Regular Meeting
DATE: August 15, 1983 AT: Village Hall
MEMBERS OF BOARD PRESENT: Mayor Selfridge, G. Ansley, d. Dement, D. Lambert,
M. Latta, W. Sharp, d. King was absent.
QTHERS PRESENT: Village Administrator-d. West, Village Clerk-V. Krnac,
Attorney-d. Harvey, Lt. Lantz, d. Watson.
Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag, and
a moment of silent prayer for Mayor doe Hartong from New Lenox who passed away.
G. Ansley made a motion to approve the agenda with the addition of an executive
session on personnel at the request of D. Lambert. Also, M. Latta requested a dis-
cussion an an ordinance establishing a loading zone on Lockport Street. Seconded
by D. Lambert. Vote by roll call. Ansley, aye; Sharp, aye. Five ayes, no nays.
Motion declared. carried.
G. Ansley made a motion to approve current invoices for payment. Seconded by
W. Sharp. Vote by roll call. Ansley, aye; Dement, aye; Lambert, aye; Latta,
aye; Sharp, aye. Five ayes, no nays. Motion declared carried.
Mayor Selfridge announced the September 5th board meeting will be rescheduled to
August 29, 1983.
M. Latta made a motion to approve Ordinance ~~1052 establishing a loading zone at
612 Lockport Street. Seconded by W. Sharp. Vote by roll call. Ansley, aye;
Dement, aye; Lambert, aye; Latta, aye; Sharp, aye. Five ayes, na nays. Motion
declared carried.
Mayor Selfridge stated the loading sign is an order and the curbs maybe painted.
M. Latta reported the ordinance increasing the garbage licenses from four to five
will be presented at the next board meeting.
Mayor Selfridge scheduled a Workshop on Facility Flan and if time permitted,the
Liquor Ord.~lednesday, August 24th at 6:30 p.m.
Attorney d. Harvey stated he has reviewed the pending ordinance on Cable T.V. and
has given 20 pages of the ordinance to d. Dement for review of the Committee, it
is basically the form of the New Lenox ordinance with same changes and additions.
There is the issue of someone being designated as an over-seer of construction,
who ever that person will be, should be determined.

Generally, it is a good form. The Route 126 and 59 ordinance should wait until
the improvements are completed or until we know the completion date.. Attorney
Harvey stated he could not find an agreement between the Village and Township
on the Township garage an Lockport Street. There was much discussion, should the
Emergency Services disband, who should claim ownership of garage. The Village
contributed (as per Attorney Harvey) between $6,$00.00 and $7,200.00. G, Ansley
stated he was quite sure the Village contributed $7,500.00 and the Township con-
tributed $7,500.00. Mayor Selfridge asked Marilyn Gehrke (a member of the Town-
ship Board) to contact her Board requesting a letter be sent to Village Board.
D. Lambert reported the Police Dept. 3.s sending James Ma~u~er and Greg Chapman to
class for relicensing the operation of the Breath Test device~no charge involved.
September 21, 19'$3, Edward Bennett will attend class October 27, 1983, both
classes at Oak Brook Police Dept. Danny Offerman will be attending an accident
investigation class of reconstruction September 12, 1983 at na cost to Village.
D, Lambert made a motion to send .Steve Byland Aux. Police Officex', to mandatory
24 hour gun school ~- September 13th,, 15th, 17th, and 24th at District 2 - Elgin,
Illinois ;cost $60.00. Seconded by J. Dement, Vote by roll call. Ansley, aye;
Dement, aye; Lambert, aye; Latta, aye; Sharp, aye. Five ayes, no nays. Motion
declared carried,
D. Lambert read a thank you from Lt. Lantz to Walt Carlton, Officer Bostanche,
Craig [Jagner, Sam Reichart and Roger Lantz donating their time to dismantle and
convert one of our squad cars to a K--9 Unit,
J,. Watson gave a check to the Board for the Emergency Siren Fund of $50.00 from
'Marne Posh 13,
T, Watson reported he has been in contact with Frank Kehoe; Fulton Contractors of
Roselle, Illinois in regard to siren warning system in Plainfield Township.
Mr. .Kehoe worked out a system of placing sirens at Louis Joliet Mall. and Penn Road
which would cover approximately 95% of the Plainfield Townships area. The
estimated cost per siren was $24,540,00. J. Watson stated he has sent letters to
all organizations within Plainfield Township, this project should be through service
organizations.
W. Sharp read three (3) quotes for 14 tires, installed and balanced:
Midway (Kelly Spring field) $$2b.90
Goodyear $895.10
Joe's Standard (Dunlap) $914.00
W. Sharp made a motion to approve the quote of Joe's Standard, for 14 Dunlap tires
installed and balanced at the $914.00 for street, Water and Sewer Dept. Seconded
by M, Latta. Vote by roll call. Ansley, aye; Dement, aye; Lambert, aye; Latta,
aye; Sharp, aye. five ayes, no nays. Motion declared carried.

