King, J. Dement, M. Latta, D. Lambert, W, Sharp. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Village Attorney - J. Harvey, Captain Lantz, H. Countryman. Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag. G. Ansley made a motion to approve the agenda with the addition of an Executive Session for personnel and assets requested by J. Dement. Seconded by W. Sharp. Vote by roll call. Ansley, aye; King, aye; D~~rnent, aye; Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried, Mayor Selfridge commended the Board for the short meeting on March 5, 1984. Mayor Selfridge read a letter from the American Cancer Society requesting permis- sion to hold a crusade in the Village in April of 1984. Mayor Selfridge signed the Proclamation giving the approval. Mayor Selfridge made the appointments to the Plan .Commission for three year terms: Arlo Simmons - Chairman Herb Bayer - Vice Chairman Ex-Officio members for 1 year terms: Mary Latta - Village Board Walter Schempf - New Sub-divisions Avon Arbo - School District Sigurd Hjemvick - Fire District John Meyers - Plainfield Township M. Latta made a motion to acknowledge receipt of the Planner Job Description. Seconded by J. Dement. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried. M. Latta made a motion to pass Ordinance 1063 repealing Ordinance 981 which pro- hibited vehicles from executing left turns on northbound Division Street at its intersection with Illinois Route 126. Seconded by D. Lambert, vote by roll call. Ansley, nay; King, nay; Dement, aye; Latta, aye; Lambert, aye; Sharp, aye. 4 ayes, 2 nays, Motion declared carried. M. Latta made a motion to pass Ordinance 1064, Child Restraint System. Seconded by W. Sharp. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays, Motion declared carried. M, Latta introduced Mr. Ronald Carey who had. requested to be on the agenda. Carey stated he wanted to address the Board to voice his concern on the possibility of the Board repealing Ordinance 711 which allows only two (2) business at an intersection of two or more streets. With Mr. Carey were some other residents who gave their objections ~ Mrs. Mary Graham, Mrs. Bonnie Lutter, Mrs. Hester Butcher and Mr. Richard Krahn. Mayor Selfridge read a letter from Mr. & Mrs. Charles Simrnerman of their objections. Mr. Fuss, a representative from White Hen Pantry/Jewel Foods, stated they still would like to find a parcel of property in the Village, but who could he talk to who would help him find property suitable and give him guidance for a White Hen Pantry to be located. Mr. Fuss stated he had a meeting with Mr. West and thought he had done everything required, they do want to do things right. Mr. West stated he directed Mr. Fuss on procedure to get the parcel rezoned and also,when asked about a liquor license, Mr. West explained there was no liquor license available. Mr. Fuss agreed, Mr. West was very cooper- ative - he did nat mean to imply he was not. D. Lambert stated they are welcome and W. Sharp is in charge of development, he would help Mr. Fuss. Mayor Selfridge and G. Ansley stated White Hen Pantry are welcome in the Village, but not at that, site. M. Latta stated she wanted to go on record that she is personally, against Ordinance 711, that it discriminates against different property owners in the Village. Mayor Selfridge asked M. Latta if she was' making a motion to change this ordinance. M. Latta stated she was letting it lay. M. Latta reported on the Nuclear Waste Shipment Ordinance from Aurora and she talked to the office of Jerry Rudman, Director of Aurora EBDA~and she was told they have tabled the matter because of a decision made in New York. M. Latta gave a report on Joliet--Will County Community Action Agency - Plainfield FY1984 of Senior Nutrition Agency. After her report, she stated she was .going to look into it; we will pay our fare share, but not over-pay. M. Latta gave a report on the Senior survey which was done by the combined efforts of the Village of Plainfield, Plainfield Township, Plainfield School District and Plainfield Township Park District to determine the kinds of services and programs the local senior citizens consider important. We contacted over 900 senior citi- zens and the majority of the responses were for transportation, social/recreation- al activities, educational activities, health and governmental services. J. Icing read a letter from Officer Deering to Mayor Selfridge - the Plainfield Schools PTO. and PTSO are sponsoring a drug panel on March. 20, 1984 at 7:30 p.m. Indian Trail. School, and they requested a representative from the Police Depart- ment. Officer Tim Hareld agreed to represent the department. D. Lambert read a letter from Officer Sebastiano and Officer Bostanche commending Dispatcher Walter Carlton for the superior job he performed during the ice storm in his duties as dispatcher on March 4, 1984. W. Sharp referenced the map of corner of Route 59 and 126. ZDOT would like to M make school crosswalk markings on Route l26 west and Route 59 south. They will move the left. turn lane back 15' to 20' - Route 126 east. The Board agreed they approve this addition. PLAINFIELD VILLAGE BpARD pF TRUSTEES Regular Meeting March 19, 1984 Fage three. W. Sharp referenced a letter from our engineer, T.4alter E. Deuchler, Assoc., re- lating to two invoices (#3914, #3808) far wank done an drawings locating Village utilities for Route 59 widening by IDOT. The engineer's drawings were not accepted by IDOT, but the drawings done by Harold Pennington and Roger Allshouse, Village employees, were accepted by IDOT. Walter E. Deuchler, Assoc. agreed to write-off the invoices. W. Sharp stated the street garage i.s almost completed. Mayor Selfridge inquired - when will we know the amount of street repairs needed? W. Sharp stated - Ran Miller is working vn it now, G. Ansley stated -~ we should have a plan for street repairs so we can let for contract before time passes and we get into bad weather. Mayor Selfridge stated - the Street Department should be aware they are responsible for the alleys in the Village. J. Dement made a motion to acknowledge receipt of a letter from the Contractors' Association of Will and Grundy Counties in regard to the Fire Department/Pasch Contractors. Seconded by W. Sharp. Vote by roll call, Ansley, aye; King, aye; Dement, aye; Latta, aye; Lambert, aye'; Sharp, aye. 6 ayes, no nays. Motion de- clared carried. J. Dement reported on the 750,000 gallon pump at the lift station that needs to be repaired. Board suggested they get some prices. Fluid Pump: (a) utilizing the existing 7~ H.P. motor - $10,200.00 (b) 10 H.P. motor, with l yr. guarantee - $11,610.00 We are concerned about our electrical costs, maybe we should consider that in our final decision. If we decide to go with a contractor, we will go out for bids. J. Dement reported on the problem of a water leak at the Old Village Hall dis- covered today and will be repaired this week. J. Dement reported Sohn Donahue has passed his Third Class Operator License, congratulations to John. J. Dement reported sun screening for the front and rear entrance doors and windows are needed on the Village Hall due to the sun reflecting on the cameras that dam- ages the lens. New cameras will be installed around P,pril 1, 1984. Solar Shield appears to be the better proposal due to the guarantee: Solar Shield ~ New Lenox - $351.00 Glass Specialty - Joliet - $312.00 J, Dement reported - Captain Lantz would like to paint one of the walls black in his office to display his patch collection. There were na objections. . Mayox Selfridge stated he would work with the trustees to plan the duct work for cold air returns in the Village Hall.
