Sharp, D. Gullicksen, J. Dem?nt, J. Peterson, J'. Bootz was absent. OTHERS PRESENT: V. Krnac - Village Clerk Chief Bennett Attorney J, Harvey Mayor Latta opened the meeting at 7:30 p.m. with the pledge to the flag. Ro11 call was taken, J, Bootz was absent. D, Gullicksen moved to approve the Agenda with the additions of - Police - Executl.ve Session fox personnel to x'econvexte, requested by .]'. Peterson. Ordinances & Licensing - an ordinance on Village Administrator, requested by K. Gallanan. Seconded by J, Aement. Voice vote. 5 yes, 0 no, Motion carried. • W, Sharp zgoved to approve the minutes as presented of June 23rd, Ju1,y 21s:t, and 30, 1986, Seconded by J. Peterson. Voice vote. 5 yes, 0 no. Motion carried. D, Gullicksen moved to approve the current invoices of August 1st through August 13, 198b for payment. Seconded by W. Sharp. Voice vote. S yes, 0 no. Motion carried. Mayor Latta read a letter from Debra Bostjancic/Pheasant Chase residents requesting permission to close the culdasac on Mallard Drive North on Sunday, September 7th, 1:,30 p,m. to dark for a block party. (Rain date September 14th.) D. Gullicksen moved this request be granted. Sevonded by K. Callanan. Voice vote. 5 yes, 0 no. Motion carried. The Clerk was directed tv write a letter of approval, Mayor Latta read a letter from Sharon Nemeth in referextce to traffic at Boy Scout Park Ottawa Street). Mrs. Nemeth spoke of the concern parents have for the little children at the park with autom©bile traffic, the fear of a child being hit by a car, She noted one (1) child was hit this season. She stated they would like to suggest a portable "stop sign" that would be utilized during baseball games, and the sign would be put away at the end of the evening. There are no crosswalks in that area for children to run, across the street to the playgrau:id. Therefore, we are concerned more children will be hit by cars because they somethimes don't . look both ways. Mr. Rathburn from Plainfield Stamping offered to make the portable signs which would have a wheel to roll it in the building to store. The children run from the baseball field to the park and swimming pool and therefore we need two (2) stop signs. One at the east corner of the baseball field and one at the west end by the swimming pool, J. After much more discussion, Chief Bennett and Attorney Harvey will lank into the options on the problem. Mayor Latta read a public notice. The Village Board of Trustees have rescheduled the September 1, 1986 Board meeting to Wednesday, September 3, 1986. J. Peterson reported the Workshop,'August 25, 19$6 will be devoted to reviewing with Mr. Hale the Village study. Mayor Latta stated the study is a draft at this point.. W. Sharp moved to adopt Ordinance Na. 11.14 An Ordinance Making Appropriations For The Village of P1ain~ield For The Fiscal Year Beginning July 1, 19$6. Seconded by J. Peterson. Vote by roll call. Gallanan, yes; Sharp, yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, O no. Motion carried. W. Sharp moved to adopt Ordinance No. 1115 An Ordinance For The Levying And Collecting Of Taxes Fvr The Village Of Plainfield., Will County, Illinois, For The Fiscal Year Commencing The First Day Of July, 19$6. Seconded by D. Gullicksen. Vote by roll call. Gallanan, yes; Sharp. yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, 0 no. Motion carried. W. Sharp moved to approve the Village Clerk, V, Krnac to attend '$6 Municipal Clerk's institute & Academy, (Champaign, Illinois, October 20th through October 24, 1986) at a cost of Academy - $125.00; Raom 2 nights at $46.00 ~ 11% tax - $102,12; meals not. to exceed $15.00 per day and $,2S per mile. Seconded by J. Peterson. Gallanan, yes; Share, yes; Gullicksen, yes; Dement, yes; Peterson, yes. 5 yes, 0 no. Motion carried. D. Gullicksen read a report from Allan Mauer, Building Inspector; Subject: Sam Reichert Jr. - Storage Shed.' Storage Shed moved onto existing site (Sam's Service Station). It will be temporary with a proposed addition to existing service station.' Shed to be set on railroad ties that are being anchored to the 4" concrete floor and to holes in ground that will be filled with concrete. D, Gullicksen reported we have a County Case request Exam Clarence Davds and Sons. xhey are requesting county rezoning o~ 8.31 acres at the corner of 127th Street and Route 59 from AT1 to A~2 with. Special Use Permit. Attorney Michael Martin, representing'Mr. Davids, stated he is requesting the Plainfield village Board riot ~b~ect to this request for rezoning. This is a landscaping maintenance and design business. This prppexty is currently non-conforming A-1 use., in that it is less than l0 acres, and we are requesting A~2 with special use permit. Basically Mr. Davids is planning to construct a Marton Building on the west 3.44 acres. They presently maintain Fox Valley Shopping Center Pell Labs in Naperville and St. Joseph Hospital in Joliet and many other associations. xhis does fit within the Plainfield and Naperville plans. Gullicksen reported the Police Fension Board is looking into an investment plan for higher xates of Interest. K. Callahan moved to adept Ordinance No, 1116 Ah Qrdihance Amending The.. Ordinance Creating The. Position Qt village Administrator WiCh.n The village