Monday, November 18 , 1918.
The Board of Public Works of the City of Richmond, Indiana, met in
regular session at the office of said Board , Monday, November 18,
1918. at 9 :00 A.M. Messrs. Johnson, Taylor; and Feltz being present,
the following proceedings were had, to-wit:-
1/ The minutes of the previous meeting read and were approved.
Mr Dillion, Superintendent of the Light Plant , presented the fol-
lowing recommendation:
The Honorable Mayor and Board of Public Works,
Richmond, Indiana.
Gentlemen:
Referring to the matter of Arc Lights which the
Starr Piano Company requested to have placed on their
property, and which was referred to the writer for in-
vestigation, I wish to make the following recommendation.
The Starr Piano Company_ desires to have two
Arc Lamps placed on their property and over their private
right of •way. One of these lamps is to be placed at the
south end of their buildings, about where C Street would
come through. The other lamp is to be placed north of
their buildings in the lumber yards , up toward the Inter-
urban Power House.

I would recommend that these lights be -placed
with the understanding that the Starr Piano Company will
pay us for the labor of installing, and a rental charge
of 860.00 per year, per light. This is the same charge
that we make the Railroad Companies in Richmond, for
similar service,.? These lamps are only needed about five
months out of the year, and are for their benefit solely,
not being over any public highway. I would not charge
them for the material used, as whenever they wish to dis-
continue the lamps the material will revert back to Lne
City.
For the lamp which will be placed in the lumber
-yard we could probably use their poles which are already
up, and which carry the wire for a Watch-Manes Alarm System.
On the service for the lamp to the south of their factory,
1/ we would probably have to set two or three poles.
In this connection I might say that these people
already have one Arc Lamp over their private driveway,
and I feel that for any further service of this kind
the City should be reimbursed.
The actual cost of maintenance for one Arc Lamp
is $50.00, ,exclusive of inspection and repairs. The
charge of 60.00 per year, therefore , would not be at
all out of the way.

Mr. Johnson moved that the above recommendation be approved
by the Board, seconded b- Mr. Peltz , so ordered.
The Board instructed the City Engineer to repair Inlet on South
8th near South "E" Street , also have the Street Commissioner
gather up leaves on South 14th 'between "A"and "B"Streets.
The Board instructed the City Engineer to scarify and roll
South 9th Street from South A to the South corporation limits.
The Board did then adjourn. I/

Thursday, November 21 , 1918.
The Board of Public Works of the City of Richmond, Indiana, met
in regular session at the office of said Board, Thursday, Nov.
21, 1918, at 9 :00 A.M. All members of said Board being present .
Messrs . Johnson, Taylor, and Peitz, the following proceedings
were had, to-wit: -
The minutes of the previous meeting read and were approved. •
• Mr. Dillon, Supt. of the Light Plant , reported the sale of 635
pounds Scrap Copper to the Empire Brass Foundry at .23 per
pound, total $146.05.
The Board instructed the City Engineer top4r.tition off the room
for the St. Dept. repair shop at the old light plant so as to be
more easily heated.
Mr. Davis brought up the matter before the Board in regard to
placing a Boom Derrick at the Light Plant to handle the unload-
ing of coal. The Board instructed the Engineer to get plans
ready and prices on said derrick.
Bills to the amount of j 5, 742.12 were allowed and ordered
paid.
The Boardapptoved the various payrolls up to November 16 , 1918.
The Board did then adjourn.
