Regular Meeting

MEMBERS OF THE BOARD PRESENT: Mayor Selfridge, D. Lambert, J. Dement, G. Ansley, J.
King, M. Latta, W. Sharp.
OTHERS PRESENT: Village Administrator _ J. West, Village Clerk, V.
Krnac, Lt. Lantz, H. Countryman.
Mayor Selfridge opened the meeting at 7:30 p.m. with the pledge to the flag.
The agenda was approved with the following additions: Mayor Selfridge and J. Dement
requested an Executive Session on personnel in the Street, Police and Water & Sewer
Departments. W. Sharp requested leading zoning on Lockport Street, Approved by a
unanimous decision.
G. Ansley made a motion to approve the minutes of .Tune 27, 1983, with the correction
of a motion to hire a part-time dispatcher (page 3); M. Latta voted nay. Seconded
by J. King. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye; King, aye;
Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
Mayor Selfridge requested approval to place two (2) dumpsters in the parking lot at
the rear of the Village Hall for the residents who had flood damage from the storm an
Friday, July 1, 1983.
G. Ansley made a motion to contact A-Way Disposal to place two (2) dumpsters at the
rear of the Village Hall for mid-summer clean-up at $80.00 per dumpster. Seconded by
J. Dement. Vote by roll call. Lambert, aye; Dement, aye; Ansley, aye; King, aye;
Latta, aye; Sharp, aye. 6 ayes, no nays. Motion declared carried.
M, Latta reported a Notice of Ordinance Violation, #82-2854 dated 12-15-82, served to
Kin-Ko Ace Hardware and Patal's Liquors. They were given 90 days to correct the vio-
lation. On February 7, 1983, they were given an extension to July 1, 1983. As of
June 30, 1983, the violation has been corrected.
W. Sharp reported we have a Maintenance Bond from Davis Concrete Construction Company
on the sidewalk maintenance on Plaza Drive and James Street.
W. Sharp read a letter from Jane VanHorn in reference to parking spaces in the shop-
ping center lot at Plaza Drive and Rt. 59. She agreed to the elimination of three (3)
parking spaces on the southwest corner of the parking lot and gave permission to the
Village to remove the stripping and to paint no parking as required.
w. Sharp reported the problems on James Street; the concrete contractor was hung-up
for about 2~ weeks. As of today (June 27, 1983) there is a new sub-contractor on the
job, Columba Inc, of Crest Hill.
W. Sharp reported the Street Department is in need of tires on the pick-up truck„ The
1975 GMC truck is rusting badly on the tailgate and box, A quote was received for re-
pairs in the amount of $207.75. W. Sharp will get more quotes for the tires and re-
pairs.

w. Sharp made a motion to instruct the attorney to amend our ordinance for the re-
quest from Richard Krohn for a no parking/loading zone for no more than ZO feet in
front of the business at 612 Lockport Street.. Seconded by M. Latta. Vote by roll
call. Lambert, aye; Dement, aye; Ansley, aye; King, aye; ~,atta, aye; Sharp, aye.
6 ayes, na nays. Motion declared carried.
J. Dement reported on flood damage aver the weekend. Part of 'the sewer plant was
flooded, three trucks were under water, two sump pumps that drain our drying beds
were under water, 250 feet of cyclone fence ripped out, nine drying beds were dam-
aged. J. Dement stated he appreciated the effort of H. Countryman and his staff in
the emergency. The men had to use a canoe to get to the sewer plant Saturday morn-
ing. J. Dement stated -- If ever we have an emergency again, the Sewer Department
must be notified. we must take preventative action. The Mayor suggested the Police
Department should watch for emergencies also. The Sewer Department should be con-
tacted by telephone. J. Dement will check the Policy Manual for procedure in an e-
mergency and get back to the Berard at the next meeting.
J. Dement reported the lift station an Eastern Avenue was check and appeared to be
operating correctly, 'Ihe James Street lift station was at high water limit, which
caused the 3,500 gallon pump to run almost continuously far 2 or 3 days. Also, the
barmintor has not been working properly.
J. Dement reported many of the residences in Pheasant Chase had water in their base-
ments. J. Dement suggested no building permits be issued in Pheasant Chase, and if
any expenses were incurred by the Village to correct the problem, it should be
applied to title of ownership.
J. Dement made a motion to direct J. West to contact our attorney and engineer to
see what direction we can take to correct the problems in Pheasant Chase; Can we stop
all building permits? Seconded by W. Sharp. Vote by roll call. Lambert, aye;
Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no nays. Motion
declared carried.
J. Watson stated he would like to publicly thank all the ESDA personnel for all their
hard work in the flood emergency this past weekend. It was a freak flood.
G. Ansley reported Time Insurance (our new insurance carrier) donated to the Village
a battery-operated wall clock. Agent Dean Case will deliver the clock.
G. Ansley made a motion to hire Dave Countryman at $4.00/hour on a part-time basis
to help clean-up the sewer plant. Seconded by D. Lambert. Vote by roll call. Lam-
bert, aye; Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye. 6 ayes, no
nays.. Motion declared carried.
J. Dement reported the Cable T.V. Committee is looking at an ordinance similar to the
ordinance New Lenox has and our attorney is going over it to see if it is acceptable
for Plainfield.. Appointments have been .made to visit Cable T.V, companies who are
interested in Plainfield.

A resident fr~n Whispering Creek inquired about what is being done about the hole
on Large's property at the corner of Sunshine Circle and Willow Drive West. Lt.
Lantz stated he talked to Mrs. Large and her attorney. Their intentions were to fi11,.-
it in this past weekend, but due to the heavy rains, it was impossible. As soon as
it drys off they promise to fill it in. Lt. Lantz reported papers have been served
on the owners of property on Indian Boundaryline Road where the foundation is. No-
tice of Violation has been issued for the weeds on vacant lots. and around the pond
in Whispering Creek. Another resident reported there was flooding at the end of
Penn Road.
At $:30 p.m „ the Board went into Executive Session.
At 10:10 p.m., the Board reconvened the meeting.
J. Dement made a motion to hire Paul Morris to work part--time in the Water & Sewer
Department to cut grass when needed; and. Mark Stewart to work part-time on a six
month probationary period, which after that time his position will be evaluated.
This hiring will only be after these two gentlemEn are interviewed by the Mayor,
Administrator and Trustee in charge of personnel. Seconded by W. Sharp. Vote by
roll call. Lambert, aye; Dement, aye; Ansley, aye; King, aye; Latta, aye; Sharp, aye.
6 ayes, no nays. Motion declared carried.
On motion, the meeting adjourned at 10:13 p.m.
