Mayor Latta opened the regular meeting at 7:35 p.m. with the pledge
to the flag.
Roll call was taken. All members were present.
D. Gullicksez~ moved to approve the New/Old Business Section of the
Agenda with. the additions of Foppy Day Proclamation, Two Appointments,
and National Public Works Week Proclamation before No. 5; No. 5
moved to Executive Session - Police Corporal Position; and No. 7 -
Downtown Parking tabled to June 1st meeting. Seconded by J. Bootz.
Voice vote. 6 yes, 0 No. Motion carried.
Mayor Latta read the Consent Agenda.
D. Gullicksen moved to approve the Consent Agenda. Seconded by
L. Kelly. Voice vote. 6 yes, 0 no. Motion carried.
Mayor Latta appointed Walt Sharp to the Police Committee (3-year term),
and Gwen Krahn as Library representative to the Planning Commission.
Mayor Latta read a letter from the V.F.W. requesting that May 22 and
May 23 be proclaimed "Plainfield V.F.W. Poppy Days."
Mayor Latta read a proclamation declaring May 17 through May 23, 1987
as "National Public Works Week a.n Plainfield."
Mayor Latta stated she will attend the Assembly of Mayors and Village
Presidents of Northeastern Illinois meeting on June 6, 1987, and
requested an alternate be approved to attend if she is unable to.
J. Dement moved to designate D. Gullickesen to act in the absence of
the President for the purpose of voting at the Assembly of Mayors and
Presidents at their June 6th meeting. Seconded by K. Callanan.

J. Harvey presented Open Burning Ordinance with some minor changes -
Section 9-4-2.

D. Gullicksen moved to adopt Ordinance No. 1126, Regulating
Burning Within The Village. Seconded by J. Baotz. Vote by

M. Pusinelli reported he and D. Gullicksen met with representatives
of our Financial Consultant, R. V. Norene & Associates, to discuss
financing methods for our sewer plant's Municipal Compliance Plan.
A possibility for financing this project is a non-referendum
General Obligation Bond. If Board decides to proceed with this method,
the opinion of a Bond Counsel is necessary. Staff recommends the
Village utilize the services of Borge and Pitt of Chicago as Bond
Counsel; fee for services would be $2,000 for a $500,000 G.O.B. issue.
D. Gullicksen feels there are more practical ways to finance a.t.
Mr. Norene will be at the May 26th workshop to discuss this matter.
It was the consensus of the Berard to table this matter to the
June 1st meeting to give the Board time to study this.
M. Pusinelli reported on the Proposed 1987 Moor Fuel Tax Maintenance
and Construction Projects.
Last November the streets were graded based on criteria in the
Street Maintenance Evaluation Booklet. The summary for the 1987-88
. M.F.T. Maintenance Project is divided into road repairs, parking lots,
sidewalk repairs, manhole adjustments, and curbing repairs.
Approximate cost is $114,000 in road work, et cetera,
The summary of Proposed 1987 Construction Project deals specifically
with the downtown alley project and storm water project.
Staff recommends Board advertise for bids for proposed 1987 M.F.T.
Maintenance Project and for proposed 1987 Construction Project;
adopt I.D.O.T. Maintenance Resolution and Construction Resolution;
and to include this work in the 1987-88 budget. The resolutions can
be passed - this does not mean we will spend the money on the road
work, it means we more or less have appropriated certain sums of
money for these projects.
J. Dement stated one of the concerns he has is the alley project,
feels it is necessary, but during this year, with some dollars, would
like to see a plan developed for what we're going to do downtown,
Before we undertake the construction of the alley project we should
have our plan in place. Would hate to start construction on something
and then have to change it.
After some discussion it was the consensus of the Board to pass the
resolutions - can be reviewed later in the year whether to use it or
not.
K. Callahan moved to approve Resolution No. 879 for the Maintenance of
Streets and Highways By Municipality Under The Illinois Highway Code.
Seconded by J. Dement. Voice vote. 6 yes, 0 no. Motion carried.

