At this meeting the matter was considered and discussed of the
City joining- with the .,iehnond Home Telephone Company in an
application -to the :public ;:service Commission of :Indiana for the
. temporary fixing of rates by the Commission to be charged by said
Company in the City, solely u_n_der' 6ection `122 of the Sh-i veley -
dpencer Utility Commission act of Indiana on account of present
high extraordinary wages and operation exuenses of the Company
an: present general extraordinary economice conditions affecting
the Company which the Com)any alleges creates an timer enc;, under
said Section. Upon motion duly carried the City Attorney was in-
structed to prepare a form of such joint application and submit
it to the next meeting of the Board for further consideration of
the Board , and if approved by the Board and the Company to be
submitted for consideration and approval of the Common Council.
The Board did then adjourn.

Monday, October 21, 1918 .
The Board of Public Works of the City of Richmond, Indiana met
regular session at the office of said Board , Monday, October 21,
1918 , at 9:00 A.M. All members of said Board being present ,
Messrs. Johnson, Taylor, and Peltz , the following proceedings were
had to-wit:-
The minutes of the previous meeting read and were approved.
Mr. Johnson stated to the Board that Mr. Hollarn,. Supt . of Glen
Miller Park, had informed him that the male Elk had horned one of the
Does so badly that she had to be killed Sunday, .October 20th.
The Board meets to hear remonstrances if any of persons Primarily
Assessed on account of construction of cement curb, gutter, and
sidewalk 6ft. wide on both sides of South 3rd St. from Main St.
to South A St. under Improvement Resolution No. 554-1918, no one
appearing or remonstrating the Board approved the Final Assess-
ment Roll confirming the original assessment roll as heretofore
approved, and now. directs the same to be transmitted forthwith
to the department of finance.

The Clerk presented to the Board a report in reply to the request ' I/
of the Board of Public Works in regard to' the K. of P. Temple Bldg.
signed by John H. Meerhoff, Geo. R. Gause, Ebon Louck, Building
Committee of the Pythian Temple Association, Fred J. Hughes, Eng. ,
and Harry C . Starr, Financial Agent . (See report on file. ) Mr.
Peltz moved that the report be referred to the City Attorney.
Seconded by Mr. Taylor so ordered.

The bill of the Watson Engineering Company, 111 Hippodrome Bldg. ,
Cleveland, Ohio, for One Hundred. Twenty-seven Dollars and Fo}irty-
four Cents ($127.44) for services rendered in connection with in-
spection in report on concrete building for the Knights of Pythias
was referred to the city Attorney.
Mr. Davis, City Engineer, reported to the Board that I. Markley
was severely burned in repairing the fountain at North 3rd and C
Streets, caused by an explosion from gas. Mr. Davis stated that
he thought the Gas Company was liable for Mr. Markley's ihjuries.
This matter was referred to the City Attorney.
The Board instructed the City Engineer to have the water supply
discontinued at the Crematory.
Bills for the amount of $10,631,16 were allowed and ordered paid.
The Board approved the various payrolls up to and including Oct.
19 , 1918.
The Board did then adjourn.

Monday, October 22, 1918.
The Board of Public Works of the City of Richmond, Indiana met
in special session in the office of the said Board Monday, ..Oct.
22, 1918, at 1:30 P.M. All members of said Board being present
Messrs, Johnson, Taylor, and Peitz. The following proceedings
were had to*wit:-
The minutes of the previous meeting were approved without read-
ing.I/
Mr. Johnson moved that , pursuant to action of the Common Council
on October 21, 1918, the City joined with the Richmond Home Tele-
phone Company in the execution of a joint petition to the Public
Service Commission of Indiana for the temporary increase of tele-
phobe rates of said company in said City, udder Section 122 of the
Shivkley-Spencer Utility Commission Act of the State of Indiana ,
which petition was read before Council and is now read to the
Board of Public Works and is in the words and figures following:

Taylor. Motion prevailed.