Of Plainfield. (Attorney J, Harvey explained this amendment would allow the waiver of the residency requirement currently in the present ordinance.) Seconded ~y J. Peterson. Vote by roll call.. Callahan moved to employ Mark Pusinelli as village Administrator and adopt Kesolution No. 864 Authorize The President And Village Clerk To Enter Tnto A Certain Agreement For Employment Qf The Village Administrator, (Attorney J. Harvey stated a typo in Exhibit A page 4 - 7 lines up from . paragraph C - VILLAGE shall hot be (add the word be) obligated to pay the severance pay. Seconded by J. Peterson. Vote by roll call, Callahan, yes; Sharp, yes'; Gullicksen, yes; Dement, no; Peterson, yes. 4 yes, 1 ho. Motion caxried. Mayor Latta introduced and welcomed our new Administrator Mark Pusnelli to the Village of Plainfield. Callahan moved to direct the Mayor or Village Clerk to enter into a contract with Municipal Code Corporation and begin the codification of our ordinances at a cast of $7,50Q.00, Seconded by J. Callahan read the title of an ordinance (,draft) - An ordinance providing for and requiring the submission of the question of issuing $1,400,000.00 Library Building Addition Bonds to the voters of the Village of Plainfield, Will County, rllinois at the. general election to be held on the 4th day of November, 1986. K, Callahan stated she had questions on what would be the impact on the Village if we approved this ordinance? J. Harvey stated the Library is requesting $1.4 million dollars in General Obligation Bonds, the Village would be the issuer. T don't believe the Library has the authority to do so. I have checked with our Accountant, Duane Suits. Mr. Suits stated our debit limitations as a municipality, is approximately $2.7 million dollars. We have approximately $90,000.00 outstanding bonds now. The library request would consume over half of our limitations of bonding power. Mayor Latta questioned Janet Anderson, representative of the Library if her Board is aware this bonding issue would affect the bonding power of the Village? Janet Anderson stated, no, she did not believe anyone was aware of this. Tn fact, their (Library) attorney had stated the only reason they had to come to the Village was because they are a Village Library and the Village of Plainfield is the corporate authority and you (the Village) must give permission to do so. J. Peterson questioned how long has the Library. been aware of the desire to have this placed on the ballot? Janet Anderson stated they started this last spring. We had a consultant. Tt takes time to get State requirements and our Attorney did the other requirements. We have a Special Meeting to finalize the plans. J. Peterson stated it is very difficult for us to have this come in and you must have the approval by August 29th. Janet Anderson stated she appreciates that, but they had to fiire an architect because to get "Build Illinois" money, it is required to have basic architectural drawings. There was more red tape than we anticipated. J. Peterson stated he would be willing to have a workshop on this to discuss their request .and get same answers to our questions. Then we could have a special meeting to vote on the Bond issue. After much more discussion, it .was the consensus of the Board that Janet Anderson would contact the Library Attorney to call our Village Attorney J. Harvey tomorrow. J, Peterson reported we have a copy of an article that appeared 3n the Chicago Tribune on August 10, 19$6. This article was in reference to the Village of Bolingbrook, the efforts they have made to insure the community has standards on health, safety and aesthetics, He requested the Board's permission to write to Bolingbrook for a copy of their ordinance which concerns property maintenance. K. Callahan stated she would write for the copy. There was nv ob~ectivn from the Board. W. Sharp acknowledged receipt of the Audit Report for Motor Fuel Tax Funds for the Village for the period of January 1, 1984. and ending December 31, 1984. W. Illinois Bell is working on the poles, lowering their lines in Area 2 west of Route S9. Aerial Construction has begun in the Township around Lily. Cache Acres and Peerless Estates. This wi11 not be activated until the line runs. from the Village out, it comes from the pole at the rear of the Village Hall.,. We should thank the committee who worked so hard on the cable TV Committee. J. Dement reported we have had a company illegally taking water ,from a hydrant. This problem has been takein care of by the Water/Sewer Department. J. Dement reported we have received from H. Countryman a memo on "Safe Drinking Water Act Ammendments of 1986". 'the EPA states these amendments were passed on May 5, .19$6 stating there are a lot of contaminants that will be considered that were not considered irl the past iri our dri,nk3.ng water. Our water will be scrutinized even more in the future. D. Gullicksen moved tv adjourn into Executive Session to reconvene. Seconded by W. Peterson moved the village Board adopt the 12-.hour shift system for the Police Officers for a six-month test period and conflict in work hours be accounted far in non-payable compensatory. time to be accounted for by Police Administration tv be implemented September 1, 1986 at 6:QO a,m.