J. Dement moved to approve Resolution No. 880 for Improvement By
a Municipality Under the Illinois Highway Code, Seconded by
K. Callanan. Voice vote. 6 Yes, 0 No. Motion carried.
The Board directed Administrator to go ahead and advertise for
bids for the maintenance work - sidewalks will be fifty-fifty.
L. Kelly read the, Report of Plan Commission regarding County Case -
Robert Graham, requesting rezoning from A-1 to R-2A for property
located at Caton Farm Rd./East Portion of Munroe Egg Farm. Mr. Graham
plans on putting in 40,000 square foot lots, same will be larger.
There will be 69 lots in an 85-acre tract. The Township requested
curbs and gutters be put in. At this time, Mr. Graham stated he is
not planning on putting in sidewalks.
One of the Township's concerns was drainage that primarily affects
Mr. Eisenbrandt who owns property to the south on the other side of
Caton Farm Road. Mr. Graham has agreed to put in an underground
storm sewer, as he feels it will do a better jab of handling the water
runoff. This property has a 5-acre lake already on it that discharges
into the DuPage River. The concept is to run the storm water to the
lake and then allow it to discharge into the River.
D. Gullicksen asked if Mr. Eisenbrandt's drainage will be taken care
of. Mr. Graham responded there will be the underground storm sewer.
Concept is to tie Mr. Eisenbrandt's field file directly into the
storm sewer pipes so that in the event of the file being disrupted
due to construction of a home he would not have a problem.. Mr. Graham
stated the sewers will be engineered to handle the flow.
Mr. Eisenbrandt was present and stated his concern is that when you
get subcontractors or private contractors in there and there is a
disruption along this storm sewer who does he go to. He feels if
the engineering is done right there should be no problem.
A Mr. Bob Fitzer of the Will South Cook Soil & Water District also
stated his concerns regarding drainage at the Plan Commission meeting.

L. Kelly read Report of the Zoning Board of Appeals, Case No. 160-31887
Plainfield Township Park District requesting permission to construct
a building to be used for a social recreation center of community
nature at ll0 W. Ottawa Street, Boy Scout Park.

This property is zoned Residence A. This building can be
constructed with the approval of the Board after a public hearing.
The proposed building will be a single-story with an unfinished
basement, each level being 3,226 feet. Building will basically be
used for office space for staff and program space; classrooms
for recreational programs, large multi-purpose room which would be
used for larger programs, and for senior citizens. Building would
not be used for wedding receptions, et cetera. The Park District
has a policy that their parks closed at 10:00 p.m., and the same
policy would apply to this facility. There are two months of peak
periods which might put a strain on parking, July and August.
During this time the Park District would take into account scheduling
and try not to schedule any programs that would conflict with the
other activities. They plan to pave the Boy Scout Park parking lot
and stripe it which would increase the parking capacity by about
20 percent. Surrounding property owners were notified by mail of
this proposed project. Ta date there have been no objections voiced.
L. Kelly moved that we concur with the decision of the Zoning Board
of Appeals to approve the Plainfield Township Park District's request
to construct a Public Recreation/Office Building at 110 W. Ottawa
Street. Seconded by K. Callahan. Roll call vote. Callahan, yes;
Dement, yes; Bootz, yes; Gullicksen, yes; Kelly, yes; Lewin, yes.

Mayor Latta read a letter from Robert Graham requesting additional
building permits for Pheasant Chase Subdivi"lion.
Mr. Graham stated he was before the Board approximately six weeks
ago. At that time he was directed to concern the completion of the
drainage project as well as meet with the Village engineer and proceed
with some engineering studies on what could be done to improve the
discharge of the detention lake into the Norman Drain. Mr. Graham
said he has met with the Village engineer and discussed a general
concept. He had a copy of his engineer's drawing as to what should
be done. The overall concept is to lower the elevation at the
southwest corner of the lake and dig a 50-foot channel a couple of
feet deep that will allow mare discharge into the Drain. Mr. Graham
stated his engineer's drawing would have to be revised a little,
because there were some elevations the Village engineer was not satisfied
with. He stated he would bring the revised drawing to the Village
probably within five working days for the Village engineer to review.
Most of the improvement work on the drainage project has been
completed. The reconstruction landscaping has barely begun, but he
believes that within two weeks the landscaping will be complete.
There is same patchwork on Mallard Drive South yet and curbing
reconstruction.

