Gullicksen, J. Peterson. M. Latta and Trustee Sharp were absent. OTHERS PRESENT: Village Administrator - J. West, Deputy Village Clerk, Attorney J. Harvey, H. Countryman and E. Geschke. V. Krnac, Village Clerk was absent. C] In the absence of Mayor Latta, Deputy Village Clerk - J. West opened the meeting at 7:30 p.m. with the pledge to the flag. J. Peterson made a motion to appoint J. Dement as Mayor Pro--Tem. Seconded by J. Bootz. Vote by mall call. Peterson, yes; Gullicksen, yes; Bootz, yes; Dement, pass; Callanan, yes. 4 yes, l pass. Motion declared carried. Gullicksen made a motion to approve the agenda with two additions -- Building & Grounds, Phone booth project and Streets - Stop signs Indian Boundary. Seconded by J. Peterson. Vote by roll call. Callanan, yes; Dement, yes; Bootz, yes; Gullicksen, yes; Peterson, yes. 5 yes, 0 no. Motion declared carried. J. Bootz made a motion to approve the minutes of the June 3, 1985 meeting. Seconded by D, Gullicksen, Vote by voice. 5 yes, 0 no. Motion declared carried. D. Gullicksen made a motion to approve the minutes of the June 17, 1985 meeting. Seconded by K, Callanan. Vote by voice. 5 yes, 0 no. Motion declared carried, J. Peterson made a motion to approve and pay June invoices. Seconded by D. Gullicksen. Vote by roll call. J, West commented on the June 20th letter from the Wi11 County Economic Affairs Commission:. Wi11 County is forming a team to promote and retain businesses within Will County. There will be a meeting on Friday, Judy 12th at the Will County Farm Bureau and progress to Kinetic Systems which will be the training ground on how to interview people and entice them to stay within the County, PLAINFTELD VILLAGE BOARD DF TRUSTEES Regular Meeting July 1, 1985 Page Two J. Dement recommended that a motion be made to let our Administrator participate in this economic development and become a key leader to the Will County Economic Affairs Commission. D. Gullicksen made a motion to appoint J. West to be key area leader representative for Plainfield. Seconded by K. Callanan. Voice vote. 5 yes, 0 no. Motion declared carried. J. Dement read a letter from Kelli Martin requesting permission to collect contributions from Plainfield businessmen and .residents as a fund raiser for the organization called "A Childs Wish Come True." This organization grants last wishes to children who are terminally ill. J. Dement suggested that we ask her to spell out what dates she is going to be collecting and does not feel this should be an ongoing thing. She should submit in writing what days she is going to be collecting so we'll have that down. It was decided that a two-week time limit should be placed on soliciting the contributions, and the hours the soliciting would take place. J. Dement read the letter from the States Attorney's Office dated June 6, 1985 requesting our intervention in tax rate objection cases. J. Harvey stated the Court in a recent opinion stated that if it's shown that the State Attorney's Office is not protecting the. respective taxing bodies and on the face of that they have the ability to obtain private counsel and get involved in protecting the assess- ments and the tax rates. Upon receiving correspondence from the States Attorney, we contacted them and said we would like to know what you propose as far as intervention, what type of time commitments monetary commitments that you're looking for in respect to the Village of Plainfield. Also, I had a question as to verifying the respective properties in question as to how many were actually in the Village of Plainfield. That's what caused the June 27, 1985 letter from the State Attorney's Office which broadly says there are no objections any more, don't worry about it, if there are any in the future we~11 contact you. The only problem in looking over the list of objectors most of them do not ring a bell as to being in the Village but Chicago Bridge & Iron seem to be one who apparently have objections and how they can say in their June. 27, 1985 letter, there are no objectors. This is the one matter we will verify. If Chicago Bridge & Iron is an objector, we must verify the amount that's being objected to before we could ever recommend that it be cost efficient to get involved in a tax protest. Although we could attempt to intervene on behalf of the Village the States Attorney still has exclusive power to settle these matters. I think the State Attorney's Office will attempt to protect the