Bennett - Police Chief Mayor Latta opened the meeting at 7:32 p.m. with the pledge to the flag . Roll call was taken, with all members present. D. Gullicksen moved to approve the New/Old Section to the Agenda with the adda,tion of an Executive Session on litigation to reconvene requested by J. Peterson. Seconded by voice vote. 6 yes, 0 no: Motion carried. Mayor Latta read the Consent Agenda. W. Sharp moved to .approve th.e Consent Agenda (including Minutes of Meetings 12/1/$6 and 12/].5/$6). Seconded by J. Demerit. Mayor Latta stated she is not ready to appoint the Downtown Redevelopment Committee. She will make the appointments at the next meeting (1/19/87). J. Bootz moved to approve the purchase of vehicle stickers for the 1987/88 year from Regency Enterprises, Inc., not to exceed $X,705.00. Seconded by D. Gullicksen. Voice vote. 6 yes, 0 no. Motion carried. W. Sharp moved to approve the payment of invoices/warrant list for the month of December, 1986. Seconded by K. Callahan. Vote by ro11 call. Sharp, yes; Peterson, yes; Gullicksen, yes; Callahan, yes; Dement, yes; Bootz, yes. 6 yes, 0 no. Motion carried. J. Dement reported there was a clogged sewer line ah Divisa,on Street over the holiday weekend. We have had some tele~ri.sing on Lockport Street and Division Street to locate manholes that have been buried for years. Gullicksen reported our new Planner April Richards will be at the Plan Commission meeting tomorrow (1/6/87). K. Callanan moved to adjourn to Executive Session to reconvene. Seconded by J. Bootz. Voice vote. 6 yes, 0 no. Motion carried. 7:40 p.m. 8:21 p .m. J. Peterson reported the subject of the purposed Asphalt Plant in Wheatland Township has come to the attention of the Village Board, and what action are we going to take even though it is over l~ miles from Plainfield. Mr. Martin is the legal representative for the Wheatland Road Commissioner and has been at a special meeting of the Wheatland Township Board this evening. Attorney Martin stated the Wheatland Township Board met this evening to continue it's objection. to the asphalt plant. They had previously voted unan~.mously to deny the zoning change to permit an asphalt plant. Normally, a township board would go as far'as the z©ni.ng and, planning commission and would appear with an objection and stop there. In this case, the petitioner who was seeking the aspha7.t plant, skipped the township meetings and even though it -was a unanimous denial, it was done without the petitioner present. He first appeared at a meeting of the Plan Commission and when the next meeting was scheduled, they were asked to present material on certain items. They chose not to present the material and they did not appear. At the Township Plan Commission Meeting, there were several objectors. Township Road Commissioner (Mr. Angelos), adjacent land owners and many other local residents appeared and objected. Basically, the Wheatland Town Board wanted to reiterate the objections that were made and get them to the County Board and the Land Use Committee to let them know they still object. In addition, thEy addressed themselves to the "staff report" which was prepared for the planning and zoning commission. The most disturbing thing about this report is that there is no "site development plan". We have no idea how large the asphalt plant will be, where it will be placed on the property, what will be the impact on .the surrounding area? Yet we have approval of the zoning change. Eighty percent (80~) of the property is in the "flood plain" and that leads into the DuPage River, so there is great concern for the environment. The Town Board is sending a resolution of objection to the County Board. If that objection is filed, then it would require a 3/4 vote of the County Board to pass or deny. Attorney Harvey stated it has been confirmed that this property is not within our 1~ mile limit. We do not have the authority to make a legal objection. Peterson moved that because a "site plan" has not been presented for the asphalt plant which has been proposed for the area of 119th Street and Plainfield-Naperville Road adjacent to the DuPage River. We request a letter be .written to the Wi11 County Board and the Illinois Environmental Protection Agency expressing our concern that a "site plan" has not been presented,.. so that the Wheatland residents as well as the Village of Plainfie~.d know what is going onto the property because of the potential impact on us in years to come. Therefore, it should be remanded back to the Plan Commission for further information. Seconded by K. Callanan. Vote by roll call. Sharp, yes; Peterson, yes; Gullicksen, yes; Callanan, yes; Dement, yes; Bootz, yes. 6 yes, ~ no. Motion carried. J, Bootz moved to adjourn. Seconded by J. Peterson. Voice vote. 6 yes, 0 no.
