Mayor Selfridge opened the meeting at 7:30 P.M, with the pledge to the flag.
G. Ansley made a motion to approve the agenda with the addition requested by
.T. Dement for an executive session for personnel from Water and Sewer Dept.
and W. Sharp has a few things on Streets and Sidewalks at the regular meeting.
Seconded by D. Lambert. Vote by. roll call. Sharp, aye; Latta, aye; King, aye;
Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no nays. Motion declared
carried.
G. Ansley made a motion to approve the minutes for August 29 and September 19,
1983 with the following corrections: August 29th, Page 5 (report on Tax Levy),
• the main part of the increase will be $51,050.00 ~ should have read_$.5~1~$.O0
August 29th, Page 4 (~inotion to advertise for bids- second paragraph), After
same discussion, D. Lambert rescinded her motion ~ should have read, rescinded
her second. Seconded by .T. King. Vote by roll call. Sharp, aye; Latta, aye;
King, aye; Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no nays. Motion
declared carried.
Mayor Selfridge read a letter from the Salvation Army Lt. Colanel Paisley
requesting permission to sell heir magazine,'"Christmas Char Cry", any two
days between November 1st anal December 2/+tli, 1983. After no objection from
the Board, 'Mayor Selfridge directed the Clerk to notify the Salvation Army
of, the approval.
Mayor Selfridge read a card from former Board Member, Lorin Robinson, who is
moving to California..
Mayor Selfridge reported he met with Arlo Simmons and Mary Latta to decide
on appointing a secretary to the ~1an Commission. They had Mary Latta in
mind for the post but due to her being a liaison from the Board to the Plan
Commission, they have to contact our attorney for a legal opinion.
Mayor Selfridge appointed Philip Bonelli for the replacement on the Plan
Commission.
Mayor Selfridge announced the Homecoming is this weekend, October 7th and
$th, and because the Mayor will be out of town, George Ansley will ride in
the parade in his place.

M. Latta reparted at the last Plan Commission meeting they ask for an up-date
on the Pheasant Chase punch list. The Plan Commission feels this is the only
way Pirst Pederal of Chicago will know the problems in the area. J. West
stated we can deny building permits on the vacant unimproved lots because
they do not have sidewalks, trees, or buffalo boxes on those lots. After much
discussion, J. Dement suggested we set up a date and have a meeting with the
department heads, J. West, W. Sharp, J. Dement and the engineer. The Board
directed J. West to set up a meeting to complete punch list on Pheasant Chase.
M. Latta stated each Board member received a report on the negotiations
between Mr. Olson and Administrator, J. West. The Board studied the report.
M. Latta made a motion to authorize J. West to have our legal department draft
an agreement between Mr. Olson and the Village of Plainfield, using the inform-
ation in the report. Seconded by J. Dement. Vote by roll call. Sharp, aye;
Latta,' aye; King, aye; Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no nays.
Motion declared carried.
M. Latta reported she and W. Sharp attended the Troy Township/5horewood
Economic Development Meeting at Shorewood Village Hall. They were very impressed
that the two governmental bodies are trying to work together. They had
Craig Hollister and. Associates at the meeting to explain the meaning of Economic
Development which is basically retaining businesses, getting new businesses.
~t is almost impossible to .get large new businesses to our communities, there
fore we should work closely with small businesses to draw them to our commun-
ities and this will create more jobs, money comes with industry. W. Sharp
stated they are faced with the same problems, Joliet edging out to them, they
alsv have sewer problems and this all proved to us we are all struggling for
the same thing.
M. Latta reported the amendment to the garbage license ordinance is at the
attorneys for drafting, we wall have it for our next Board Meeting.
Mayor Selfridge stated we will set up a Workshop date at the next. Board Meeting
to complete the Liquor Ordinance and alternatives for the many trucks we have
in the Village for garbage pick up.
J. King made a motion to approve Charles Krasuski as an Auxiliary Police Officer.
Seconded by G. Ansley. Vote by roll call. Sharp, aye; Latta, aye; King, aye;
Ansley, aye; Dement, aye; Lambert, aye.. 6 ayes, no nays. Motion. declared
carried.
J. King made a motion to close Plaza Drive, Saturday, October $, 1983 from
7:30 A.M. to 10:00 A.M. for Harnecoming. Seconded by G. Ansley. Vote by roll
ca11. Sharp, aye; Latta,aye; King, aye; Ansley, aye; Dement, aye; Lambert, aye.
6 ayes, no nays. Motion declared carried.