respective taxing bodies interest. But as far as it applies to the Village in this year to these pro- perties, it seems like it's going to have little affect. If there are any further possible grounds or it being worthwhile for the Village to intervene, the Board will be contacted. We won't file any type of intervention or any other type of plea unless it is authorized by the Board. J. Bootz made a oration to acknowledge receipt of the Treasurer's Report. Seconded by D. Bootz read the letter from the Illinois Municipal Retirement Fund requesting that we verify employment of Richard Selfridge and George Ansley and that we pass a resolution to certify their employment so that they will be eligible for the Illinois Municipal Retirement Fund bene.f_'ts dd West has checked the records and compiled these items~~~4~p~~)X each, which they will pay themselves. This would pay for the time that was not paid in for each employee. J. Bootz made a motion to adapt Resolution No. 844 so that Richard Selfridge and George Ansley will be covered under the Tllinois Municipal Retirement Fund.. Seconded by J. Dement. Vote by roll ca11. Bootz read a letter from the Illinois Municipal Retirement Fund referencing use of company vehicles and problems involved with taxing. They recommend that we pass an ordinance stating that the vehicles are not to be used for personal use, then they will not have to be claimed far income tax purposes if they drive them from home to work. J. Bootz made a motion to have the attorney draft an ordinance dealing with the Tllinois Municipal Retirement Fund concerning the vehicles of the Village used for personal use thereby exempting them for income tax purposed from the individual employee. Seconded by J. Peterson. Voice vote. 5 yes, 0 no. Motion declared carried. J. Bootz made a motion to promote Norma Gall from a part-time employee to full-time at the current salary of $3.70 per hour. Callanan made a motion to approve Ordinance No. 1087 making an amendment to Ordinance No. 674 for variation of the location of an the premises. parking requirement far 706 Main Street. Callanan made a motion to approve Ordinance No. 1088 making an amendment to Ordinance No. 674 for variation of maximum sign size requirements for Pride Petroleum. Seconded by D. Gullicksen.. Peterson made a motion to approve Ordinance No. 1089 estab- lishing a Police Committee for the Village of Plainfield. Seconded by K. Callanan. Vote by roll ca11. Peterson, yes; Gullicksen, yes; Bootz, yes; Dement, yes; Callanan, yes. 5 yes, 0 no. Motion declared carried. K. Callanan stated she has a request from, Ron Miller for two more stop signs on Indian Boundary. There is one stop ,sign at Meadow and Indian Boundary entering onto Indian Boundary from Meadow. ~~. Since the road is so nicely paved he is noticing heavier traffic through the area. He feels that the stop signs are necessary to curb the excess speeding. Heed like stop signs going southbound and northbound on Indian Boundary at Meadow Lane. So that would be a three-way stop at Meadow and Indian Boundary. J. Peterson will talk to the Police Captain regarding these signs and it will be brought up at the next Board meeting. J. Dement read a certificate of commendation from the Illinois Environmental Protection Agency commending the Village of Plainfield for providing safe drinking water which has met or exceeded the water quality standards set forth in the Safe Drinking Water Act, and have exhibited exemplary performance in meeting or exceeding all sampling requirements. K. Callanan made a motion to direct J. West to contact the phone company giving permission to moves the phone booth to the proposed spot at no cost to the Village. Seconded by J. Bootz. Voice vote. 5 yes, 0 no. Motion declared carried. J. Dement commented they are still working on the American Legion monument for Service men and women who were killed in the service of the country during nonwartime activities and there will be more information forthcoming probably in late summer or early fall. Village sign at Pride station was demolished. We had a pretty dull looking town last year compared to other towns. J. Dement said we will look into that. A lady from the audience asked when we will be appointing a Police Committee.. J. Peterson sand in two weeks. Topic of conversation at next Monday's workshop will be the towing ordinance; temporary sign ordinance. J. Peterson made a motion to adjourn. Seconded by J. Bootz.
