PLArNF'IELD VILLAGE BOARD OF TRUSTEES
Regular Meeting
DATE: July 15, 1985
AT: Village Hall
MEMBERS OF ~3OARD PRESENT: Mayor Latta, J. Bootz, J. Dement, J. Peterson,
K, Callanan, W, Sharp.
D. Gullicksen was absent.
OTHERS PRESENT: J. West, Village Administrator,
V. Krnac, Village Clerk,
Attorney J. Harvey, Captain Lantz, E. Geschke,
J. Donahue.
At 7:33 p.m. Mayor Latta opened the meeting with the pledge to the flag.
Ro11 call was taken, D. Gullicksen was absent.
W. Sharp moved to approve the agenda with the additions: under Police
Commission - appointments and a request for a block party requested by
J. Peterson; Water/Sewer - advertise for bids for a lawn tractor requested
by J. Dement; Streets - request for full-time employee requested by
W, Sharp. Seconded by J. Dement. Vote by roll call. Bootz, yes; Dement,
yes; Peterson, yes; Callanan, yes; Sharp, yes. 5 yes, 0 no. Motion
declared carried.
Mayor Latta read a letter from Evelyn Godfrey, Chairperson for St, Mary's
Annual Parish Picnic requesting information if they need a permit to have
a money wheel, serve beer and play bingo. Mayor Latta stated St. Mary's will
need a temporary liquor license.
W. Sharp moved to draft a resolution to allow St. Mary's Church to have a
temporary liquor license on August 25, 1985. Seconded by K. Callanan. Vote
by roll call. Baotz, yes; Dement, yes; Peterson, yes; Callanan, yes;
Sharp,' yes. 5 yes, 0 no. Motion declared carried.
Mayor Latta directed the Clerk to write a letter to St. Mary's that the
resolution is being drafted; also include with the letter an application so
they know what is required. Also, the resolution will be drafted by
Mayor Latta and the Clerk. All other permits would come from the State or
County.
K. Callanan stated everything looks good for Plainfield Fest '85 next weekend.
J. Peterson read a letter from Village of Shorewood thanking Plainfield
Police/Captain Lantz for the loan of Officer Fassiotto an Tuesday, July 2,
1985.
J. Peterson read a letter of resignation from Cindy Fox as dispatcher.

J. Peterson moved to accept the resignation of Cindy Fox. Seconded by
J. Bootz. Vote by roll call. Baatz, yes; Dement, yes; Peterson, yes;
Callahan, yes; Sharp, yes. 5 yes, 0 no. Motion declared carried.
J. Peterson stated he would like to hire Roxanne McGee as a new dispatcher
beginning July 16, 1985 for a two (2) week training period through
July 26, 1985 at $3.75 per hour. J. Bootz stated if the job opening was hat
posted on the Employee Bulletin Board we are going against our Employee
Handbook. After much discussion J. Harvey stated if it is an emergency to
fill the job an exception might be made. If you feel the emergency is great
enough, that's how we justify the exception. Otherwise you would have to
wait till the next scheduled Board meeting August 5, 1985 and that would. be
too late. W. Sharp stated he would think this emergency is great enough but
he would gp further and admonish the department head in this case, the
resignation was dated July 9th so when a resignation comes in we know an
opening will be available we should post it at that time and that gives us
three or four days that is required. But because this case is an emergency
we will have to act on it tonight. Mayor Latta asked John Donahue if he was
aware of the upcoming vacancy; he stated he was aware of it }out he didn't
think any of the rest of his department knew it.
J. Peterson moved to hire Roxanne McGee replacing Cindy Fox as a full--time
dispatcher at $3.75 .per hour effective July 16th for a two (2) week training
period.' Seconded by J. Bootz. Vote by roll call. Bootz, yes; Dement, yes;
Peterson, yes; Callahan, yes; Sharp, yes. 5 yes, 0 no. Motion declared
carried.
J. Peterson entered two (2) names he would like Mayor Latta to appoint to
the police Commission:
Phil Bonnelli, local professional in the Village; President of
the Commerce Association, Plan Commission member, and lives
in Whispering Creek.
Debra Bostjancik, employed at the Harris Bank of Naperville,
background with Family Counseling Service of Will County,
volunteer with Ground Work, active with Headstart Program,
dealt with drug problems and learning disabilities and lives
in Pheasant Chase.
Mayor Latta made the appointment to the Police Commission:
Debra Bostjancic - 3 year term
Phil Bonnelli - 2 year term
John Peterson - 1 year term ( ~ )

