At 7:30 p.m. Mayor Latta opened the meethg with the pledge to the flag,.
Roll call was taken, J. Peterson was absent,
D. Gullicksen moved to approve the agehda with the additions of: Development
Mr. Lohmar's letter requested by D. Gullicksen; Wi11 County Municipal
League letter requested by Mayor Latta; Water/Sewer - Letter on the EPA
Variance requested by J, Dement; Executive Session for personnel -Plan,
requested by D. Gullicksen and on personnel - Police, requested by Chief
Bennett, not to reconvene. Seconded by W. Sharp. Voice vote. 5 yes,
0 no. Motion carried.
W. Sharp moved to .approve the vtinutes o~ August 4th, 11th and '18, z9$6.
Seconded by J. Bootz. Voice vote. S yes, 0 no. Motioh carried.
D. Gullicksen moved to approve payment of invoices for $eptember 19th
through September 31, 1986 with the exception of Walter E. Deuchler invoice
for $79.20 under Administration (we will invoice the Post Office) should
be removed. Seconded by J. Dement. Vote by roll call. Gullicksen, yes;
Bootz, yes; Callahan, yes; Sharp, yes; Dement, yes. 5 yes, 0 ho. Nation
carried.
J, Bootz maned to appoint Mayor Latta Voting Relegate at the 73rd I.M.L.
Annual Conference September 19 thru 22, 19$6 and Walter Sharp Alternate
Delegate. Seconded by D. Gullicksen. Voice vote. 5 yes,.0 no. Motion
carried.
Mayor Latta introduced Gary Anton, a representative from American Gablesystems
Midwest. Mr. Anton stated they have found a high illiteracy rate in Will
County and we are asking parents to turn off their TV's for one (1) hour
each night and read to their children. We are asking Plainfield Village
Board to proclaim the week of September 7, 1986 as American Gablesystems
Midwest "Reading Ts All American-Literacy Week". We will donate a percent
of our new subscriptions installations for this cause.

Mayor Latta stated - The ~Iillage of Plainfield, thru i.ts 'Village Board,
support and proclaim the week of September 7, X98b as American Cablesystems
Midwest "Reading Ts A11 American-Literacy Week".
Mayor Latta announced the Wi11 County Municipal Teague will hold their
monthly dinner meeting Thursday, September 11, 1986 at D'Am~.co"s in Joliet,
s:ubj~ct - "Illinois Mun~.cipal Band Pool".
J. Bootz moved to acknowledge receipt o~ the July Treasurer's Report.
Seconded by K. Callanan. 'Voice vote. 5 yes, 0 no. Mot~;on carried.
J. Bootz stated tv aut$orze the 'Village C1erk.to advertise for bids for a
'"Sub--Compact Two (:2) Aoor Coupe either a lease or purchase arrangement.
Mark Pusinelli stated the advertisement could be placed in two (2} ads,
then i~ you decided to lease and not purchase,. all the purchase bids could
be rejected or viceversa. It would be your choice.
J. Bootz moved to authorize the Village Clerk to advertise for bids to
purchase or lease a S-ub--Compact Two Doom Couper bids to die opened at $:QQ p.m.
Ocotber 6, 19$b. Secanded by W. Sharp. 'Voice vote. S yes, Q no. Motion
carried.
D. Gullicksen reported we have a letter from Ann and John Lahmar regarding
their sidewalk on Highview Court. It has been seriously pock-mazked from
all the construction that has been done. in that area. They want this put
on record as part of this meeting and that we have acknowledged receipt
of their letter.. They are requesting the village bare the cost of the
replacing five (5) sections of sidewalk infront of their home. The
normal policy is the Village would pay one-half (~) the cost and the
home owner would pay one-half (~) of replacement of the sidewalk and
we would probably be willing to do that under our sidewalk program. John
Lahmar stated he disagrees. They had nothing to do with the condition of
the sidewalk and the problem should be between the 'Village and the
contractor. He questioned if there was a performance bond issued for the
construction of that Center? Mayor Latta stated there was a performance
bond for the cutting of the street for sewer and water cuts in the street.
W. Sharp stated the band, in his opinion, was only to .put the street in
order. Tt would seem if there was any other damage, it should be the
responsibility of the people who caused the damage, the contractor. It
was the concensus of the Board to table until next meeting (9/15/86) when
our Attorney can give his opinion.
J. Boatz moved to acknowledge receipt of the July 198b Police Activity
Report. Secanded by W. Sharp. Voice vote. 5 yes, 0 no. Motion carried.

J. Bootz moved to acknowledge receipt of the resignation of Julia Robinson
effective 8/23/86 from Police Dispatchers. To hire Chexyl A. Patton as a
full-time dispatcher at $4.75 per .hour and Deborah S. Kerr as part-time
dispatcher at $4,75 per hour effective September 3, 1986. Vote by roll
call. Gullicksen, yes; Bootz, yes; Callanan, yes; Sharp, yes; Dement,
yes.. 5 yes, 0 no. Motion carried.
J. Bootz moved to hire three (3) crossing guards.
- Tamra Hac1~ hired at the rate of $10.00 per day. (Three crossings per
day.)
- Leo Kelly reclassified as a Crossing Guard at $10.00 per day. (Three
crossings per day.)
- Patty A, Svendsen hired at .the rate of $6.60 per day, (two crossings)
except days she works three (3) crossings, which would be at $10.00
per day rate.
All effective 8/28/86 (school began). Seconded by D. Gulllcksen. Vote
by roll call. Gullicksen, yes; Bootz, yes; Callanan, yes; Sharp, yes;
Dement, yes. 5 yes, 0 no. Motion cartied.