J. King stated an article in the Enterprise last week, titled, "Chili Lunch
to Benefit Police" was not authorized by the Board or Police Department.
This article stated the money will be used for medical bills for Police
Officers for unpaid claims from a bankrupted insurance company. We did have
an insurance company that went into bankruptcy but to date we have only
one (1) claim unpaid, but it is being processed.' Tn the article Plainfield
Police Department is not mentioned, we have no idea what Police Department is
going to benefit from this fund raiser.
D. Lambert gave a report on the "Monthly Activity Report" for the Ambulance
Service - 49 ambulance runs, response time ~- 1 minute, 6 seconds. E.S.D.A.-
Treasurer's Report.- Balanee July 31, 1983 - $696.87; Income $9,590.$5;
Expenses $$.345.41; balance August 31,,19$3 $1,942.31 plus Certificate of
Deposit $7,916.87 with a fatal of $9,.$59.1$. J. King stated, all Board Members
will receive reports from Ambulance Service and E.S.D.A. monthly.
8:00 P.M. Village Clerk opened the bids for snow plowing - 1983-19$4 season:

M. Latta made a motion the committee for the Streets and Sidewalks review
the bids for snow plowing and return to next Board Meeting with their findings.
Seconded by J. Dement. Vote by roll call. Sharp, aye; Latta, aye; King, aye;
Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no nays. Motion declared
carried.
The Village Clerk opened the bids for the sale of the three (3) squad cars:
Speicher & Gaylord Auto Wreckers, Plainfield, Illinois
2 - 1978 Ford LTD
1 - 1974 Buick LaSabre
Total Bid - $557.00
Patrick Baker, Lincolnwood, Illinois
3 - Squad cars - $400.00
G. Ansley made a motion to acknowledge receipt of the bids for sale of three
(3) squad cars. Seconded by J, King. Vote by roll call. Sharp, aye;
Latta, aye; King, aye; Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no
nays. Motion declared carried.
J. King made a matian to accept the bid from Speicher & Gaylord Auto Wreckers
at $567.00. Seconded by D. Lambert. Vote by tall call. Sharp, aye; Latta,
aye; King, aye; Ansley, aye; Dement, aye; Lambert, aye. 6 ayes, no nays.
Motion declared carried.
The Village Clerk opened the bids for the purchase of new squad cars:

Mayor Selfridge directed the bids be turned over to the Police Commissioner
and Captain Lantz for review and the Board can make a decision at the next
meeting.
W. Sharp made a motion to authorize J. West to advertise for bids to replace
47 squares of sidewalks in the Village to be opened at the October 17th meeting.

Ansley, aye; Dement, aye; Lambert, aye. 6 ayes,. no nays. Motion declared
carried.

W. Sharp made a motion to request J. West to prepare specs fora one (1)
ton dump truck with an $ ft. snow plow for Street Department. Seconded by
M. Latta. Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye;
Dement, aye; Lambert, aye. 6 ayes, no nays. Motion declared carried.
W. Sharp made a motion to have an ordinance drafted for no parking, to fulfill
the specs for no parking on Plaza and James Streets. Seconded by J. King.
Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement,
aye; Lambert, aye. 6 ayes, no nays. Motion declared carried.
W. Sharp made a motion to direct the attorney to compile an amendment to the
ordinance, no truck traffic on Michigan .Street from Rte. 126 to Naperville
Road. After much discussion, W. Sharp rescinded his motion.
G. Ansley made a motion to appropriate $12,000.00 from Motor Fuel Tax for
snow removal, as soon as specs are available. Seconded by J. Dement. Vote
by ro11 call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye;
Lambert, aye. 6 ayes, no nays: Motion declared carried.
,7. Dement presented the Board with a Communications Study for Water/Sewer and
Street Departments? prepared by John Danatiue. There was much discussion
between J. Donahue and the Board Members. on the quotes for equipment from
Wilson, Force, Motorola and Regency.
J. Dement made a motion to approve the quote from Raymar/Wilson for mobile
units for Water/Sewer and Street Departments. - 4 mobile radios @$1,720.00;
5 vehicle antennas @$125.00; 3 removable brackets @$17.85 ;5 external speakers
@$43,$0, installation @$80.00; Warranty - 1 year limited; delivery time -
2 days; Total package - $1,9$6.65. Seconded by D, Lambert. Vote by roll call.

W. Sharp requested Cable T.V. be added to the agenda. Also he announced there
will be a Calile T,V. Meeting, Wednesday, October 5, 1983 at 7:30 P.M.

each department) will provide a job description and salary 1eve1 for their
department employees, at the next Board Meeting, October 17, 1983. Seconded