W. Sharp trade a motion to hire Willie Harris at $417.00 to do the welding repairs
an the snow plow and this work must be done in his shop. Seconded by D. Lambert.
Vote by roll call. Ansley, aye; Dement, aye; Lambert, aye; Latta, aye; Sharp,
aye. Five ayes, no nays. Motion declared carried.
W. Sharp stated he would like to let bids for snow plowing. The Board directed
J, West to write up specs and put them out for bids.
J. West stated we already have bids for street salt and some are priced lower than
last year.'
W. Sharp reported Ottawa Street from Route 59 to River Road and Commercial Street
are tared and all the catch basins. are cleaned and flushed through out the Village.
We have a problem. at the cornor of Des Plaines and 126, a drainage problem, it
could be a State problem, they are looking into it. The cornor of Lockport and
Eastern are under emergency measures. We had to have two new catch basins, they
are completed execpt far final cement at a cost of $3,900.00, work done by
Hintze Bras.
W. Sharp made a motion to remove and replace three squares of sidewalk and curb
ajectent to inlet on Union Street west of Route 59. Work to be done by Hintze
Bros.. cast $7.,.200.00. Seconded by M. Latta, Vote by roll ca11. Ansley, aye;
Dement, aye; Lambert, aye; Latta, aye; Sharp, aye.
W. Sharp reported an addition in the ,lames Street Project. We have included
new sidewalk on the East side of James Street at a cost of $1,713.00. James Street
should be completed with the black top by the end of the week.
'The Plaza Drive Project, the Federal and State inspectors suggested we install a
sidewalk on the East side of Route 59 from infront of the Cementary to Parks Bras.
entrance. Cost will be Federal Funded 70% - 30%. We must get permission from
the Cemetary Board.
W. Sharp made a motion to authorize the Mayor to execute an agreement with the
Cemetary Board, that the Village may install sidewalks on the East side of Route
59 West of their fence, that agreement should hold harmless, Village must maintain
agreement subject to approval of our legal staff. Seconded by M. Latta. Vote by
roll call. Ansley, aye; Dement, aye; Lambert, aye; Latta, aye; Sharp, aye. Five

- Suggested we could cut size of plant or re-engineer the plant, come up
with the plant less costly.
- G. Ansley discussed his plan with the engineer.
We have received a response from the engineer requesting another Workshop, and we
have scheduled it for August 24th.
J. Dement reported on the televising by National Power Rodding on Eastern Ave. of
the sanitary sewer.
- Basements have backed up.
- The company provided the Village with pictures of the televising.
- They have stated the percentage of infiltration, gallons per day.
- They did televise under the tracks to the lift station and that looked good.
T They can repair at the joints, but we should address the point at two service
entrances that can not be sealed.
- There are areas that can not be fixed with groating.
- Groating will eleminate 85 to 90 percent of the infiltration with the groating
process, then we must decide if it would be cost efficent to:.eleminate the
remaining infiltration.
The area near the railroad tracks has a tendinacy to cave-in when it was
dug in the past,
The company will come and show us the vidio tape on our request.
Pumps are running almost constantly when we have heavy rains and our lift
station over works,
The cost would be 8 to 9 thousand dollars, pressure testing, leaking and
groating.
Cracked tiles can cause cave-ins.
H. Countryman stated the areas where he thinks the cracks ark-the lines are
very deep..
J. Dement suggested we get back to the company that did the televising and get
more information and then decide how far we want to go, Mayor stated his main
concern is the nursing home and the school, G. Ansley agreed we need more infor-
mation from the company and we must have the information verified.
d, Dement reported the man-hole north of the drive~in at the Sank is ready to cave
in. Tt is a value for our water lines. Today we had Hintze Bros. give us an
estimate of $1,200,00 to repair man hole.
d. Dement made a motion to approve Hintze Bros. bid of $1,200.00 to repair the
manhole on Illinois Street north of the Bank drive-in. Seconded by W. Sharp.

J. Dement reported the 1974 pick up that was just repaired from the
flood damage-,the transmission went out on it this afternoon. We
hope the insurance will take care of that.
J. Dement reported Glenn Kinley has completed the wiring on the
"Welcome to Plainfield'" sign on Route 59 in front of the Pride Gas
Station.
Mayor Selfridge directed the Clerk to send thank you letters"to Mr.
Kinley for his work on the szgn and Mr. Hughes, President of Pride
Petrolum for donating the electricity to light the sign,
G. Ansley made a motion to send the Village Clerk to Clerk's School
in Urbana, Illinois, October 24-28, 1983 at a cost of $442.25 plus
travel expense. Seconded by W. Sharp. Vote by roll call. Ansley,
aye; Dement, aye; Lambert, aye; Latta, aye; Sharp, aye. Five ayes,
no nays. Motion declared carried.
G. Ansley stated there is no treasurer's report.
W. Sharp reported Firestone has signed a contract for Super-value
building and will start operations September 1st full operations
October 1, 1983. They will hire approximately 15 to 20 employees.
Mostly ware house operations. Mayor Selfridge stated our
appreciation should go to Jim West for his many hours he spent
getting this company into our area. Mayor Selfridge directed the
.Clerk to write a letter of welcome to Mr. Richard Cornyrea,
Regional Warehouse Manager, Firestone Corp.
W. Sharp announced the meeting between the Village and Whispering
Creek developer, will be August 29th at 1:00 p.m. in the Village Hall.
G. Ansley stated since Attorney J. Harvey was kind enough to bring
a copy of the "Open Meeting Act" for each Board Member, it is our
obligation to read it, so we do not do anything illegal.
On motion meeting adjourned at 9:20 p.m. to executive session,
regular meeting not to reconvene.
