King, J. Dement, M. Latta, W. Sharp. D. Lambert was absent. OTHERS FRESENT': Village Administrator - J. West, Village Clerk - V. Krnac, Captain Lantz, Resident Engineer - R. Allshouse Mayor Selfridge opened the meeting at 7;30 p.m. with the pledge to the flag. G. Ansley made a motion to approve the agenda with the' addition of twa Plan Commis- sion Reports and a zoning Board of Appeals Report requested by M. Latta, and an Executive Session on personnel requested by W. Sharp. Seconded by W. Sharp. Vote by roll call. Ansley, aye; King, aye; Dement, aye.; Latta, aye; Sharp, aye, 5 ayes, no nays. Motion declared carried. G. Ansley made a motion to approve the minutes of November 7 and November 21, 1983. Seconded by M. Latta. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye. 5 ayes, no nays. Motion declared carried. Mayor Selfridge announced he would like to dispense with Study Sessions for the holi- days. Also, he would like to reschedule the first meeting in January to January 9, 1984 and the other regular meeting will be January 16, 1984 as scheduled. M. Latta made a motion to acknowledge receipt of County Case #2619, Case #2621R and Zoning Board of Appeals Case #124-120183V. Seconded by G. Ansley. Vote by roll call. Latta reported on County Rezoning Case. #2619, Kenneth Stalzer, requesting zoning change from County R-3 to R-3/Variance from 90' to 66', The location of this prop- erty is on the east side of Frederick Avenue and north of Renwick Road, a 2.7 acre parcel. M. Latta made a motion to concur with the Plan Commission's recommendation and not object to the proposed rezoning of County Case #2619. Seconded by J. King. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye. 5 ayes, no nays. Motion declared carried. M. Latta reported on County Rezoning Case #2621R, Robert Arfman, agent for Plainfield American Legion, requesting zoning change from County R-2 to R-2/Variance for front yard setback from 80' to 50'. The location of this property is an the south side of Renwick Road and east of River Road, a 2.5 acre parcel. M. Latta made a motion to concur with the Flan Commission's recommendation and not object to County Rezoning Case #2621R. Seconded by J. Dement.. Vote by roll call. M, Latta reported on the Zoning Board of Appeals Case #124-120183-V, Richard L. Corenia on behalf of Firestone and Michael D. Leffeu who represents Doyle Signs, re- questing a sign variation for a pole sign at the northwest corner of the property at 143rd Street and entrance to their property from the required 20 square feet to 30 square feet (3' by 10'). M. Latta made a motion to concur with Zoning Board of Appeals' recommendation and not object to a sign variance of 30 square feet for Case #124--120183-v. Seconded by G. Ansley. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye: 5 ayes, na nays. Motion declared carried. M. Latta reported there has been some discussion with. other governmental bodies in regards to services for seniors. Hopefully, we could use some of our Revenue Sharing monies next year to provide better services for our Senior Citizens. Mayor Selfridge directed M. Latta to pursue this after the first of the year and report back to the Board. J. King made a motion to appropriate in the 1.984-85 budget a uniform allowance for Police - 1 Clerk and 5 Auxiliary Officers $40.00 each - 3 Crossing Guards $50.00 each, for a total of $390.00. Seconded by M. Latta. Vote by roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye.. 5 ayes, no nays. Motion declared carried. J. King made a motion to acknowledge receipt of ESDA Monthly Report. Seconded by G. Ansley. vote day roll call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye.. 5 ayes, no nays. Motion declared carried. ,T. King stated twat in the ESDA Report there are approximately $40,000.00 of ambulance services rendered fQr the yeax's 1978 thru 1983. Mayor Selfridge directed J. King to contact the attorney on the collection of these unpaid services. W. Sharp made a motion to acknowledge receipt of a signed petition by Indian Trail students and teachers requesting the installation of a sidewalk on the south,~de of Route 126 from the railroad tracks to Eastern Avenue and on 'the east side of Eastern Avenue to Indian Trail School, submitted by student Sandra Dunlap. Seconded by J. Dement. Vote by call call. Ansley, aye; King, aye; Dement, aye; Latta, aye; Sharp, aye: 