Ansley, J. King, M. Latta, W. Sharp. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Captain Lantz, H. Countryman, E. Geschke. • In the absence of Mayor Selfridge, V. Krnac, Village Clerk, called the meeting to order at .7:30 p.m. with. the pledge to the flag. J. Dement made a motion to appoint G. Ansley President Pro-tem. Seconded by D.. Lambert. Vote by roll call. Lambert, aye; Dement, aye; Ansley, pass; King, aye; Latta, aye;' Sharp, aye. 5 ayes, no nays. Motion declared carried. Ralf call was taken, Mayor Selfridge was absent. W. Sharp made a motion to approve the agenda as written with the addition of an Executive Session for legal matters on Pheasant Chase requested by J. Dement, and personnel requested by M. Latta, not to reconvene. Seconded by J. King. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried. J. Dement made a oration to apprave the current invoices for payment. Seconded by D. Lambert. Vote by roll call. Mayor Pro--tem Ansley read a letter from Plainfield Lioness Club requesting per- mission to conduct Lioness Caramel Corn Day, May 4, 1984. Permission was granted and G, Ansley directed the Clerk to write a letter of approval. Mayor Fro-tem Ansley read a letter from Junior. High Youth of Plainfield Methodist Church commending the Village Board for their concern for safety in our community. This letter, was submitted by 35 names from the Youth Group, G. Ansley spoke for the Board and thanked the Junior High Youth Group for their letter. J. West stated -- all Board Members received a copy of the letter from John Foens/ Park District requesting information for Plainfield Fest, relating to banners, signs, bingo and the sale of beer and wine. .~'. West requested answer's from the Board to the. questions in the letter, also to appoint a Berard Member as a liasion to the Plainfield Fest Committee. M, Latta stated - our ordinance now does not relate to a banner, our new ordinance will relate to it. We might allow the banner this year, but when the new ordinance is passed, they will have to comply. Back. of pack-up truck could block traffic, signs 4' x 8' on road sides, we would like them cut down because they do violate our ordinance. J. King stated - we should know haw long these signs will be up; if they are only up 2 or 3 days, I would see no reason not to allow them, but if they plan to have them up 2 or 3 weeks, them it would be out of the question, M. Latta stated - the new sign ordi- nance will not be passed before the Fest. The question of bingo, the Board agreed, would be governed by State laws. Lambert to be the lia- sion from the Board to the Plainfield Fest Committee. M. Latta made a motion to accept the letter of resignation from Merrilee Eighner as Plan Commission Secretary, effective April 10, 1984. Seconded by D. Lambert. Vote by roll call. Lambert, aye;' Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared. .carried. M. Latta reported on the Nuclear Waste shipments. Aurora has contacted different agencies, State Emergency Services,' Illinois Nuclear Regulatory Service, to come to Aurora to give them training. Also they have contacted the State to fund disaster drills; but we, as the Village, must speak up to receive some of these funds. M. Latta made a motion to acknowledge receipt of a letter to J. West from J. Harvey regarding abandoned gas stations in the Village of Plainfield. Seconded by D. Lambert, Mayor Pro-tem Ansley called for a voice vote. All ayes, no nays. Motion declared carried. M. Latta requested the Board discuss the letter an abandoned gas stations at the next work shop. M, Latta stated - in reference to the sign ordinance, we will have questions for Attorney Harvey at our next Board Meeting on April 16, 1984. M„ Latta requested the sign .ordinance also be discussed at the next work shop, April 16, 1984, W, Sharp made a motion to approve the minutes for March 5 and March 19, 1984. Seconded by J. Dement. King made a motion to accept the letter of resignation from Victor Sebastiano from the Plainfield Police Department to go to the Illinois State Police. Sec- onded by D. Lambert. Vote by roll call. King made a motion to hire Charles (Greg) Krasuski as a full-time Police Officer effective April 9, 1984 at $6.49 per hour. Seconded by M. Latta. Vote by roll call. King made a motion to send Charles Krasuski to Caok County Police Department basic training program at a cost of $500.00 to be reimbursed by the State. Sec- onded by D. Lambert. Vote by roll call. D, Lambert made a motion to acknowledge receipt of a letter of consideration for Director of ESDA (,resume attached) from Wayne Spencer. Seconded by J. Dement. Mayor Pro-tem Ansley called for a voice vote. All ayes, na nays. Motion declared carried. D. Lambert stated - at the January 16, 1.984 Board Meeting, Mayor Selfridge appointed Walter Sharp II'1 Interim Director of ESDA until the new appointments are made in June for 194/85, J. Dement made a oration to send .,john Donahue to Illinois Association of Water Pollution.Cantrol Operators Conference in Springfield,. Tllinoas, April 23 thru 26, 1884 at a cost of $.320.00; which covers conference fee,'lodging, meals and mileage. Seconded by W. Sharp. Vote by roll call. Dement made a motion to advertise for bids for the repair/rebuild of the 2- 75.0 GPDQ pumps. Seconded by D. Lambert. Vote by roll call. J, Dement stated - specs. far the repair on the pumps will be available at the Village Hall. J. Dement stated - the Board and T would like to thank the residents and Village staff because our uncollected water bills are dawn to $192.63, of which we think this is an all-time low for uncollected water bills. If there is a resident who is having financial problems, please contact office personnel to make arrangements. J« Dement reported he and W. Sharp had a meeting with the Park District on our con- cern of the parking and traffic. at Boy Scout Park/Ottawa Street. Park District personnel is also concerned and another meeting will be scheduled in reference to the parking and the Park District has appointed Terry Russell and Bob Anderson. We are requesting Captain Lantz to attend this meeting. The meeting has been scheduled for .Wednesday, April ~k, 198~k. Also at this meeting, they discussed the punch list (Park District Pool) and the Park District stated the punch list is completely up to date, including sidewalks and landscaping. We have not deter- mined if a sidewalk in front of the pool grounds at the street was required, we have not been able to find a set of drawings. J. Dement will contact the Building Inspector, Allan Mauer, in reference to the sidewalk. J. Dement stated - it should be mandatory to include sidewalks when the Park District ar anyone else has a pro- ject to this extent. Another question brought up at this meeting was, will there be a time limit on baseball games due to the fact new extensive lighting systems have been installed at Bay Scout Parls'~ It could cause problems with the residents in the area. Mr. Foens stated - no inning will start after 10:00 p,m,. and the clean-up crew will use lesser lights. J. Dement stated the Park District would also like cooperation on issuing of building permit fees and tap-on fee, They would like to see a firm policy on what the Village will or will not charge. We need good relations dealing with the Park District, Fire District or any other Boards in our area.. M. Ansley stated - .-~hE budget reports are due from all departments. we have already met with the' Water & Sewer Department. We need to get these reports in as soon as possible. W. Sharp made a motion to scrap the tape recorder (Magnavox #IV93036) that the Plan Commission has been using, it can not be repaired. Seconded by ~'. King. Vote by roll call. Ansley stated - we are coming to the time change on shifts and we will have the Village Administrator check with other Villages as to their procedure so we can be fair to those employees affected. W.
