Sharp, D. Gullicksen, J. Dement, .7. Peterson. J. Bootz was absent. OTHERS PRESENT: M. Pusinelli - Administrator V. Iirnac - Village Clerk J. Harvey - Attorney D. Bennett - Chief Mayor Latta opened the meeting at 7:30 p.m. with the pledge to the f lag . Roll call was taken. J. Bootz was absent. W. Sharp moved to approve the New/Old Business Section of the Agenda. Seconded by D. Gullicksen. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta read the Consent Agenda. D. Gullicksen moved to approve the Consent Agenda. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta announced the Workshop scheduled for December 22, 1986 has been cancelled. M. Pusinelli reported we have adverta.sed fox a clerk/typist. Fifty-three (53) applications were received, seven (7) were selected to be interviewed, five (5) people were interviewed due to two (2) cancellations. Following our interviews, we are recommending Larissa Pehlke be hired as the Village's Clerk/Typist at the rate of $4.75 per hour effective December l6, 1986. Total of $10,400.00 out of $37,200.00 was budgeted in Administration Department Account No. 01--04-104. Currently Miss. Pehlke is employed by Genie Temporary Service and has been working in the Plainfield Village Ha11 as Clerk/Typist since October 23, 1985.. Per section 4.8 of the Vi11.age's Personnel Rules & Regulations, Miss. Pehlke would be a probationary employee for a period of six (6) months. s PLAINFTELD VILLAGE BOARD OF TRUSTEES December 15, 1986 Page Two D. Gullicksen moved the Village hire Larissa Pehlke as a full-time Clerk/Typist at the rate of $4.75 per hour effective Tuesday, December 16, 1986. Seconded by K. Callanan. Voice vote. 5 yes, 0 no. Motion carried. M. Pusinelli reported the Village advertised for apart-time Planner in several local newspapers; T1linois City Management Association's Newsletter and the placement offices of seven Chicago area universities. We received a total of 39 applications and seven (7) persons were interviewed by President Latta, Trustee Gullicksen, Plan Commission Chairman Simmons and M. Pusinelli. Total of $17,900.00 has been budgeted which could be utilized for a Part-Time Planner. It"s the recommen- dation of President Latta, Trustee Gullicksen, Plan Commission Chairman Simmons and M. Pusinelli that April Richards be hired as Part-Time Planner. Tn addition, it is recommended that she be paid $20.00 per hour and that she average no more than 16 hours per week. After some questions from the Board, M. Pusinelli stated Ms. Richards has her own vehicle. There will be no transportation time or mileage charged to the Village. She plans on coming into the Village Hall at 1:00 p.m. on Tuesday and then working through the Plan Commission Meeting on Tuesday Evening. Then she will probably came in one (1) other day each week to do whatever she is assigned to do. One week it may be eight (8) hours, the next week it could be more than 16 hours but the idea is to average 16 hours per week. She will be assigned specific projects and she will be asked questions from the public and we will direct planning related questions to her. D. Gullicksen moved to hire April Richards on a part-time basis, average of 16 hours per week at $20.00 per hour. Seconded by K. Callanan. Vote by roll call. Callanan, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, 0 no. Motion carried. .T. Dement. moved to adopt Ordinnace No. 1120, An Ordinance Authorizing A Lease Agreement With Plainfield Historical Society (2 year lease agreement). Seconded by D. Gullicksen. Vote by roll call. Callanan, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, O no. Motion carried. W. Sharp moved to adopt Resolution No. 872, Motor Fuel Tax for Snow Removal to appropriate the sum of $28,585.00 for the State's Fiscal Year 1/,1/87 to 12/31/87. Seconded by D. Gullicksen. Pusinelli reported Iso-Clear is ].poking for a series of statements of support from various groups regarding their radium removal program. This resolution states the Village may consider the. implementation of this technology for re- moving radium from it's municipal water supply. It does not lock us in to any method of removing radium. It is merely a message of support _for Iso-Clear with regard to their possible radium removal. D. Gullicksen moved to adopt Resolution No. 873 regarding municipal radium removal in the Village's drinking water, (Iso-Clear). Seconded by J. Dement. Vote by roll call. Callahan, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, 0 no. Motion carried. J. Peterson report console was discus approved tonight, Bennett stated sPP March. J. Mayor Latta questioned if at timetable are we looking at? Peterson stated he would like to acknowledge receipt of "Police Operations for November 1986". M. Pusinelli stated we have a new format for the "Treasurer's Report". It is from the computer. Tn this report, there is an expenditure year-to-date column and a budget total column. Hopefully, this will give the Board more up-to-date information on the amount of money spent in each department through the recent month and the amount of money budgeted for the fiscal year. We will also have a total for the general fund. The V~.ria,nce column really doesn't mean anything now because we haven't told the software programmer what we want in that column. W. Sharp moved to acknowledge receipt of the computerized November Treasurer's Report. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. Dement reported there was a broken sewer line at Highview Court that has been repaired; St, Mary's Church has a water leak on their property but it has not been determined where the leak is as yet; there was a contractor in Pheasant Chase that broke a buffalo box today and that wi11 be repaired tomorrow. W. Sharp wished everyone a very Merry Christmas. W. Sharp moved to adjourn. Seconded by ,7. Dement. Voice vote. 5 yes, 0 no.
