PUBLIC HEARING
WILL COUNTY BLOCK GRANT APPLICATION
FOR CLEANING ALONG WEST NORMAN DRAIN

At 7:03 p.m. Mayan Latta introduced Bruce Hamilton/Hamilton Engineers.
Mr. Hamilton stated the Village of Plainfield is making application to
the Will County Department of Community Development for a Black Grant
for fiscal year 1986. The project will be improvements to the West
Norman Drain (drainage ditch) in the vicinity of Marybrook Subdivision.
Improvements will involve construction of 1300 Tinier feet along West
Norman Drain and will include widening, cleaning and bank stabilization
as well as construct an of short section of storm sewer between Norman
Drain and Marybraok Drive approximately mid-block. The project is an
incentive to alleviate flooding which is occurring along the drain as
well as flooding on Marybraak Drive. The estimated cast of project is
$100,000.00, the Village will incurr 50% of total cast or $50,000.00.
That is basically the project and the hearing is open far comments
from the Public. Those comments will be recorded by the secretary and
filed with the application when it is submitted to the County.
J. Peterson questioned the work to be done is intended to alleviate the
flooding, is this to get the water out of the area where the high
water has been in the past or is it to enlarge the base where the
water is so it won't came up as high? B. Hamilton stated the channel is
restricted, there is growth of both weeds and substantial sediment
deposits along the stream bank. This will remove that sediment and
provide a larger channel, which will allow the storm water to get through
the section at a lower elevation. J. Peterson questioned, the assumption
is the reason this is flooding is because of what exists from the tracks
(EJ&E) North, rather than from the tracks South? Is this true? B.
Hamilton stated that is my opinion, it's not the total answer. We
have estimated we can lower the flood level by about one (1) foot. There
is still some down water effects below the EJ&E bridge that future
improvements could ].aver the flooding levels even more. J, Petersan
stated the reason 1 ask this, it seems to me that the major barrier is
at 143rd Street for both Kerr Glass and one of the refineries adding

fill and have made a very narrow gap for the water to egrass through.
B. Hamilton stated the effects of that fill is lost by the time it reaches
the Marybrook area, there is a fall between Kerr Glass and the Ed&E tracks.
W. Sharp questioned if this will have any effect on the Pheasant Chase
pond. B. Hamilton stated, no it will not help the pond. J. Dement
questioned, how often do you foresee the need for this to be done? B.
Hamilton stated the improvements being done should be a long term solution,
we will provide a wide channel through there but it should have periodical
maintenance, such as keeping the weeds out and not allowing the
development of trees to take aver.
Mayor Latta read letters from Valerie Pruter and Mr. & Mrs. Moskalski
owners of property on Marybrook Drive, stating their appreciation and
support to the village Board for attempt to correct the flooding
problems i:n Marybrook Subdivision. Mayor Latta directed the Clerk to
include these letters into the records. K. Callanan stated it was brought
to her attention, if the flooding problems were somewhat corrected and
the water was eliminated from the streets, then we could go in and
correct the streets.
Mayor Latta stated we will have a resolution in regard to this matter at
our regular Board meeting.
Mayor Latta closed the Public Hearing and called for a 15 minute recess.
