Latta, J. King, G. Ansley. D. Lambert was absent. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Captain Lantz, Treasux'er - E. Geschke, Resident Engineer - R. A1lshouse. Mayor Selfridge opened the meeting at 7:30 p.m..with the pledge to the flag. G. Ansley made a motion to approve: the agenda with the addition of an Executive Session for assets not to return to regular meeting, requested by J. Dement. Sec- onded by W. Sharp. Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye. 5 ayes, no nays. Motion declared carried. W. Sharp made a motion to approve the minutes of May 7 and May 21, 1984 with the correction of page 6, May 7, 1984 minutes - (3.) rf coordinator is not appointed at the May 6, 1984 -- should have read May 7, 1984. Latta made a motion to approve the current invoices for payment with the under- standing a letter will be written to McKeown Law Firm requesting our invoices refer- ence to whom the conversation was made. Mayor Selfridge read a letter and a Certificate of Appreciation from Police Gommis- sianer Marvin Smith of Braidwood to .Officer Chelini and Cpt. Lantz for providing assistance and promoting bicycling safety at the Braidwoad Grade School on May 21, 19.84. Mayar Selfridge announced the 211inois Municipal League will be holding their 71st Annual Conference September 28 thru October 1, 1984 at the Conrad Hilton in Chicago. If anyone would like to attend, see the Village Administrator. The Village will pay for the expense of eating and mileage, but will not pay for an overnight stay. M. Latta ~e'ported we have received a letter from Sterling Codifiers, Inc., they codify. ordinances. G. Ansley stated we should investigate the cost of codifying our ordinances. M. Latta stated our ordinances have not been codified since 1972. M. Latta reported on the Olson Agreement Draft. The question of how many years will th.e Village allow for Mr. Olson to be reimbursed for the water extension he install- ed was raised. After much discussion, the Board agreed on 10 years. J. Dement stated he was not in agreement with page 3, paragraph 1, article (a) - stating it ~rauld be the. Village Treasurer's responsibility to collect the fees and reimburse Mr. Olson. The entire Board agreed with J. There was also a question on the proposed 80` x 22' shed Mr. Olson plans on installing at the rear of the building - no objections.. M. Latta reported we will have a Work Shop an Monday, June 11, 1984 at 6e30 to dis- cuss the Plainfield Park District`s building permits, sign ordinances and abandoned gas tanks. J. King read a letter from Plainfield Fire District with a copy of IBT's form of transfer of the 436-5700 number to the Fire District Dispatching. They request keeping .the 436-7096 as a business line and the cost will be paid by the Fire Dis- trict. J. Dement reported we received a letter from the Fire District requesting the Village allow them. to pay the $1,000.00 tap-on fee, if it must be paid, and they will charge it against their retention on the general contractors final payment. They ask that the Village approve the issue of the permits required so they can in- sta11 their sprinkler system as saon as possible. J. Dement stated we must have the EPA and State permits befare the work is started. J. West will get back with the Fire District. J. Dement made a mation to acknowledge receipt of a letter (ref. water tap-on) stating they, will guarantee payment of the $1,000.00 tap-on fee, if it is needed. It will then be deducted from the .contractors final payment. Also type do permit "must have EPA and State permits". Secanded by W. Sharp. Vote by roll call. Sharp, aye; Latta, aye; King,. aye; Ansley, aye; Dement, aye. 5 ayes, no nays. Motian declared carried. 8:00 p.m. FEDERAL REVENUE SHARING HEARING G. Ansley reported the Revenue Sharing Hearing publication for May 7 was published only 7 days prior to the hearing and the Federal requirements state it must be pub- lished 10 days prior to the hearing, that is the reason we are having a second hearing. The last hearing we had requests from Meals-an-Wheels - $1,550.00; Joliet Will County Community Action Agency - $2,000.00; Plainfield Public Library -- $4,000.00; Easter Seals - $1,000.00;. Will County Shelter work Shop did not submit an amount; Senior Services Center - $1.,500.00. We will take the requests under consideration and at the July 16 meeting we will make a recommendation and the appropriation will also be up for approval. Ms. Nancy Grocek, representing Senior Services Center, spoke in regard to the real need for their request far funds.. W. Sharp made a motion to advertise for bids for replacement of approximately 100 squares of sidewalk, specs the same as previous year. Seconded by J. King. Vote by roll call. The men will repair the tar buggy in the next two weeks. W. Sharp reported he has to complete reviewing the Cable T.V. Ordinance, it is at th.e attorney's for word processing now. when it is completed, we will take it to the vendors. J. Dement reported on the Bulletin from the Illinois Municipal League in reference to their concern of the pending legislation on "Plumbing House Bi11 2565 and House Bill 2566". The Municipal League is concerned ,with municipal employees not being able to work on the mains and lines from the main to private property and the meters. They would like us to lobby in favor of our employees working on these particular items. We do not work on mains or mains to private property, but we do work on meters. They do replace meters, but do not install meters in new homes. They do install outside readers. Mayor Selfridge gave a letter to J. West to send in reference to this matter. J. Dement reported he has' talked to Al Sather in reference to the American Legion request for a memorial to the service men killed during peace times, such as Jeff Schwab. He stated the Village and Park District are willing to work with .the Le- gion on this project. G. Ansley read a letter from Linda Kinnikin, Office Education Coordinator for Plainfield High School, to Junes West expressing her appreciation for his partici- pation. W. Sharp made a motion to acknowledge receipt of a letter from Robert E. Hamilton, Consulting Engineers, preliminary review of Pheasant Chase/Lakeside Manor Subdivi- sions' flooding problems with estimates of $4,500.00 in engineering fees. Seconded by J. Dement. Vote by roll call. Sharp, aye; Latta, ..aye; King, aye; Ansley, aye; Dement, aye. 5 ayes, no nays. Motion declared carried. G. Ansley stated we .should give good consideration to this because of the emergency of the problems. The Board agreed to .discuss this with Mr. Hamilton at the next Work Shop on May 11, 1984, J. King made a motion to authorize the Board, upon final approval at the Work Shop, to approve Robert Hamilton Engineers for the engineering services in Pheasant Chase. Seconded by W. Sharp. Sharp made a motion to acknowledge receipt of letter from McKeown Law Firm, re- ~erencing Village of Plainfield vs..,Bada/Bertani. Seconded by J. Dement. Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye, 5 ayes, no nays. Motion declared carried. J. Dement gave a report on expansion of the Lewis University Airport. Lockport agreed to the Resolution, only if it is put to the people in a referendum. After much. discussion, the Mayor directed J.
