Mayor Latta opened the meeting at 7:30 p.m. with the pledge to
the f lag .
Roll call was taken, all members were present.
W. Sharp moved to approve the New/01d Section of the Agenda with
the addition; waiver of tap--on fee and pexmit fee for the Christian
Church of Plainfield; Executive Session on land acquisition and
litigation. Seconded by J. Bootz. Voice vote. 6 yes, 0 no.
Motion carried.
Mayor Latta read the Consent Agenda.
D. Gullicksen moved to approve the Consent Agenda. Seconded by
J. Dement. Voice vote. 6 yes, 0 no. Motion carried.
Administrator Pusinelli reported on the "Regional Water Supply"
referring to his January 28, 1987 metro to the Board recommending
that the Village notify the City of Joliet that we wish to
participate in the Design Report regarding the viability of the
Kankakee River as a water source. The estimated cost for this
study (Village's portion) $3,800. This study would advise the
communities participating in the cost and viability of the
Kankakee River Water. ~. Bootz questioned if they (Joliet) are
firm on the cost at $1.00 per resident in the Village. Admin-
. istrator Pusinelli stated he spoke to Mr. Duffield last week
and he was still quoting $1.00 per resident, whatever our
population (approximately 3,800). J. Dement stated he agrees
we must look at alternatives. Also the staff is preparing
information on the possibility of Lake Michigan water.
J. Dement moved to participate in the staff study with the City
of Joliet for the Regional Water Supply using the Kankakee River
water, cost not to exceed $1.00 per resident in the Village of
Plainfield (approximately $3,800.). Seconded by D. Gullicksen.

Administrator Pusinelli stated we have received proposals from
Hamilton Engineering for the Downtown Stormwater Management
Project which will be the Village's 1987 Will County Community
Development Block Grant. The estimated engineering costs for
compiling the plans and specifications for the project will have
a total basic design fee, including Alternate #1, will be $8,795.
.The area to be benefited by the Downtown Stormwater Management
Program Project is bounded by Route 30 on the north, Illinois
Street on the east, Chicago Street on the South, and by Fax River
Street on the west. The storm sewer system will be extended
west from Fox River Street through the alley to Illinois Street.
New manhole and inlets along the route will provide for entry
of stormwater runoff which now ponds in certain areas. The
reconstruction of the alley in conjunction with the storm sewer
will provide for more efficient drainage and will be less costly
since a portion of the alley will already be torn up and need
to be restored. As an add-on to consider extension of the storm
sewer to allow disconnection of 2 inlets which appear to be
connected to the sanitary sewer. These inlets are at the S.E.
corners of Route 30 where it intersects with Illinois Street
and with Des Plaines Street. During our field investigation in
the design phase of the project, we would verify the need for
these connections and the Village could then authorize the
add-on if desired. The project will consist of 18", 15" and
12" storm sewer, manholes, catch basin, restoration, and re-
construction of the alley. Our detailed breakdown of probable
construction cost is included as Attachment #l. The probable
construction cost for the basic project is $53,860. The
probable construction cost for Alternate #1 is an additional
$21,600. Mayor Latta stated the engineering costs would be in
addition to the $$,795.00. Administrator Pusinelli reported we
are having a Public Hearing Monday, March 23rd at 7:00 p.m. if
the Board decides to proceed with the project.
W. Sharp moved to proceed with the Will County Block Grant for
Phase I, not to include Alternative #1. Seconded by D. Gullicksen.

Gullicksen, yes; Dement, yes,; Peterson, yes'. 6 yes, 0 no. Motion
carried.
It was the consensus of the Board to request 70~ of the project,
Village would pay 30~ plus engineering costs.

Gary Anton, representative from Amercian Cablesystexns, spoke
in reference to cable construction and marketing in our com-
munity. Mr. Anton thanked the Board for bringing Cable into
the community. The first Cable was started in the Spring of
1.985, and first residences were hooked up in August, 1986.
Amera.can Cable completed their marketing in January, 1987 and
just under 70~ are hooked up to Cable. This is well above
the norm for any community. Our future plans are that we
will be extending to Van Horn Estates, Rolf Road, Van Dyke
Road, The Lake and Weller Subdivision. They are considering
Fon-du-lac, checking if on a cost analysis if it is effective
for Cablesystems. There are some apartments in the Village
that we are waiting permission from the landlords or Homeowners
Association. Spring is almost here and if there is any res-
idents that have some yard work due to our construction, that
we have missedr they should contact us now. We have volunteers
from the area getting together Plainfield news and items about
Plainfield which will be viewed on Channel. 10.
D, Gullicksen moved to waive the water tap-an and permit fees
for the building of the Christian Church of Plainfield at
Route 126 and Ash Street,. but they will pay inspection fees.

yes. 6 yes, 0 no. Motion carried.
D. Gullicksen moved to reimburse the First Baptist Church for
their building permit fee (charged in error) as listed on their
building permit ($56.58) but not the inspection fees. Seconded
by J. Dement. Vote by roll call. Bootz, yes; Sharp, yes;
Callanan, yes; Gullicksen, yes; Dement, yes; ~?etexson, yes. 6
yes, 0 no. Motion carried.
J. Bootz moved to pay the warrants (invoices) as listed for
March 2nd through March 13, 1987.
J. Dement moved to send John Donahue tp 11,1inois Association of
Water Pollution Control Operators Convention at the Holiday Inn
in Springfield, April 20th through April 23, 1987 at a cost of
$375.00. Seconded by J. Bootz. voice vote. 6 yes, 0 no.
Motion carried.
H. Countryman informed the Board that John Donahue is on the
Regional Board of Directors of the Water Pollution Control
Operator Board.

Administrator Pusinelli stated we have received a letter from
RPC Industries requesting an adjustment on their water bill for
the last quarter in 1986. Th H, Countryman's memo of February
27, 1987 to me, it is our belief that this company has a leak
and it is there responsibility and we do not believe we sheuld
adjust their water bill. The consensus of the Board was to
direct the Administrator to write them a letter denying the
adjustment.
J. Bootz moved to acknowledge receipt of the February, 1987
Treasurer's Report.
J. Peterson moved the 'Village Board authorize the Chief of
Police and the Police Committee to initiate a selection process
and create the position of Corpora. in the plaa,nfield Police
Department at a salary of $23,000, following the procedures
outlined in the memo from Chief Bennett dated March 13, 1987.
Seconded by W. Sharp. Voice vote. 6 yes, 0 no. Motion carried.
J. Peterson moved the Village Board accept the resignation of
Debbie Kerr effective March 6, 1987. Seconded by J. Bootz.
Voice vote. 6 yes, 0 no. Motion carried.
~'. Peterson moved .the Village Board authorize staff to advertise
for the position of full-time dispatcher in the Communications
Department at $6.06 an hour, and a selection process be initiated
to secure a person for this position. Seconded by J. Dement.
Voice vote. 6 yes, 0 no. Motion carried.

J. Peterson moved to acknowledge receipt of the Police Operations
Report for the mohth of February.

Attorney Harvey reported we have received the Variance Recommend-~
ation from Illinois Environmental Protection Agency which was
substantially favorable to the Village's position. This recom-
~; mehdation has been filed with the Pollution Control Board. Now
they will convene, study it further and have a decision in May,
1987. We have filed no response because the recommendation
agrees substantially with our position.
W. Sharp moved to adjourn to Executive Session not to reconvene.
Seconded by K. Callahan. Voice vote. 6 yes, 0 ho. Motion carried.
