LEWTN, J. BOOTZ, L. KELLY, J. DEMENT. MAYOR LATTA WAS ABSENT OTHERS PRESENT: M. PUSINELLT - ADMINISTRATOR V. KRNAC - VILLAGE CLERK J. HARVEY - ATTORNEY D. BENNETT - POLICE CHIEF D. PAGAN - PLANNER In the absence of Mayor Latta, the Village Clerk opened the meeting at 7:30 p.m. with the pledge to the flag. Roll call was taken. All Trustees were present, Mayor Latta was absent. D. Gullicksen moved to appoint J. Dement Mayor Pro-Tem. Seconded by L. Ke11y. Voice vote. 6 yes, 0 no. Motion carried. K. Gullicksen moved to approve the New/Old Section of the Agenda. Seconded by L, Kelly. Voice vote. 6 yes, 0 no. Motion carried. L. Kelly moved to approve the Consent Agenda including the minutes of October 19, 1987; November 2, 1987; November 9, 1987; continued meeting of November 2, 1987; and November 16, 1987. Seconded by D. Lewin. Voice vote. 6 yes, 0 no. Motion carried. Mayor Pro-Tem. Dement announced the Will County Municipal League Dinner Meeting Thursday, December 10, 1987 at Alpine Chalet, Frank- fort, Illinois. Anyone wishing to attend, contact the Clerk. Mayor Pro-Tem. Dement reported the Park District is looking for people to adopt a tree. The cost will be 4'-5' - $25.00, 5'-6' - $35.00, 6'-7' - $40.00. The deadline for ordering trees is December 31, 1987. K. Callanan reported each year the Silver Harvest Senior Nutrition Program conducts a recognition program and this year Plainfield Village Board was recognized and given a plaque. Planner Fagan gave a report on County Case - Petition for Rezoning and Special Use far property at 450 South River Road in Plainfield Township, Constance Benson petitioner. By a vote of 5 to 0, the Plan Commission offered no objections. • PLAINFTELD VILLAGE BOARD OF TRUSTEES DECEMBER 7, 1987 PAGE TWO L. Kelly moved the Village Baard does not object to the rezoning of 450 South River Road from R-2 to R-3 with a special use permit. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Callanan, yes; Lewin, yes; Bootz, yes; Ke11y, yes; Dement, yes. 6 yes, 0 no. Motion carried, Planner Fagan reported on the purposed Group Home Ordinance. There was a question reference on the age group, 18 years or older. Also, a question from the School Board in reference to funding. After much discussion, it was the consensus of the Board that State Statue considers 18 years of age as an adult, in this instance and on the, question of the funding to the school; this cannot be addressed in a zoning case. L. Kelly moved to adopt Ordinance No. 1145 An Ordinance Allowing Group Homes For The Developmentally Disabled In Identified Residence Districts. Secanded by J. Bootz. Vote by roll call. Gullicksen, yes; Callanan, removed herself from podium; Lewin, yes; Bootz, yes; Kelly, yes; Dement, yes. 5 yes, 0 no. Motion carried. Planner Fagan reported on the proposed resolution on building permits for signs. It was the consensus of the Board to remove the second sentence of (B) A permit shall not be required for repair of any existing signs. L. Kelly moved to adopt Resolution No. 899 A Resolution Setting Forth Fees For Building Permits For Signs. Seconded by K. Callanan. Vote by roll call. Gullicksen, yes; Callanan, yes; Lewin, yes; Bootz, yes; Kelly, yes; Dement, yes. 6 yes, 0 no. Motion carried. Planner Fagan reported on the proposed ordinance increasing fees for rezoning variations, zoning changes and zoning appeals. She stated these fees have not been increased since 1975. L. Kelly moved to adopt Ordinance No. 1146 An Ordinance Increasing Fees For Zoning Variations, Zoning Changes and Zoning Appeals. Secanded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Callanan, yes; Lewin, yes; Bootz, yes; Kelly, yes; Dement, yes. 6 yes, 0 no. Motion carried. D. Gullicksen moved to pay the Warrants for the period of November 17 thru November 30, 1987. Seconded by J. Bootz. Vote by roll call. Callanan reported the Downtown. Development Committee was in the downtown area Saturday (December 5, 1987) taking shoppers surveys.. She stated there was a very good response. Also surveys were sent to downtown businesses and some residents with a good response. Administrator Pusinelli reported due to a problem with sand in the water at the residence of Larry Churnovic at 309 Dillman Street, we are recommending an adjustment on their water bill. The problem has been solved. D. Gullicksen moved to adjust the water/sewer bill for 309 Dillman Street. Seconded by J. Bootz. Gullicksen, yes; Callanan, yes; Lewin, yes; Bootz, yes; Kelly, yes; Dement, yes. 6 yes, 0 no. Motion carried. D. Gullicksen reported the construction at the sewer plant on the Municipal Compliance Plan has begun. Also pumpage of water is down, possibly due to the closing of Whitbread Ca. Planner Fagan reported Plainfield Stamping had their ground breaking ceremony today. They have taken over the McLaughlin Manufacturing building. They are constructing an addition of 22,500 square feet to the existing 30,000 square feet. They are consolidating their offices and manufacturing into one (1) plant. They employ 85 people. Plan Commission meeting December 15, 1987; Public Hearing on the Sign Ordinance; County Case rezoning at 1018 North Renwick Road; Approval of 1988 meeting schedule; at the January 5, 1988 meeting there will be a Public Hearing on Business Transition District Ordinance. D. Lewin acknowledged receipt of resignation of part-time Police Dispatcher James Laurino. Mayor Pro-Tem. Dement reported the Plainfield Commerce Association will have their luncheon on December 17, 1987 at 11:30 a.m, at Mandy's Restaurant (lower level) $6.00 per person. Also he stated the Christmas decorations at the Village Hall both inside and out are very nice and he would like to thank Mayor Latta, Ran Miller and the Office Staff. D. Lewin moved to award Christmas Bonuses, $30.00 full-time and $20.00 part-time to the up-dated employees list as of December 8, 1987. Seconded by D. Gullicksen. Vote by roll call. Bootz moved to cancel the regular Board Meeting of December 21, 1987 and the Board Workshop of December 28, 1987, but the Workshop of December 14, 19$7 will be held as scheduled. Seconded by D. Gullicksen. Voice vote. 6 yes, 0 no. Motion carried. Chief Bennett reported Officer Deering was injured in a domestic compliant, over the weekend. He is at home convalescing. D.
