Roll call was taken, J. Bootz was absent.
Mayor Latta stated this Public Hearing was scheduled to discuss
our Downtown Plainfield Stormsewer regarding a Wi11 County
Community Development Block Grant.
Engineer John Djerf reported the project is intended to benefit
the Downtown Stormwater Management Program Project. It is
bounded by Route 30 on the north, Illinois Street on the east,
Chicago Street on the south, and by Fox River Street on the
west. .This is a two (~) block area and the intent is to instal.
a stormsewer from west end Fox River Street, through the alley
in each of the two (2) blocks parallel to Route 30. It will
correct the drainage that has caused problems in the rear yard
areas along the two C2) blocks. As part of the project, street,
and alley surface improvements would be done also, whereby the
existing grades in some cases prohibit drainage. The surface
would be redone and shaped so the water would run tb the new
inlets and would drain properly. The estimated cost for the
improvements is in the $53,$60.00 range. The purpose of the
hearing is to allow public input in regard to the project.
Mayor Latta questioned, there is a stormsewer on the west side
of Fox River Street to the north and on the east side to the
south, which stormsewer are you planning on draining the alley?
Mr. Djerf stated we will go to the larger sewer line to the
west side under Fox River Street. Mr. James Anderson, resident
from the area, questioned haw many entrances in each block to
get into the stormsewer? Mr. Djerf stated we have estimated
two (2) in each block, with the shaping of ,the alley to conduct
the water to the stormsewers. Mr. Anderson questioned, will
you take the crown out of the alley and depress it so the
adjoining propex'ty will drain into the stormsewer?

Mr. Djerf stated, yes at least the north side. Tf we needed to
do the south side, we can do that, but until we get out there
and see what all the grades show, we can't say what is needed.
Mr. Anderson stated i.t drains into my building directly behind
609 Chicago Street, mid block next to the zartic Building.
Mr. Djerf stated the estimate. is to remove 5" to 1' of material
in parts of the alleys in order to lower them to stop the flow
of water into the buildings. There will definitely be two (2)
inlets in the alley, possibly more. W. Sharp stated Ron Miller
has questioned, was the tie-i,n of the parking 7.ot (Village lot)
behind Andreasen's Travel .into the stormsewers? We have talked
about a "french drain". Ts this in the proposal? It could
be included as long as it's Village property. Mayor Latta re-
parted we have received ten (10) letters of support of this
project from various businesses and homeowners in the area:

D. Gullicksen moved to adjourn the Will County Block Grant
App7,ication Public Hearing. Seconded by K. Callahan. Voice
vote. 5 yes, 0 no. Motion carried.
