Latta, G: Ansley, J. King D. Lambert, W. Sharp. OTHERS PRESENT: Village Administrator - J. West, Village Clerk - V. Krnac, Lt. Lantz, Attorneys - R. Buck and J. Harvey. Mayor Selfridge opened the meeting at 7:3~ p.m. with the pledge to the flag. J. King made a motion to approve the agenda with the following additions: J. King requested an executive session on personnel; M. Latta requested a discussion on on the status of the Large property at the cornor of Willow Drive West and Sunshine Circle; J. Dement, executive session on Pheasant Chase punch list; W. Sharp, an executive session on Streets & Sidewalk Dept. Superintendent. Seconded by W. Sharp. Vote by roll call. Dement, aye; Latta, aye; Ansley, aye; King, aye; Lambert, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried. Mayor stated the meeting will reconvene after the executive session. W. Motion declared carried. G. Ansley made a motion to acknowledge receipt of the Treasurer's Report. Seconded by D. Lambert. Vote by roll call. Mayor Selfridge commended Doug and Dawn Almon and all the Plainfield people who worked so hard to make Plainfield Fest such a success. Mayor Selfridge directed the Clerk to send a letter of appreciation to the Almons. M. Latta made a motion to acknowledge receipt of the Plan Commission Report on Case #2561C and Illinois 59 and Illinois 126 intersection improvements. Seconded by J. Dement. Vote by roll call. Latta read the Plan Commission Report on the County Case #2561C, a 4 acre parcel on the west frontage road of 2-55, immediately west of Skelly Truck Stop. The zoning is County C-2 which permits commercial enterprises. A special use permit has been requested for package liquor sales and for liquor as an ancillary use in a restaurant. M. Latta made a motion to concurr with the Plan Commission recommendation to object to the proposed special use permit on County Case #2561C, from County C-2 PLAINFIELD VILLAGE BOARD OF TRUSTEES Regular Meeting July 18, 1983 Page two. to package liquor sales. And this objection shall be Resolution #826 and will be filed with the Caunty of Will. Seconded by W. Sharp. Vote by roll call. Latta read the Plan Commission Report on T1linois 126 and Illinois 59 intersection improvements. Illinois Dept. of Transporation requested the Village of Plainfield to consider changing grdinance #981 which prohibts left turns from northbound Illinois 59 to westbound Illinois 126. The State of Illinois is making sufficient improvements to the intersection to allow left turns from northbound Illinois 59 traffic to westbound Illinois 126. Main Street west of Illinois 59 will be redesignated Tllinais 126 and Lockport Street west of Illinois 59 will be ~ Illinois 125. Latta reported Herb Bayer has served on the Plan Commission far 20 years, from June 25, 1963 to July 12, 1983, he is continuing to serve and should be congratulated. J. King stated he would like to acknowledge receipt of a donation from Wally Boughton of 3800 pounds of gravel for the K-9 field. J. King made a motion to increase the clothing allowance for full-time Police Officers from $150.00 to $200.00 per year. Seconded by D. Lambert. Vote by roll call. Lambert acknowledged receipt of $50.00 donation to ESDA from Local Lodge #536 to be entered into the fund for the siren warning system. D. Lambert reported Emergency Services made 44 runs, response time - 1 min. Balance as of May 31, 1983 was $968.63; income $9255.00 from Fire District and services; expenditures were $5420.'74 - balance $4802.$8. ESDA was involved in the sand bagging and rescues during the flood of July 2nd and 3rd. D. Lambert made a motion to accept the resignation of Dwayne Wilkerson, (who is leaving for the Army) from Communications effective July 30, 1983 and Police Dept. effective August 28, 1983. Sharp reported concrete curbs has been poured on James Street and the PLAINF'TELD VILLAGE BQARD QF' TRUSTEES Regular Meeting July 18, 1983 Page three. first coat of black top has been poured on Ottawa Street. There is still a problem with the original curbs and gutters. The new contractor is doing an eaccellaht jab. J. West reported the gas lines were identified as being 18" to 24" below ground level and they are only 4" to 8" below ground level. We had 2 breaks today, this will slow up progz'ess until the gas company lowers their lines. W. Sharp reported the final July 26, 1983. The dumpster for the flood w. sharp stated we have two Willy G. Harris Jolly welding inspection on Plaza Drive by IDOT will be lebris was a success. (2) quotes for repairs on the Street Dept. truck: - $207.75 - 560.00 W. Sharp made a motion to approve the quote from Willy G. Harris to repair the Street Dept. truck boat at $2D7.75, Seconded by G. Ansley, Vote by roll call. Bement reported an-~update on the flood damage at the Sewer Plant, (fence, trucks, pumps and drying beds). One drying bed can be repaired by our personnel, the other 8 will have to be replaced with clean sand. This was determined by one of our engineers, Ajit Singh/Deuchler Associates. We have the 1974 truck back in working condition at approximate cost of $800.00. We are working with the insurance company on all damages. We do not have a total figure on the damages altho we should have an estimate within the next two (2) weeks. We will use Mark Stewart (new employee) on vehicle maintenance. J. Dement reported Eastern Avenue has been televised and it appears there is extensive sewer file leakage from cracked tiles. The company televising will present us with a vidio copy and snapshots sa we can see the actual damage. We are waiting for the final report. J. Dement reported new employee ,Markl..Stdwart; is on the job and is warking out quite well but Paul Morris quit. We are continuing to look for employees for the Water and Sewer Dept. J. Dement reported J. West sent out a directive to communications on operational procedures for emergencies. G. Ansley reported he has put together a plan to avoid any increase in taxes. This would take care of excess infiltration at the Sewer Plant. The Plant is ...now working at 30~ of it's capicity. He has been in contact with EPA in Springfield. The permits engineer will meetwith us to get the approval for a pilot plant in Plainfield. If we receive the approval from EPA, then we will go the Federal level for approval. we are working for a pilot plant in Plainfield for this idea. We should know more by our next meeting. West. to hire part-time employees, as needed, for the Office, Street, Water and Sewer Departments. Seconded by J. Dement. Vote by roll call. Latta inquired the status on Large's property at cornor of Sunshine Circle and Willow Drive West. Lt. Lantz stated, they have been served with violation and their court date is August 2, 1983 to answer why they dug the hole on the ,.,,,~ property without a'b.uilding permit. There was much discussion from [~--ispering Creek residents in audience, in reference to the hole in ground and weeds on undeveloped property. Dawn and Doug Almon were at the Bvard Meeting to thank the Village Board, Lt. Lantz and the Police Dept. and Emergency Services for their cooperation and hard work for Plainfield Fest. At 8:50 p.m. recessed to executive session. At 11.01 p.m. resumed regular meeting. J. King made a motion to promote Tom Deering to Sergeant in charge of Communica- tions, his pay to be established by next meeting. Seconded by D. Lambert. Vote by roll call. Mahon declared carried. • J. Dement made a motion to stop issuing building permits in Pheasant Chase Subdivision an all the lots that First Federal of Chicago owns, until the punch list has been brought up to date. Dement made a motion to have a judgement and lein filed on any lots owned by individuals and also those owned by First Federal of Chicago in Pheasant Chase Subdivision, for any expense incurred by the Village such as weed cutting.
