -~ J. West was absent.. In the absence of Mayor Selfridge, the Village Clerk opened the meeting at 7:30 p.m, wtli.the pledge. to the flag. J. Dement made a motion to appoint G. Ansley T~ayor Prop-tem. .Seconded by W. Sharp, ~Vate by roll- call, Sharp, aye; Lambert, aye; Latta, aye; Dement, aye; Kind, aye.; Ansley, Pass. 5 ayes, 7. pass. Motion declared carried. G. Ansley, Mayor Pro-tem questioned if these were any additions to the agenda, ~.,7. .King requested an executive sesaian for assets and W. Sharp for litigation. Npt to reconvene.. J. King ..made a motion to approve Village Board minutes of July 2nd and J'u7:y 16, 1.984. Seconded by M. Latta, Vot~,by roll call. Sharp -made. a motion to approve the. current invoices for payment except at the request of M. Latta. McKeown Law ~"rzn invoice, $952.50 (Plan) should be held back until 'M. Mayor Pro-tezn GT Ansley rescheduled tli.e first meeting in-Septeml~ex (9/3/84) to Tuesday, $epteznler 4, 1984. All Bvaxd"Members agreed, 'Mayor Pray-tem read a letter from Village of Or~.and Park stating they are forming a steering committee regarding Argonne and municipal co-operation. The 7,uricheon wi:l1 be a,t Argonne main cafeteria Wednesday, August 8, 1984 at 7.1;:45 a;m. and the. Meeting 1 to 3 p.m. to discuss possible programs and. policies, G. Ansley w..11 attend this meeting and another Board Member ca,n attend the aneeting in late August or early September. !::.~ • PLAINFIELD VILLAGE BOARD Ok' TRUSTEES Regular Meeting August 6, 1984 Page Twa Mayor Pro-tem questioned the Board if they are willing to participate in the U.S. Department of Housing and Urban Development (HUD) program. All municipalities and townships are given the option of lending their ~,,`' population for inclusion or exclusion from the County's. total population.. The community must notify HUD and Will County Development ~• Department onl if we choose. to o t-aut, not later than September 14, 1984. It was tabled, G. Ansley reported on the letter from Doug Alznan in reference to injured dogs in the Village. After much discussion, it was agreed M. Latta would write a resolution similar to the Township ordinance, reference injured dags. J. Dement made a motion to acknowledge receipt of the proposed ordinance an injured dogs from Plainfield Township„ Seconded by W. Sharp. Vate by r©11 call. Latta introduced the resolution in reference to waiving fees far all taxing bada,es. J, Harvey notified J. West there are no restrictions xn the ozdinances he has: reviewed. Latta reperCed we Have received a letter from Attorney .T. Harvey on abandoned gas tanks, The State Fire Marshall"s-Office stated although the adcnn3,st~rat~;ve cAde has been amended t® require removal of the tanks, the da-rective has not been given to their field people to enforce the amended section of the code at tha~~ time. Tvlr. Driscol of-the State Fire 1~a~shallT's office stated he did not have. any idea when such authority would be given. If the 'Village wishes to require .rem©val of the tanks, an s?xdnance should be passed. Mr. Driscol infearmed Attorney Harvey, if the 'Village passes an ordinances that ordinance takes precedence over any :~egula:tans lay~the. Regular Meeting August 6, 1984 Page Three D. Lambert xeported to the Board a two pant-ti'me Dispatchers were hired, Zorrie flesliurg and Sharon Moholck; they are in training now. D. Lambert read a letter of commendation from Sergeant Deering to William McMillan, Dispatcher, for his swift response and courteous manner in Handling a call from Ms. Nancy Manley (apprax, middle of .Tiny). W. Sharp requested that all Board Members check tlie'sidewalk on Plaza especially at th.e end of the Shopping Center on Plaza and give their opinion at the next .Board Meeting August 20, 1984. W, Sharp reported the sidewalk replacement lias begun and the first replacements were in front of the Methodist ChurcH: In the middle of the night vandals destroyed at least two big blocks and it could cost the Village an extra $200 for the job. The next evening Reverend Lowley and some o.f his parishoners baby--sat the sidewalk all night. A. little damage was done on the square in front of the Plymouth Congregational Church but that could lie sanded out, W, Sharp stated it is a deplorable situation when tae are trying to xeplace tH.e sidewalks and this Happens. • J, Dement reported the 59 project, we are going to install 2 - 4" water valves at Ottawa & Dllman Streets, and Route 30 and 59. We will replace /+ Hydrants at Lockport and Division; Ottawa and Division; Division and Oak, and one ~z about 715 Division Between Oak. and T~ockport Street.. These hydrants anal valves must be moved due to the pr®jeet. They will do the word but we must prov.t~e the hydrants, line stops and valves. We have been looking for a manhole on Division 6treet .for the past 30 years. H. Countryman reported when Northern Illinois Gas was augering across Division at Ottawa Street, they found the manhole far the sewer line for the East sa;de of Plainfield. Sharp i:ntxoduced Ron Sachen. representing North American Aviation .Development Cp., I'nc. Mrs Saclien stated liis company i.s~ interested in purchasing Clow Airport. This airport could lie used as a reliever airport, and it could bring in .revenue to the Village. He stated they are not ~ r. asking the.. Village of Plainfield for any funds for developing this project. Ttiey~axe receiving private funding and funds fram the State and federal Government Department of Transpoxtaton-.Aviation.. THey have approached ~' Naperville. and Boing~arook but at this time neither town has the capacity to investigate getting involved with the government monies. Michael. Glass stated ~li.ey need a sponsor and they are trying to put together a program and bring it to'Mr, West and then to the Board. M. Latta, questioned are you talking annexation's 1~Ir. Lambert questioned how the e~pansi:©n of Lewis Airport would affect this prvgra~n? Mr ,. Glass stated the last he has heard from the FAA that the Port Authority with Lewis has gone nowhere, J. Dement questioned what is a reliever airport? Mr. Sactien stated, itFs like a parking lot., The main congestion would lie through O'Hare and Midway Airports and Clow Airport could be tl;.e reliever for smaller airplanes. The Board agreed to the North American Aviation Development Go. to get back with .7im West within the next two months with the outcome of their studies..