J. Peterson reported he has received a verbal request for a "'H lock Party"
on Teal Court in Pheasant Chase Subdivision an August 17, 1985. Does
this need to be in writing? Mayor Latta questioned axe t~aey closing a
street? ,7. Peterson stated the street will be closed but will have access
to emergency vehicles. Parking will be in an empty lot, permission has
been granted from neighbors. Mayor Latta suggested they write a letter
of request and we will act on it at August 5, 1985 meeting«
J. Peterson stated he has had a request from Plainfield Schools for
officers support during school year sports activities. We need to form a
policy as to how we are going to handle it. J. West stated the current.
policy for "Special Activities" -~ The school requests an officer far an
activity, we provide the officer and charge the school $15.00 per hour for
the services to cover Village expenses, we are reimbursed on the basis of
every other week, confirmation of the time with the school and we invoice
them. The Village is responsible for all taxes and insurance. J. Harvey
stated due to the latest Supreme Court case which mandates, these wages will
have to be paid at time and a half rate. In scene cases $15.00 would cover
and in other cases with a more experienced officer it might not. J. West
stated in mast cases it would cover salary but no fringes_ J. Harvey stated
the alternative is the school hires them, they take out the withholding,
they do everything an employer would do, they handle everything, control
activities completely. If. the Village goes to this alternative, our insurance
carrier should be made aware of the situation. We should request the school
indemnify us, that means if we are sued they (the school) takes over.
Mayor Latta. directed J. Peterson to contact the school/Tam Williams with
the two (2) options and return to the next Board meeting with their decision
for this year, but on the first alternative (the Village handles everything)
the charge would be $19.00 per hour to cover Village expenses.
W. Sharp reported the State Inspectors were out last week for the final
inspection on Route 59; Jim, Ron, Harry and myself walked through the finished
area, we found nothing serious wrong, just a few small things that will be'.•taken
care of. The Federal inspection will came later. W. Sharp stated he would
like to commend Wayne Hedstrcan from the State and Sob Turner from Crown/Trygg
Corp., who worked so well with. us during this project.
W. Sharp moved to create a full.-time job in the Street Departanent at $4.20
per hour plus benefits, this position will be posted on the employee bulletin
board and will be filled at the August 5, 1985 Board meeting. Seconded by
J. Dement. Voice vote.. 5 yes, 0 no. Motion declared carried.
w« Sharp reported an Christmas decorations for the streets, we don't know
what we are going to do, but he will contact some of the organizations in the
Village.

J. Dement moved to advertise fox' bids on a 1985 lawn tractor; specifi-
cations available. Seconded by W. Sharp. Vote by roll call. Bootz, yes;
Dement, yes; Peterson, yes; Callanan, yes; Sharp, yes. 5 yes, 0 no.
Motion declared carried.
J. Dement stated he would like to commend the entire Village employees
on how they handled the situation during the rebuilding of Route 59.
Mayor Latta stated she would like to thank the Village employees who came
out to the Village Hall to help during the tornado alert this last week.
J. Dement alerted everyone we have hornets living in the rooks near the
back door and possibly by the front door; we will call the exterminator.
W. Sharp moved to adjourn. Seconded by J. Bootz. Vote vote. 5 yes, 0 no.
Motion declared carried.
