The Board of Public 'storks of the City of iliChf;?Ond , Indiana ,
met in regular session at the office of said Board , Thursday,
October 5, 19161 at 9 :00 A.M. All members of said Board
present , Messrs . Johnson, Taylor and Pelt, . The following pro-
ceedings were had , to-wit : -
The Minutes of the previous meeting read and were arrroved .
City Civil Engineer rerorted the completion of the contract
under Improvement iiesoluti on 555-1918 . Mr. Peitz moved that
it be accepted and the Clerk ordered to prepare the assess-
ment roll . Seconded by Mr. Taylor so ordered .

The Board of Public 1;orks of the City of Michmond , Indiana , met
in regular session at the office of said Board , Monday, October .
7 , 1918 , at 9 : 00 A.M. rill :_]embers of said Board being Present ,
Messrs. Johnson , Taylor , and yeltz . The following proceedings
were had , to-wit : -
The Minutes of the previous meeting read and were arrroved .
The Board approved the Primary Assessment noll in the matter of
Improvement Mesoluti on No . 555-1918 , providing for the construct-
ing of a cement roadway in the alley between. South 5th S. Gth Sts.
south from South "A" to South "B" St .
Mr. Miller appeared before the Board in the matter of the ed .
Cross using the V.est .Bide hose House pertaining that Lr. 1.0�ss
said they wanted to 'tut in s:n extra window at their own expense.
I/ The Board informed Mr. Miller that permission would be granted
for them to pu.t in this extra window at their own .ecoense , ale

firing , but They would have f o furnish their own coal , and if

His Honor the Mayor informed the Board to have the Engineer get
up an estimate for hauling trash with a view of letting- it out by
contract . Mr. Johnson moved that the City Engineer rrepare a
schedule for the hauling of "trash and. present to the Board so that

Hie .honor the Mayor brought the matter before the Board in regar::d
to the experts inspecting the K. of 1' . Temple Bldg. , and that
they had recommended certain things to be carried out . Mr.
:Feltz moved that the Building Inspector take the report and see
•if the recommendati one had been carried out and report back to
the Board . 5econeded by Yr . Taylor so ordered .
Mr. billion presented to the Board: a copy of report rendered by
Mr. Charles Hurd , Consulting Engineer, covering the income and
expense with comparison and study of rate schedule of our plant .
Mr. billion also recommended in connection with any action thatI/
might be taken with reference to any increase in Light and Power
hates , that the rate of the -Liberty Light and Power Company be
handled as a seParate r. roposi.ti one as ze hove a separate contract
with them covering the matter of rates. Mr. Feltz moved that
'the Board receive the report recommended by Mr. Billion, Supt .
of the M. b. L. & P . P. and refer same to City Attorney for pre-
sentation to the. Public Service Commission. Seconded by Mr.
Taylor so ordered..
lir. Billion recommended the transfer of the following accounts :

Office Expenses ; 01000.00 To Miscellaneous ; >1000 .00 To He-
pairs : Iii1000.00 To Sundry Equipment. Mr. Johnson moved that a
transfer ordinance be prepared and recommended to Council .
Seconded by Mr. Taylor co ordered.

In view of the fact that it is almost impossible to
keep competent help with the Municipal Electric" flight and Power
Plant , 1 believe and recommen& that the wage scale be adjusted
as per the following schedule : .

There has been an entire change in the line force with the
exception of one man, in. thirty days ; and twelve men have quit at
the plant in the same lencth of time .

Mr. Feltz moved that the above schedule be accepted and the wane
increase be left to Mr. Billion as he deemed necessary . -Secon/d-

Mr. Dillon reported the- sale of 30 K. W. junk transformers
K. W. for •,045.00. Mr. Dillon also reported the sale of 35i K. W.
_ junk :transformers C 1.00 K. to Indianapolis Hide & Leather Co.
for 05. 50.

The Board received the retition of Fred D. Bethard for the
privilege to remove appliance for furnishing J.'ree now locat-
_ ed on sidewalk in front of the National Garage Station at L 1217
Main Street same to be removed from said place to the Bethard
auto Station i1117 Main Street . Mr. Taylor moved that the re-
quest be granted and a permit issued by the City Engineer. Second
ed by Mr. Feltz so ordered.
Mr. Robbins made an iriforinal report in regard to the Richmond
Home Telephone contract . The Board decided to take action later.
The Board instructed City Engineer to make . temporary gutters on
Center Street to prevent the .water from running on sidewalks .
Bills to the amount of 7 , 654.75 were allowed and ordered paid .
The Board an-proved payrolls up to and including September the
30th, 1018 .
