At 7:30 p.m. Mayor Latta opened the meeting with the pledge to the flag.
Ro11 call was taken, D. Gullicksen was absent. Tn the absence of the
Village Clerk, J. West, Administrator/Deputy Clerk, took the minutes.
W. Sharp moved to approve the adgenda with the addition of an executive
session on potential litigation Highview Court requested by W. Sharp and
Whispering Creek litigation, part-time salary increases. and possible
disciplinary action requested by J. Bootz and to the regular meeting under
water and sewer add municipal cvrnpliance discussion requested by J. Dement
and under ordinances add Development of Special Flood Hazard ordinance
requested by K. Callanan and under Police Commission schedule meeting
nights requested by J. Peterson. Seconded by J. Dement. Voice vote.
5 yes, 0 no. Motion carried.
Mayor Latta read a letter from Will County RSDA in appreciation for the
use of the Village facilities during the November 6, 1985. Tllinois plan
for Radiological Accident - Braidwood Power Station Exercise.
Mayor Latta read a letter from March of Dimes/Mothers March requesting
permission to conduct a drive on January 24th through 3'1, 1985. With no
objections, the Mayor directed a letter sent of approval.
Mayor Latta summerized a violation vn the property at 402 Main Street,
underground has tanks that have been abandoned for one (1) year and seven
(7) months. We have sent a notice to the property owners of the violation.
The Village received a letter from Marcley Oil Co. owners of the property
requesting a reasonable extenstion due to their earnest effort to sell or
lease the property. There was much disucssion about the violation.
W. Sharp moved to extend the deadline to Marcley Oil for the removal of
the underground tanks at 402 Main Street to June 1, 1986. Seconded by
J. Dement. Vote by roll call. Sharp, yes; Peterson, no; Callanan,. no;
Dement, yes; Bootz, no. 2 yes, 3 no. Motion denied.
J. Peterson moved a letter be written to Marcley Oil, from the Board by
the attorney under the Mayors signature, stating they are requesting the

removal of the tanks within 30 days, December 17, 1985. Seconded by
J. Bootz. Vote by roll call. Sharp, no; Peterson, yes; Callanan, yes;
Dement, no; Bootz, yes.. 3 yes, 2 no. Motion carried.
Mayor Latta read a .letter from the university of Illinois regarding
Vera Krnac, village Clerk, who attended the., 1985 Municipal Clerks Institute
in October. Mayor Latta requested the letter be placed in the Clerk's
personnel file.
Mayor Latta announced the Board received a letter from Marcille
Sandahl, Community Leadership/School-project group chairperson/Joliet
Region Chamber of Commerce and Industry. Due to the absence of
D. Gullicksen, it was the. consensus of the Board to table any action.
J. Bootz moved to acknowledge receipt of the auditors report and management
letter. Seconded by W. Sharp. voice vote. 5 yes, 0 no. Motion
carried.
J. Bootz moved to acknowledge receipt of the October Treasurers Report
upon receipt of the missing sheet (Water & Sewer expenditures). Seconded
. by W. Sharp. voice vote. 5 yes, 0 no. Motion carried.
J. Bootz waved to void purchase order 4~!~45PL reference Ann Hintze
(farmer Planner). Seconded by J. Peterson. Voice vote. 5 yes, 0 no.
Motion carried.
K. Callanan moved tv approve the FANCATS proposal, recommended by the
Plan Commission. Seconded by J. Bootz. Vote by roll call. Sharp, yes;
Peterson, yes; Callanan, yes; Dement, yes; Bootz, yes. 5 yes, 0 no.
Motion carried.
Mayor T,atta stated she will send a letter to Naperville of the Boards
approval of FANCATS.
The Sign Ordinance and the Planner were tabled.
K. Callanan moved to approve Ordinance No. 1095 Amending Ordinance No. 10,39
Regulating Development In Special flood Hazard Areas. Seconded by
J. Bootz. Vote by roll call. Sharp, yes; Peterson, yes; Callanan, yes;
Dement, yes; Bootz, yes. 5 yes, 0 no. .Motion carried.
K. Callanan reported Mayor Latta sent a letter to Governor Thompson
recommending he veto House Bill ~~1529. She spoke to Representative
Hassert today and he stated the. bill has passed. .Therefore, we should
move faster i.n the. future.

Sanders for their participation in the oral interviewing and selection
process for candidates for the position of Police Chief of Plainfield.
Also to send letters of appreciation to the Mayor and Village of
Romeoville for Bab Starke's participation and a letter to Joliet Junior
College for Frank Alberico's efforts,
J, Peterson moved to acknowledge receipt of the memo from Ed Bennett,
Communications Supervisor of the resignation of Walt Carlton as
dispatcher.
J. Peterson announced the Police Committee will meet the 2nd and 4th
Tuesday of each month. The 2nd Tuesday in December (12-10-85), we will
welcome any attendance, due to some of the Illinois Fire and Police
Commissioners will be attending to help us write our rules and
regulations and to explain the function of the Police Committee. If any
Board Members would like to attend, it could be part of the Workshop at
7:00 p.m.
W. Sharp moved to send Ron Miller and Louie Schwab to a "Snow Plow
Driving" training seminar on November 20, 19$5 at Romeaville. Seconded
• by J, Bootz. Voice vote. 5 yes, O no. Motion carried.
W. Sharp requested to'advertise for part-time snow plow driver. No
objections from the Board.
W. Sharp reported the sidewalk replacements will be postponed until next
spring, due to the wet weather. Tu11y Contractors has agreed. to send
us a letter stating he will hold at the original price for next spring.
A letter of notification will be sent to all property owners who have
requested sidewalk replacement.
Cable T.V.
W. Sharp requested the Board study the purposed ordinance and exhibit
for the Workshop on Tuesday, November 26, 1985 at 6:30 p.m.
J, Dement requested a portion of the Workshop an November 26th far our
Engineer to discuss our Municipal Compliance Plan, the alternative plans
we can institute. The Engineer got us an extention. We were suppose to
have our plan in by the end of November, now we have until the end of
December. The discussion on Cable T.V. could be over by 8:'00 p.m., then
our Engineer could speak on our Compliance Plan and still be done by
9:00 p.m.
J, Dement informed the Board of a broken water main on Naperville Road
between Ash and Mill Streets that has been repaired.
J, Bootz moved to adjourn to Executive Session to reconvene, Seconded by
J. Dement. Voice vote. 5 yes, 0 no. Motion carried.

J. Bootz moved to offer Glenn Kinley, (maintenance) part-time employee
$.50 per hour raise, effective retroactive back to November 11, 1985.
Seconded by J. Dement. Vote by roll call. Sharp, yes; Peterson, yes;
Callanan, yes; Dement, yes; Bootz, yes. 5 yes, 0 no. Motion carried.
W. Sharp moved to adjourn. Seconded by J. Bootz. Voice vote. 5 yes,
0 no. Motion carried.
