PLAINFIELD VILLAGE BOARD OF TRUSTEES
Regular Meeting

MEMBERS OF BOARD PRESENT: Mayor Selfridge, W. Sharp, M. Latta, J. King, G. Ansley
J. Dement, D. Lambert'-was absent.
OTHERS PRESENT: Village Administrator-J. West, Village Clerk-V. Krnac, Lt. Lantz,
J. Watson.
Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the .flag.
G. Ansley made a motion to approve the agenda with the addition of an executive
session on personnel at the request of Mayor Selfridge and J. King. Seconded by
J. King. Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye;
Dement, aye. five ayes, no nays. Motion declared carried.
W. Sharp made a motion to approve the minutes of meetings June 6th, July 5th, and
. July 18, 1983 with correction in minutes of June 27, 1983-page four date of fiscal
year ending July 1, 1983, should have read June 30, 1984 and correction minutes of
July 18, 1983-page two second paragraph-Street west of T1linois 59 will be re-
designated Illinois 126. Should have read, Street west of Illinois 59 will be
dedesignated Illinois 126. Seconded by M. Latta. Vote by roll call. Sharp, aye;
Latta, aye; King, pass; Ansley, aye; Dement, aye. four ayes, I pass. Motion
declared carried.
M. Latta read a letter from Village Planner, Ann Hintze reporting to Arlo Simmons,
Plan commission chairman, on her visit to First .Federal of Chicago, the present
owners of approximately 33 lots in Pheasant Chase Subdivision. Pheasant Chase is
not one of their priority. She stated, we are going to have to play hard ball
with them to get their attention, make moxe phone calls and be more vocal. We
may have to compromise on our demands, depending on the opinion of our attorneys,
but I am confident it_ is time to get something moving before it rains again. The
Pheasant Chase homeowners plan to be at the Plan Commission meeting this Tuesday.
They may be able to play an active roll in accomplishing the completion of this
subdivision. M. Latta read a not tc J. West from A. Hintze, asking J. West to

of Pheasant Chase did attend the Plan Commission meeting. Then she read a letter
from A. Hintze to J. West dated July 30, 19$3. After discussing this with the
homeowners, it was recommended an updated punch list be prepared by the Village
Engineer and be reviewed at the Flan Commission meeting of August 9th or 23rd
with residents of Pheasant Chase present prior to submitting it to First Federal.

The Board discussed Ordinance #769 on Scavengers and Garbage Licenses, which states
there shall be only four licenses for this service. There have been five Zicenses
issued for the past three years. G. Ansley stated if there has been five issued,
we can amend the ordinance to five licenses. M. Latta made a motion to direct
the clerk to write letters to each garbage service stating they must comply with
the ordinance and supply the. village with a certificate of insurance and a

performance bond by 30th of August or they are subject/ipenilty or licenses may
be revoked. A copy of Ordinance to accompany each letter. Seconded by W. Sharp.
Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye.
Five ayes, no nays. Motion declared carried.
M. Latta made a motion to amend Ordinance #769 section 4-2a-1, from four garbage
and scavenger licenses to five Licenses. Seconded by J. Dement. vote by roll
call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye. Five ayes, no
nays. Motion declared carried.
The Board discussed the status of ordinances and agreements known to be at the
attorneys for work:
- Cable TV. Ordinance
- ESDA (Reso1. Twp. garage)
- koute 126/59 turning Ord.
- No Parking space on Lockport St.
- Agreement with Mr. Olson/Ash Dome
Mayor directed J. West to contact the attorneys and ask for an update on these
ordinances.
M. Latta reported on a letter from I1Linois Citizens' Animal Welfare League, who
are concerned about steel jaw leg hold traps, to trap animals. After some
discussion, Lt. Lantz stated there are State Fish and Game laws that outlaw certain
traps and he does not feel we have a problem at this time.
Mayor Selfridge announced there will be a Workshop on revamping the Achollc
Beverage Ordinance Wednesday, August 3, 1983 at 6:30 p.m.
J. King made a motion to acknowledge and accept the receipt of the resignation
of Neil Morris from the Ambulance and Captain of squad in Emergency Services, but
will continue as an auxiliary member of Emergency Services. Seconded by M. Latta.