5 a~res,.na nays. Motion declared carried. W. Sharp made a motion that a letter should be written to S. C. Ziejewski, District Engineer for IDOT, with a copy of the petition requesting the sidewalk be installed on Route 126 and Eastern Avenue to Indian Trail School. Also, a copy of the letter sent to IDOT and any response will be sent to Ms. Dunlap. Seconded by J. King. vote b~ roll call. Caption Lantz stated he sees a great necessity for the sidewalk on Route 126 due to the. reconstruction of the highway, now it is a straight shot to I-55. As a result, the majority of the residents wanted parking on both sides of the street, The street measures 26 feet and we parked two cars across from each other and the space between measured.. 13 feet 11 inches. It is our recommendation the parking con- tinues on both sides of the street. J. Dement stated it could be a problem with emer- gency vehicles. ~1. Sharped stated - We should postpone any discussion until the apart- ment building is completed, then we will deal with it if there is a problem. W. Sharp stated - We have received a letter from IDOT asking the Board to reconsider Ordinance #981 which prohibits the north.. bound left turn. Their concern is the via- duct detour when it floods under the E. J. & E. Railway viaduct. The north to west detour movement could not be accomplished legally against the turn restriction unless a uniformed police. officer were present. After much discussion, ,the Board directed Captain Lantz to check with the State Engineer on the type of stop lights to be in- stalled at the intersection of Route 59/126. J. Dement stated = Tf the light wild. not control traffic, TDOT should be contacted. W'. Sharp stated the snow equipment is ready to go. W. Sharp reported the. Street Department have done all they can at this time to repair Van Dyke Road, but they will get with the Township in the spring to see what can be done jointly to fix the road.. W. Sharp stated - The Christmas decorations for the Village streets are in such bad shape, we could not ~~t them~uy this year. ~ ~e Commerce Assocation and all businesses~.a purclias~ ame new decorations for next year. ~~~-~ce a~ ~~~ `\q~~'~ .,vim J. Dement made a motion to deny the ~wa~.ver to Pasch & Son Construction of $1000,00 tap-on fee for the Fire District tap-on on DesPlaines Street. Seconded by G. Ansley. Vote by roll call. Dement reported that the Sewer Department men are doing some rodding can Arnold and Division Streets and will be replacing a hydrant on DesPlaines and Ottawa Streets.. J. Dement reported the meeting with residents and the Homeowners Association from Pheasant Chase was well attended. These people realize we are trying and their prob- lems are ser~.ous. We are .funneling everything through our Village Administrator. The people in Pheasant Chase are very concerned over anymore building being done in Pheasant Chase. J. Dement stated.- We are halfway through the Cable T.V. ordinance. W. Sharp did an excellent .job preparing a synopsis of the first half and he is now preparing the sec- ond half and it is much easier going through this material. J. Dement explained and displayed the drawings for the rearranging of the village Hall pffce. This would provide protection to the office staff. The material cost would be.approximate,ly $225.OO.with in-house labor. After some discussion, the Board will tab.l.e until the next meeting. G. Ansley reported that the Village Administrator checked over another invoice from the State and found another error and saved us $6,000.00. To date, he has saved us approximately $30.,000.00. Also, the Treasurer's Report was hand delivered to the County after a second notice; we then received our taxes. G. Ansley made a motion to increase Christmas Bonuses far Village employees to $30.00 for fu11-time and $20.00 for part-time. Seconded by M. Latta. Vote by tall call. On motion, the Board recessed to Executive Session at 8:35 p.m, At 9:30 p.zn., the Board reconvened. W. Sharp apoligized to the public. He thought the Board would return from Executive Session to vote on an issue, but we do not. G. Ansley stated -- The Lion's Club lighting of the Nativity Scene last Saturday even-- i`ng at the. Congregational Church was beautiful. Mayor Selfridge stated - Th.e award of the Eagle Scout at the Peaae Lutheran Church wa,s very impressive.
