Peterson, K. Callanan, J. Dement, J. Bootz. D. Gullicksen was absent. OTHERS PRESENT: M. Pusinelli _ Administrator V. Krnac, Village Clerk Attorney J. Harvey C~ Mayer Latta opened the meeting at 7:30 p.m. with the pledge to the flag. Roll call was taken, D. Gullicksen was absent. W. Sharp moved to approve the New/Old Business Section of the Agenda with the additions of: northeast corner T-55 and Route 30; October '86 Treasurer's Report; Maple Court street complaint. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta read the Consent Agenda. J. Bootz moved to approve the Consent Agenda. Seconded by K. Callanan. Voice vote. 5 yes, 0 no. Motion carried. J. Bootz moved to accept the June 30, 1986 Audit for the k'iscal Year 1985-$6. Seconded by J. Peterson. Voice vote. 5 yes, 0 no. Motion carried. W. Sharp moved to accept the November 5, 1986 Village of Plainfield Personnel Evaluation Handbook. Seconded by J. Bootz. Voice vote. 5 yes, O no. Motion carried. Administrator Pusinelli stated at the Workshop of November 10, 1986, the general consensus of the Board regarding placing items in an employee's personnel file was as follows: (a) The Village Administrator will notify the President and applicable Trustee(s) if any disciplinary action is to be undertaken regarding an employee (committee involved); (b) The Village Administrator will notify the other Trustees if he and/ox the President and/or the applicable Trustee(s) believe(s) such a matter should be raised; (c) The Village Administrator does not need to obtain the Board's approval to place items in an employee's personnel file, contingent upon the approval of the President and applicable Trustee(s). Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. Mayor Latta reported she has received a phone call from a gentlemen (Mr. Norris) in Pinecrest Subdivision who was concerned about the property at the northeast corner of I-55 and Route 30. He has received notice that this property is to be annexed into the City of Joliet. Mayor Latta explained that this property is outside our jurisdiction. It is not within a mile and one-half of the Village limits. His (Mr. Norris) reaction was at what point is the Village and Plainfield Township going to become concerned about Joliet eating up Plainfield Township? J. Dement questioned if they are considering a possible annexation? Mayor Latta stated they would rather be in Plainfield than be annexed to Joliet. Attorney Harvey stated there is nothing the Village can do about there problem because they are beyond our mile and one-half jurisdiction. J. Peterson questioned if the home owners in Pinecrest have objections to being annexed to Joliet, do they have a choice? Attorney Harvey stated, yes they dv have a choice. If they are annexed to Joliet or Plainfield, it is a voluntary type of annexation where they want to be part of the adjacent municipality. Administrator Pusinelli reported to the Board on the "Award of Bid - Street Signs". The cost estimate for 71 traffic control signs and 52 street name signs was $3,690.00. We publicly opened and read the bids in the Council Chambers at 10:00 a.m. Friday, November 14, 19$6. The results of the bid opening are as follows: - Warning Lites of Illinois, Addison $1,730.50 E & H Utility, Wheaton $2,378.78 - Plainfield Signs, Plainfield $2,$72.90 - Charles Joseph Co., Rockford $3,326.36 - U.S. Signs, Joliet $x,185.21 The Village has budgeted $3,600.00 for signs from Street Department. The Village has applied for reimbursement from the State, via States "Traffic Safety Program" and they (State) could reimburse the Village up to 75% of the cost for the 71 traffic control signs. At this time, we have not been notified of the State's decision. Staff .recommends the Board award the bid for 71 traffic control signs and 52 street name signs to Warning Lites of Illinois, inc., of Addison in the amount of $1,730.50. W. Sharp moved to award the traffic control and street name signs to Warning Lites of Illinois, inc., of Addison in the amount of $1,730.50. Seconded by J. Bootz. Vote by roll call. Bvotz moved to acknowledge receipt of the Treasurer's Report for September and October 1986. Seconded by W. Sharp. Voice vote. 5 yes, 0 no. Motion carried. Al Longnecker, 3 Maple Court and Mike and Shirley Carlson, 19 Maple Court appeared before the Board to complain about the loose gravel on Maple Court. Mr. Longnecker stated the 'tar and chip work done on Maple Court. It is a quality problem and nothing is being done about it. We have an enormous amount of loose gravel on the road causing a safety problem and .large amounts of dust and gravel in yards. He stated he would like something done about this problem. Shirley and Mike Carlson spoke in reference to the time of year. It was too cold for the gravel to set in the tar. They feel the gravel should be scooped up and removed. W. Sharp directed Administrator Pusinelli to contact Engineer Djerf/Hamilton Engineers to find out what can be done to solve the problem. Mayor Latta directed Administrator Pusinelli to give the Board a price list on tar & chip in comparison to blacktopping our streets. J. Peterson acknowledged receipt of Police Operation Report for pctober 1986. Chief Bennett recommended to the Village President to appoint Jerry D. Burns, 801 Bailey Drive, Joliet as an Auxiliary Officer, wha has completed our 22 hour in house training and will be working in the communications section until he completes the required 40 hours mandatory firearms training. Mayor Latta questioned how many Auxiliary Officers will we have if we appoint Mr. Burns? Chief Bennett stated he will be the 7th, but in the future, we will have 6 Auxiliary Officers. zn our new program, the Auxiliary Officers will be required to put in 16 hours of work each month tv stay active in the program. With no objections from the Board, Mayor Latta appointed Jerry A. Burns of 801 Bailey Drive, Joliet, IL to our Auxiliary Police Eoxce. Mr. Robert Jenkins of 350 River Court spoke in reference to his son's txanspoxtat3on to Trinity School for Retarded Children. The bus that provided transportation was stopped October 1, 1986. His son attends school year around, so this becomes a real problem and he would like something done. Mayor Latta stated he should attend the Township Board meeting because when we participated in this program last year, we (the Village) gave a check to the Township (our portion) and they gave it to the Pace/Hemats organization for this program. At this point, she was nat sure what decision the Township has made but you should go to their meeting and maybe they can give you some answers. J.