W. Sharp moved to acknowledge receipt of four (4) bids for 1973 Hodge
Van and 1980 Buick LaSabre (squad car).. Seconded by J. Bootz. Voice
vote. 5 yes, 0 no. Motion carried.
K. Callanan moved to adopt Ordinance No. 7.117 authorizing the sale of ].973
Dodge Van sold to Robert Johnson for $177.00 and 19$0 Buick sold to David
Sanders for $195.00.. Seconded by J. Bootz. Vote by roll call. Gullicksen,
yes; Bootz, yes;. Callanan, yes; Sharp, yes; Dement, yes. S yes, 0 no.

Excavating and table to the next meeting (9/15/86). Seconded by J. Bootz.

Chief Bennett reported of upcoming training classes September 8th through
19, 19$6 for Sergeant Martin and Officer Deering attending a 2 week
Police Supervision Class at the Renaissance Center in Joliet, taught by
Northwestern University Traffic Institute and this is through pur regional
training program at no cost to the Village. On September $th through
12, 19$6 we will be sending two (2) dispatchers to Illinois Telecommunications
Training at the State Academy. in Springfield, Illinois. The cost will be
$41.70 per student. for the weeks lodging at the Academy and gas mileage.
They will be using the unmarked squad for transportation. J. Dement
questioned the time of the classes for the Officers in training at Joliet?
Chief Sennett stated it will be 8 hour a day class for two (2) weeks.
W. Sharp reported we will have a bid opening Monday,. September $, 1986
at 2:00 p.m, for Street Maintenance for chip and oil on various streets in
the Village.
W. Sharp stated all the new street lights have been installed between
Eastern, Bartlett, Lockport and Route 126.
W. Sharp reported the current update on Cable TV.
1. The Marybrook Subdivision h.as been completed and is activated.
The Marketing Department has started the door-to-door sales in
this area and Pheasant Chase is completed.

2. Illinois Bell Telephone has completed all th.e "make ready" work
in the Village of Plainfield, as has Commonwealth Edison.
Construction and Splicing crews will begin building the CATV
system throughout the Village on September 2nd, and will continue
until the system is completed.
3. Activation of areas 2, 3, 4, & 5 will £o1~ow directly behind the
splicing, with streets kecam.~ng=active on a daily basis
beginning around the 8th of September. The entire system,
including the bordering township areas, should be completely
active by the 3rd of October. This is weather permitting.
4. American Cable has been looking at some township areas for
anticipated construction in 1987, such as, Fond~u-lac Subdivision,
Rolf Road Subdivision, and Lake Drive area. We have no concrete
plans at this time for these extentions, but at first glance,
these areas look good.
5. As aside note: Marketing Department reports 8Q% sales of
residents contacted.
• This update was compiled by John Ameluxen who is no longer with American
Cablesystems and will be replaced by Carl Bessett as Construction
Manager.
J. Dement reported Ajit Singh is no longer with DeuehTer Associates.
xe is returning to school at Stanford University. At this time, Gene
Cordon will fill in as our engineer until they appoint someone to the
Village. Engineer, Gene Cordon, hopes to have the preliminary plans
done in the next couple of weeks for the Municipal Compliance Plan. After
J. Dement's suggestion, Mayor Latta appointed Mark Pusinelli, John
Donahue, Karen Callanan, Harry Countryman and Jeff Dement to a committee
to go over the plans on the Municipal Compliance Plan.
J. Dement reported on the Radium Variance Petition. We are aware the
Village is not able to extend our water mains due to the restricted status
that has been placed on the Village. The water department is looking
fox some direction. Tn the memo from H. Countryman, they have Tilted
varqus alternatives. T have several questions that 1 would like
answered, therefore, 1 would like to meet with H. Countryman, M. Pusinelli
and K. Callanan. One of my questions, if we apply for a variance, when
would we have to have the plant to take the radium out of our water?
M. Pusinelli stated the E.P.A, looks at the Variance. Tf they agree with
the request, such as a variance for 1 year, 3 years or 5 years, during
that time,. the community would be expected to come into compliance. The
Illinois Pollution Control Board may not agree with the request. We
may ask for five (5) years and they. say you have to come into compliance
within one year. There are so many different circumstances that are

different in each community. Miming of shallow well water with deep. well
water is one way of lowering the content of the radium. Mayor Latta
questioned H. Countryman if he knew what variance some of the communities
around us has received? H. Countryman stated Minooka received three (3)
year. variance but not sure on other communities. Mayor Latta ~Cated she
would like Mark Pusinelli, K. Callanan, H. Countryman, J. Bement, Gene
Gordon (Engineer) and J. Donahue can meet to begin pursuing the alternatives
for the variance and have a recommendation to being back to the Board, we
need many more answers. J. Dement stated he also would like the Board
to be.aware we are in the middle Municipal Compliance Plan. We have
prints to review, bids to be let in the near future and the expense will
be difficult to meet. Also, two. (2) weeks aga, we passed out information
from the E.P.A. regarding other hazardous. substances being looked at in
the Village's water. We will need more information on this. It will be
another item we must consider.
Chief Bennett reported'he and the Park District Supervisor have met and in
relation to Mrs. Nemeth's concern of traffic at Boy Scout Park. We
have ,surveyed the area and come up with some recommendations. We will
be meeting with Mrs. Nemeth this Friday (9/S/86). We will inform the
Board of their decision.
J. Bootz moved to adjourn to Executive Session, not to reconvene.