Mr. Graham stated he was originally going to request six
additional permits, but recognizing that the work is about 95
percent complete would like to request three with the intention
of coming back in two weeks for the balance of the four, and at
that time landscaping should be complete.
J. Dement stated that the engineering should have been done and
started on the pond problem, the overland swale issue and drainage
issue should have been completed, and the punch list items should
have been addressed. J. Dement said he feels we are not at this
point. yet. D. Gullicksen stated he would like to talk to the
Village engineer and get a better understanding of the elevations
before we go ahead.
The Board requested that Mr. Graham come back to the June 8th
Workshop Meeting with the engineering plans.
Joel Schneider, a resident of Pheasant Chase (resides next to
the Swale), reported he saw kids swimming through the pipes and come
up through the grates. Feels it is a dangerous situation.
Mr. Graham responded he is aware of this and said that the grates
will be bolted down, and grates will be put over the pipe in the pond.
Also, Mr. Schneider stated he requested in writing that a drainage
file be put in down the middle of the Swale to collect the standing
water from Pheasant Chase Drive to Mallard Drive South.
K. Callanan reported on Plainfield Fest. The Chief was requested
to give the exact cost for added security at Plainfield Fest, and
in his memo stated the added security would be approximately 70 hours
of overtime - approximately $1,300.00, and has been budgeted for in
the 19$7-88 budget under line item 01-0501-119 under Special Activities.
This added security is to the officers normally on duty. The Chief
stated there will be normal service to the Village during the Fest,
and overtime would be paid for the officers to stay over.
In their letter of April 1, 1987 Plainfield Fest is requesting
temporary signs, street closures, and security.
There was discussion regarding street closures - when will the rides
be put up. Tt was the consensus of the Board the streets could be
closed on Thursday at 5:00 p.m., if needed, especially on Desplaines
Street. The Fire Department should be notified of this. The
Street Department was directed to leave the barricades on Thursday
so they will be there if needed.
Under security, the Fest is requesting that one officer remain on
duty until all of the vendors have left after closing on Sunday evening
approximately 2 hours.

Also, because of the limitations necessary for serving beer and
wine, the Fest is requesting one officer be stationed in the
Beer and Wine Tent from 8:00 p.m. to 12 Midnight both Friday and
Saturday evenings for crowd control and enforcement assistance.
K. Callanan stated insurance regarding the aides has been taken
care of.
K. Callanan moved to approve Plainfield Fest's request for their
listed hours in letter dated April 1, 1987, street closures with
the modification for the amusement rides possibly to Thursday night
at 5:00 p.m., sign request, and security request, along with the
amusement rides with the assumption that their Certificate of
Insurance with us named has been received by the Village Hall.

M. Pusinelli reported on West Norman Drain Project. The project
is in the amount of $100,000, $11,000 of that is for engineering
costs. The Village will be receiving $50,000 to cover half of the
$100,000. Staff recommends to direct Hamilton Engineering to proceed
with the compilation of the plans and specifications for this project;
and to authorize the Village President to execute the attached program
contract.
D. Gullicksen reported that he and the Street Department went out and
talked to the three industries that are involved in this project.
We will have to get easements or right-of-way permits to get to the
creek. The only way we can get to the ditch is to go in from the
west side _ between these businesses. The businesses were receptive
to this and we told them we would get back to them. There was a
short discussion regarding temporary easements or licenses to go
through these properties.
J. Bootz moved to first authorize the Administrator to send a letter
to the properties along the west side of the Norman Drain to grant us
easements to do the project; after their approval has been received,
direct Hamilton Engineering to proceed with the compiling of the plans
and specifications for the project and authorize the Village President
to execute the attached program. Seconded by K. Callanan. Vote by
roll call. Callanan, yes; Dement, yes; Bootz, yes; Gullicksen, yes;
Ke11y, yes; Lewin, yes. 6 Yes, 0 No. Motion carried.
J. Bootz moved to approve the invoices for May 1, 1987 through

J. Bootz acknowledged receipt of the April, 1987 financial report.
D. Lewin reported the Police Committee will be meeting this week
to start setting up dates for interviewing far the two new officer
positions.
L. Kelly moved to adjourn to Executive Session to reconvene after
a five-minute break. Seoonded by J. Bootz. Voice vote. 6 Yes, 0 No.

Mayor Latta called the meeting back to order.
D. Gullicksen moved that the Village Board fill the position of
Police Corporal by promoting Steve Byland to Corporal at a starting
salary of $23,000 per year with overtime options (hourly rate)
effective May 19, 1987. Seconded by K. Callanan. Vote by roll call.
