Mayor Selfridge opened the meeting at 7:32 p.m. with the pledge to the flag.
G. Ansley made a motion to approve the agenda with the addition of an Executive
Session. for assets and' litigation requested by J. Dement and for personnel re-
quested by J. King. Also remove Plainfield Fest and Pheasant Chase/John Leach
due to their requests. Seconded by J. King. Vote by roll call. Ansley, aye;
King, aye; Dement, aye; Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no:..nays.
Motion declared carried.
G. Ansley made a motion to approve the payment of the Village's contribution of
$210.00 to the Northeastern Illinois Plan Commission. Seconded by J. Dement.
Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Lambert, aye;
Sharp, aye: 6 ayes, no nays. Motion declared carried.
Mayor Selfridge reported on a communication received from the Will Caunty Audubon
Society/Rita Renwick asking for letters ar phone calls to the Commissioners of the
Forest Preserve favoring their approval of Lake Renwick becoming a sanctuary far
endangered species. The Forest Preserve Commissioners will vote in August. Mr.
Ed Kusta is President of the Forest Preserve Commissioners.
M. Latta requested Attorney Harvey report to the Berard on waiving fees to other
taxing bodies. Attorney Harvey stated there are no laws preventing the Village
from waiving fees, but the Revenue Bond ordinance sometimes have restrictions.
The Board directed Attorney Harvey to investigate our Revenue Bond. Ordinance for
any restrictions.
D. Lambert reported Sue Carlton has been hired as an emergency part-time dispatcher
beginning July 5 at $3.'75 per hour.
W. Sharp reported- Tuesday, July 17 at 10:30 a.m „ IDOT is conducting a Pre
Construction Conference at Schaumburg, Illinois, on the widening, resurfacing and'
traffic signal modernization of Illinois 59 from south of US 30 to Illinois 126
in the Village of Plainfield. Crown-Trygg Construction Co. received the bid on
the construction. J. West, R. A1lshouse, H. Countryman, and R. Miller will be
attending this meeting.
W. Sharp reported on a memo from Captain Lantz stating various persons have been
dumping grass and trimming along the east side of Indian Boundaryline Road between
Route 126 and Meadow Lane, also an the vacant lot at the corner of Willow Drive
West and Sunshine Circle. There will be extra patrols in these areas to catch the
violators.

J. Dement reported on the policy procedures for the Water and Sewer Department,
These are the same policies we have always followed, except for Filling Swimming
Pools on the first occasion only, we would not charge for sewer because it would
not go back into:t~esewer (new policy). Placement of Curb Buffalo Boxes: in the
Village right-of-way. H. Countryman stated all new services must be inspected to
make sure the .buffalo boxes are in right-of-way and not in driveways. Payment
_of Water and Sewer Bills must be paid in full, including penalties. water and
Sewer Address Policy, bills can be sent to a designated person if request is in
writing. A artment and Condominium Water and Sewer Service Policy, each unit will
have its own water service, curb box and water meter with remote head.
G. Ansley made a motion to acknowledge receipt of the resignation of Jane Boeve.

J. Dement made a motion to accept the Resolution similar to Lockport'.s and insert
"'Village of Plainfield" which endorses the Joliet Regional Port Authority for the
expansion of Lewis University Airport, subject to voter approval. Seconded by W.
Sharp. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye;
Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.

FEDERAL REVENUE SHARING HEARING

MEMBERS OF BOARD PRESENT: Mayor Selfridge, G. Ansley, J. King, J. Dement
M. Latta, D. Lambert, W. Sharp.
OTHERS PRESENT: Village Administrator - J. West, Village Glerk -
V. Krnac, Village Attorney - J. Harvey, Village
Treasurer - E. Geschke and approx. 25 residents.
At 8:00 p.m. Mayor Selfridge opened the Public Hearing and turned the meeting
over to the Finance Officer, George Ansley.
G. Ansley stated he would read the purpcsal and open the meeting to the
public for discussion.
G. Ansley stated, Revenue Sharing will be a part of Administration and will
have a total of $62,475.00 of which $11,500.00 will be Revenue Sharing; Police
Communication total is $45,000.00 of which $15,DOQ.00 will be Revenue Sharing;
Buildings and Grounds total is $20,750.00 of which $13,500.00 will be Revenue
Sharing. To break this down even more - $7,000.00 to Administration of which:
$1,500.00 - Village Clean-up Days
1,000.00 - Meals on Wheels
1,200.00 - Senior Citizens Center
800.00 -Easter Seal Rehabilitation Center
with a total of $11,500.00 for Administration.
Under Communication Service Salary - $15,000.00; Communication over-time and
holiday pay - $1,OOp.00 for a total of $16,000.00. Buildings and Grounds -
Payment on the Village Hall - $13,500.00 £or a grand total of Revenue Sharing
$41,000.00 that we expect to receive.
G. Ansley opened the meeting to the Public for questions and discussion, no
response for the Public.
G. Ansley made a motion to approve the Federal Revenue Sharing Budget as
stated. Seconded by W. Sharp. Vote by roll call. Ansley, aye; King, aye;
Dement, aye; Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays.
Motion declared carried.

D. Lambert reported John Piechocinski examined the books for Emergency Services.
Invoices are being paid, some are still outstanding. The examination took from
17 to 20 hours.
At 8:10 p.m., G. Ansley made a motion to go into Executive Session, to reconvene.
Seconded by J. Dement. Vote by roll call. Ansley, aye; King, aye; Dement, aye;
Latta, .aye; Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
Reconvened at 9:32 p.m.
G. Ansley made a motion to acknowledge receipt of the Treasurer's Report. Seconded

PUBLIC HEARING FOR THE VILLAGE OF PLAINFZELD APPROPRIATION ORDINANCE, FISCAL YEAR
JULY 1, 1984 to JUNE 30, 1985.
G. Ansley reported :this year our total appropriation for the Village is $2,166,500.00
by comparison to last year's appropriation of $2,186,467.00, which is $19,967.00
less than last year. G. Ansley inquired of the public if there were any questions?
Randy Bunger, reporter from WJOL Radio, question if the salaries were determined?
G. Ansley stated salaries were not determined, it was more or less putting aside a
figure to work from, salaries will be decided later. The appropriation is suppose
to cover any expenditures in the next fiscal year and we had to have a figure to
start with. Hopefully, we will have salaries at the next meeting, it could take a
couple of meetings. Any other questions? No response.
G. Ansley made a motion to approve Appropriation Ordinance #1068 for the fiscal
year July 1, 19$4 through June 30, 1985 for a total appropriation of $2,166,500.00.
Seconded by W. Sharp. Vote by roll call. Ansley, aye; King, aye; Dement, aye;
Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
