A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, SELECTING THE
FIRM OF AMERICAN TRAFFIC SOLUTIONS, INC. TO
PROVIDE TRAFFIC SAFETY CAMERA PROGRAM
RELATIVE TO RFP "TRAFFIC SAFETY CAMERA
PROGRAM"; AUTHORIZING THE VILLAGE MANAGER
TO NEGOTIATE THE TERMS AND FEES FOR SAID
SERVICES; AUTHORIZING NEGOTIATIONS WITH AN
ALTERNATE FIRM, TRAFFIPAX, INC., TO PERFORM THE
REQUIRED SERVICES SHOULD NEGOTIATIONS WITH
SELECTED FIRM BE UNSUCCESSFUL; AUTHORIZING
THE VILLAGE MANAGER TO DO ALL THINGS
NECESSARY TO CARRY OUT THE AIMS OF THIS
RESOLUTION; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Village of Key Biscayne ("Village"), in accordance with any applicable
laws, has requested proposals from firms to provide a traffic safety camera program; and
WHEREAS, said proposals were evaluated by an evaluation committee which also
conducted interviews with each firm; and
WHEREAS, the Village Manager, utilizing the findings of the evaluation committee and
additional due diligence, recommends the firm of American Traffic Solutions, Inc. ("ATS") to
provide the red light cameras based on his finding that ATS has more extensive experience with
turnkey programs and enhanced technology; and
WHEREAS, the Village Manager recommends the selection of the firm of Traffipax, Inc.
("Traffipax") to provide the red light cameras in the event that the Village is unable to reach
favorable terms with ATS; and
WHEREAS, the Village Council desires to authorize the Village Manager, under his
authority as Village Manager, to negotiate an agreement including a scope of services and fees with
the recommended firm (ATS) and with the alternate firm (Traffipax), in the event that the
negotiations with ATS are not successful.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. That each of the recitals stated above is hereby adopted
and confirmed.
Section 2. Implementation.
A. That the selection of ATS to provide red light cameras relative to the RFP Traffic
Camera Safety Program is approved, subject to the requirements of this Resolution.
B. That the Village Manager is authorized to negotiate terms and fees with ATS, subject
to final Village Council approval of an agreement with ATS at a regular or special Council
meeting.
C. That the Village Manager is authorized to enter into contract negotiations with
Traffipax in the event that negotiations fail with ATS or in the event that an agreement with
ATS is not approved by the Village Council , subject to final Village Council approval of an
agreement with Traffipax at a regular or special Council meeting.
Section 3. Effective Date. That this Resolution shall be effective immediately upon
adoption hereof
