Latta, D. Lambert, J. Dement, J. King, G. Ansley. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Village Attorney - J. Harvey, Captain Lantz, Resident Engineer -- R. A1lshouse, H, Countryman, J. 6~7atson. Mayor Selfridge opened .the meeting at 7:30 p.m. with the pledge to the flag.. Roll call was taken. A11 Board Members were present. G. Ansley made a motion to approve the agenda as written. Seconded by M. Latta. Vote by roll call. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Motion declared carried. G. Ansley made a motion to approve the invoices for payment. Seconded by D. Lambert. Vote by roll. call. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Motion declared carried. M. Latta reported the Board received a copy/draft of the revised Liquor Ordinance. After much discussion-and review of the draft, the Board agreed to change the following to read as such: Sec. 1-4: APPLTCATION FEE: All first time applications and renewals showing any change in ownership and/ or management shall be accompanied by an application fee in the amount of one hun- dred dollars ($100.00), which application fee shall be nonrefundable and nonappli- cable to the annual license fee. Retail License Class "F" shall be exempt from any application fee. Sec. 1--7: TERM OF LICENSE: (B) A11 licenses in Class "F" shall be temporary licenses and shall be issued not to exceed six (.6) days duration. Sec. l-8: CLASSIFICATION OF LICENSES: (F) Retail License Class "F" - remove "beer and/or wine". (G) Retail License Class '"G" - remove Class "G" in its entirety from draft. Sec. 1-9: LICENSE FEES: Retail Licenses Class "A" through "E" shall be raised $50.00 each. • PLAINFIELD VILLAGE BOARD OF TRUSTEES Regular Meeting November 21, 1983 Page two. Sec. 114: NUMBER OF LICENSES: (B) Class "F" Liquor Licenses shall only be created by resolution passed by the Village Board of Trustees upon receipt of the recommendation of the Liquor Commissioner. J. King made a motion to award the bids for two (,2) squad cars to Rod Baker Ford - 2, 1984 Ford LTD squads at $21,'073.44. Seconded by D. Lambert. Vote by roll call. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Motion declared carried. G. Ansley stated - Since we did not budget far squads, the Police Department will watch their budget, unless it is an emergency. J. King stated - This is correct and we hope this will cut down on our maintenance costs. D. Lambert reported to the Board on the North East Multi-Regional Training Project. rf the village chooses to enroll our Police Department, we will contribute $30.00 per officer per year for all sworn personnel, at a total of $270.00 for nine offi- cers. After some discussion,. the Board decided to have the attorney check this out. • D. Lambert made a motion to hire Robert Knowles as a full-time dispatcher at $4.00 per hour, effective November 28, 1983. .Seconded by J. King. Vote by roll call. D, Lambert made a motion to acknowledge receipt of the resignation of John Watson, Director of ESDA. Seconded by J. Dement. Vote by ro11 ca11. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Motion declared carried. D. Lambert made a motion to accept the resignation of John .Watson, Director of ESDA, effective December 31, 1983, Seconded by M. Latta.. Vote by roll call. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Mahon declared carried. W. Sharp made a motion to pass Resalution #829 appropriating $12,000.00 from Motor Fuel Tax for snaw removal for the calendar year January 1, 1984 to December 31, 1984. Seconded by G. Ansley. Vote by roll ca11. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 6 ayes, no nays. Motion declared carried. w. Sharp reported James Street has been effectively accepted by the State with the exception of a few minor things. R. Allshouse stated - There are some cracks in the curbs that must be repaired and the contractor stated they should be able to repair them this year. The State will not accept it in its entirety until the cracks are repaired, J. Dement reported -Same residents on Penn Road are complaining about the dirt on the street from the construction; tYiis is being handled. Also, we have been talking about restricting parking to one side of Penn Road; this will come up for discussion PLATNFTELD VILLAGE BOARD OF TRUSTEES Regular Meeting November 21, 1983 Page three. at the next meeting. In the meantime.,. Captain Lantz will look into the parking on Penn Road and wall report to the Board at the next meeting. G. Ansley reported - We have saved the Village approximately $690.00 because the office prepared the work-up on the MFT appropriation. Every other year it was prepared by the .engineer. J. Dement stated - At the last Board Meeting, we talked about writing aff a water bill of $45.41 ..for account #1082-A. The office made one last attempt and the over- due bill was paid. J. Dement reported - Linda Sebby was on .the agenda to appear at tonight's meeting. After talking to .her, we straightened out her problem, Many residents in Whisper- ing Creek are having problems with high water bills; reason being when we bill quarterly, there is an overlap in bills, therefore the billing might not be exactly 90 days. Due to problems occurring, such as equipment failure, manpower problems, vehicle problems, if the bill indicates it is a 90 day bill, it could be a 100 day bill or even a 70 day period. We bill quarter to quarter, Our staff has look- ed into every complaint and every resident was billed for the actual water used. J. Dement reported spur engineer has talked to the T,E,P,A. in reference to our Facility Plan. They would like to know what the Village is going to do? Our Facil- ity Plan calls for 15,000 population. Are we going to lower that figure to try to keep our Plan up to date? If we .are going to lower that figure, we must prepare an addendum to the Facility Plan, rt will cost approximately $5,000.00 to prepare the addendum, We will have to .look into this and discuss it at a Workshop to keep our Facility Plan current. J. Dement reported - There will be a Homeowner's of Pheasant Chase Meeting, Tuesday, November 22, 1983 at 5:30 p.m. to discuss the problems in Pheasant Chase and com- plete the punch list as .accurately as possible. G. Ansley made a motion to approve Resolution #830 for McClester-Nimmons Village of Plainfield Free Public Library levying a .02~ tax in fiscal year 1984 - 85 for equipment and maintenance of library buildings. Seconded by D. Lambert. Vote by roll call, Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye.. 6 ayes, no nays. Motion declared carried. G. Ansley made a motion to authorize Mayor Richard Selfridge to execute a release f'or liability on account of the claims that the Village may have against Walter P, Peterson or Peterson Equipment Company or any other person included, but not limit- ed to the pleadings on the cases #83C1514 or 83-2309; which said case filed against the Village was dismissed by the Federal Trial Court. Seconded by D. Lambert. Vote by roll call. Sharp, aye; Latta, aye; Lambert, aye; Dement, aye; King, aye; Ansley, aye. 5 ayes, no nays. Motion declared carried. There was much discussion on the meeting of the Fire District and the Village Board. Mayor Selfridge stated the Village Board .and the Fire District should get together and straighten things out before any decisions are made.. D. Lambert made a motion to approve the nine (.9) Police Officers to attend the North East Multi-Regional Training at $30.00 per year per officer at a total cost of $270..00. Seconded. by J. King. Sharp reported - we should have a draft on the Plainfield Brochure in about .tour (4) weeks. W. Sharp, stated he had given all Board Members a portion of the Cable T.V.
