Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag.
D. Lambert made a motion to approve the agenda as written. Seconded by
J. King. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye; King,
aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
G. Ansley made a motion to approve the minutes for February 6th and 20, 1984
with the correction of February 20, 1984 page 3, paragraph 5, should have
read, "need an ordinance to limit load limit on VanDyke Road to 7 tons.
Seconded by .D. Lambert. Vote by roll call. Lambert, aye; Dement, aye;
Ansley, aye; King, pass; Latta, aye; Sharp, aye. 5 ayes, 1 pass. Motion
declared carried.
G. Ansley made a motion to approve the current invoices for payment. Seconded
by W. Sharp. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye;
King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
Mayor Selfridge read a letter fromSenior Services Center of Joliet, stating
they are providing two more services for Senior Citizens:
1. Transporation to the Chicago area far medical appointments weekly.
2. Home visits to home bound and isolated.
Mayor Selfridge read a letter from the City of Aurora Emergency Services
stating they are in the process of considering a regulating ordinance regarding
the nuclear waste shipments by rail through their city to Morris, 111inois.
To date they have been unsuccessful in their attempt to alter the route
through less populated areas. We are left with no alternatives but the enclosed
ordinance proposed. They requested the support from the Village of Plainfield
and all other Villages in route to Morris,. (these shipments would came, through
our Village on E.J.& E. Railroad lines) to band together and establishing their
own ordinance.
Mayor Selfridge turned the copy of Aurora's ordinance over to M. Latta for
review with our E.S.D.A. Department, to return to our next Board Meeting with
the findings.
Mayor Selfridge reported he will make the appointments to the Plan Commission
at the next Board Meeting March 19, 1984.
M. Latta reported the Plan Commission voted 6 to 1 to recommend to the Village
Board to hire a Village Planner. Mr. Bonelli, Mr. Neely and Mrs.. Latta com-
piled a job description to be presented to the Plan Cammission at their next
meeting, if they approve, it then will be presented to the Village Board.

M. Latta reported on the 7 ton load limit ordinance draft for VanDyke Road,
we find some problems with this draft therefore Captain Lantz, Officer Deering
and M. Latta are meeting to rewrite the ordinance (draft) and send to the
attorney for review.
M. Latta reported all Board members have a copy of the .draft for their review
of Chapter 9, Article 11 ordinance for "Child Restraint Systems". Captain
Lantz reported the State is enforcing their law. Mayor Selfridge stated, the
attorney should review this ordinance before we act on it.
M. Latta reported the Board reviewed Ordinance #711 (ref. no more than 2 commercial
establishments at an intersection) at the last workshop Meeting and it was
decided to bring it back to the next Workshop and have Attorney Buck give his
opinion of the ordinance.
J. King made a motion to send Officer Mander to a Juvenile Conference in
Champaign, ZL. April 27th & 28, 1984 at a cost $60.00 plus $.20 per mile.
Seconded by D. Lambert. Vote by roll call. Lambert, aye; Dement, aye; Ansley,
aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared
carried.
J. King made a motion to acknowledge receipt of the resignation of Gerald
Keyser. Seconded by G. Ansley. Vote by roll call. Lambert, aye; Aernent, aye;
. Ansley, aye; King, aye; Latta, aye;Sharp, aye. 6 ayes, no nays.. Motion
declared carried.
W. Sharp made a motion to rescind Ordinance #981 to comply with the State of
Illinois and allow left turns on northbound Route 59 at Route 126. Seconded
by M. Latta. Vote by roll call.. Lambert, aye; Dement, aye; Ansley, nay;
King, nay; Latta, aye; Sharp, aye. 4 ayes, 2 nays. Motion declared carried.
W. Sharp instructed Village Administrator, J. West to write a letter to TROT
of the rescinding of Ordinance #981.
W. Sharp reported to the Board of the meeting in Springfield, IL. (ref. Route
30 By-Pass), February 22, 1984 with TROT - Harry Hanley, Deputy Sec. of Trans.;
Ted Jennings, Bureau Chief of Statewide Program Flanning; Pam McDonough,
Legislative Liaison; Craig Kararo, Legislative Office; Rep, Dennis Hastert;
Larry Ellis, Plfd. Commerce Assoc. and W. Sharp,. The outcome - we are only
getting the widening of the Route 59 EJ&E Railroad viaduct, they will not
raise,only widen:' the viaduct.
J. Dement reported the Cable TV Ordinance is almost completed.
J, Dement reported they are still investigating prices on 750,000 gallon
pump. The Board has not decided the outcome of the Old Village Hall.
D. Lambert stated Ed's Watch Repair is interested in renting only a
portion of the building.

G. Ansley reported we have hired Sharnel (Sheri) Binzen as part-time office
clerk to replace Lynne Murray.
J'. Dement stated he and W. Sharp would like to meet with Park District on
making our Parks more safe for children, especially Ottawa Street Park,
due to the parking on bath side of the street instead of the parking lot
that is available.
On motion meeting adjourned at 8:05 p.m.