W, Sharp reported a final inspection by a Federal Inspect~zori on. Plaza Drive
was done Monday, July 25, 1983. Tt will be accepted after two corrections are
made. -(1) a lzp on Route 59 infront of Parks Bros, Store that was not properly
engineered, it has a drop off of approximatily 6", which is being corrected.
(2) another exception at the fill area where water would run down into the creek,
th.zs was minor and is being corrected. The project was approved by the Federal
and State, with these minar corrections, Plaza will be complete.
W. Sharp reported on James .street progress. Thursday of this week the curb
contractor should start on the curbs from Ottawa Street to Route 30. It looks
like by;~~end of next week they should have the fzrst black top on the street.
Estimated time of completion, barring Long periods of .bad weather, should be
six to seven weeks. Street will open for traffic within next two weeks.
W. Sharp read some bids on 14 tires for the Water, Sewer and Street Departments.
Due to the bids being incomplete, not giving brands of tires, the .Board directed
the W. Sharp to get some quotes from Plainfield businesses.
G. Ansley stated we have allowed $2,500.00 in the approciation for sidewaXk§ and
if we are going to do any this year we should do them while the weather is good.
The Board directed J. West and R. Miller to compile a list of sidewalks and street
repairs.
J. Dement reported on the Flood damage at the sewer plant. The 1974 Ford truck
has been worked on, but not working. We think the dump truck is totaled. He
stated eight of the drying beds will have to be replaced at a cost of approximately
$19,aoo.oo.
J. Dement stated we must decide what we are going. to do on our Facility Plan. We
need to have a Workshop on Facility Plan, it is very important we do something
as soon as possible. Mayor Selfridge suggested as long as this is so .important
we can devote Wednesday, August 3rd, Workshop to the Facility Plan and if we have
time we will devote some time to the Liquor prdinance.
J. Dement reported the repairs from water damage at the Village Ha11 have been
campXeted and are covered by insurance.
J. Dement reported an a letter received by the Village from Thomas Hughes, President
of Fri de PetroXeum Co.,Inc. 1n his letter Mr. Hughes stdted the Village has a
very attractive "Welcome to Plainfield" sign at the intersection of Renwick Road
and Route 59. He indicated he would be willing to pay the electric bill for the
lighting of the sign if the village of Plainfield would supply the fixtures and
cost of installing a light to illuminate the sign.

J. Dement made a motion to accept Mr. Hughes offer and install the lights on the
"Welco~e to Plainfield" sign at the Pride Station at Renwick Road and Route 59
and -they. will cover cost of electricity. Seconded by J. King. Vote by roll call.

J. Dement. gave an up date on Cable T.V.-ordinance at attorneys office for work.
We have talked with Joyce Cable, we will talk with T.C.I. Wednesday night.
G. Ansley reported on the meeting last week with EPA. Prior to this meeting
I talked with .State Representative Dennis Hassert and Gary Cable about my proposal
concerning the sewage treatment plant. They arranged with the EPA to meet with
me Last Tuesday. The gentelman from EPA was Charles Van Faulkenberg, engineer,
who signs all the individual permits, but he also brought his permit engineer
who approves all the new plans with him. We toured the sewer plant, lift
station, and we gave them a complete report, what we have done to date, to try
to elimanite the surface water including a plan to elimanite some of the surface
water on Eastern Ave. My proposal was to size the pipe going into `a pond and
then when the infultration went down it would automaticly pump through the
sewer plant and we would not have to by pass any water, we stay current with all
regulations. My hopes were that we would get. funding far a pilot plant. There
. are no funds available at this time. Before any funding comes from the govt.
there has to be a back-up system put into the existing plant. We were told
we can use our existing pond, we don't have to build another. Saving us about
$250,000. They are willing to work with us in every way possible. We can
send our engineers to them and they will instruct them. I have a good feeling
we can get by much cheaper than we originally thought, which was 6.8 millian
and our share was 1.875 millian and the way it looks we may be able to get by
with about 10a of that, depending how far we want to go. The people from EPA
were very impressed with what we have done, and they suggest we keep our
Facility Plan up to date, we are not on the restrictive list. This is the first
time these people of this stature have ever come out to a city or village.
W. Sharp made a motion the Village send a letter to Opportunity Homes, Fred A.
Hintze, Treasurer, that we have approved the following:
A. Authorize the Village Engineer to work wi th Mr. Hintze developing
facility and annexation plans.
B. Submit these plans to the Plan Commission for review and final submission
to the Village Board.
C. Notify the Plan Commission, Mr. Hintze; and the Village Engineer o.f thin
procedure.
NOTE: Mr. Hintze has agreed to pay for all engineering and legal fees incurred.

W. Sharp made a motion to direct J. west to write a .letter to Jane Van Harn
requesting some oil be poured an the property at the rear of Plainfield Plaza
'(her property) due to the dust from delivery trucks. Seconded by J. King. Vote
by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye; Dement, aye. Five
ayes, na nays. Motion declared carried.
Joe Talirica, Wa11 County E.S.D:A. announced Small Business Administration is
setting up an office at Shorewood Village Hall Thursday and Friday August 4th and
5th, from 10:00 a.m. to 7:00 p.m.to provide low interest loans to the recent flood
V2CtumS.
We will resume the meeting after executive session.
At 9:10 p.m. recessed to executive session.

J. King made a motion inview of the fact we have received correspondance today
from Mrs. Wilkerson and her attorney, we are directing our attorney to respond
to these letters. Seconded by .7. Dement. Sharp, aye; Latta aye; King, aye;
Ansley, aye; Dement, aye. Five ayes, no nays. Motion declared carried.

meeting and that she turn in her keys to the Village Administrator tonight.

J. King made a motion to set Sergerant Deering salary at $20,500.00 per year

declared carried. \
J. King made a motion. to hire. Brent pods a~ a fu)l time ambulance attendant are the
recommendation of Jahn Watson, at a salary of $200.00 per week. Seconded by
J. Dement. Vote by roll call. Sharp, aye; Latta, aye; King, aye; Ansley, aye;
Dement, aye. Five ayes, no nays. Motion declared carried.
