HomeMy Public PortalAboutResolution No. 23-167 - Resolution relating to expenditures for City Commission special events that do not exceed Fiscal Year Budgeted allocationSponsored by: Mayor Taylor RESOLUTION NO. 23-167 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA REQUIRING THE CITY MANAGER OR INTERIM CITY MANAGER TO PAY ALL EXPENDITURES RELATED TO SPECIAL EVENTS THAT DO NOT EXCEED THE AMOUNT OF THE FISCAL YEAR BUDGET ALLOCATION FROM THE COMMISSIONER MAKING THE REQUEST; TO FURTHER REQUIRE THAT THE CITY MANAGER OR INTERIM CITY MANAGER VERIFIES THAT ALL EXPENTITURES ARE WITHIN THE BUDGETED AMOUNT ALLOCATED AND FOR AN ALLOWABLE PUBLIC PURPOSE; PROVIDING FOR INCORPORATIONOF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-Locka budgets for each City Commissioner to receive a set amount for the purpose of hosting special events each fiscal year; and WHEREAS, special events enhance the quality of life for residents, visitors, and fosters good relations throughout the community; and WHEREAS, historically, City Commissioners have each been allocated a fiscal year budgeted amount for special events without the need to present a separate resolution for each special event for approval at a commission meeting; and WHEREAS, the City Commission desires to continue its history of approval with the additional requirements that the City Manager or Interim City Manager be required to: 1) verify that all expenditures are within the budgeted fiscal year amount for the Commissioner making the request; 2) verify that all expenditures are for an allowable public purpose; and WHEREAS, the City Commission finds that so long as expenditure amounts are consistent with the allocated budget for a special event and the expenditures are for an allowable public purpose, there is no need for Commissioner's expenditures for Special Events to individually come before the City Commission for approval; and WHEREAS, should a City Commissioner be advised that the budgeted amount for a special event exceeds the allocated budgeted amount during any fiscal year, a Resolution should be presented to the City Commission for consideration and a vote; and WHEREAS, the City Commission has determined that it is in the best interest of the City to require that the City Manager or Interim City Manager pay all expenditures Resolution No. 23-167 John ay or Jr., Mayor related to special events that do not exceed the amount of the fiscal year budget allocation from the City Commissioner making the request and to further require that the City Manager or Interim City Manager verify that all expenditures are within the budgeted amount allocated and for an allowable public purpose. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION FOR PAYMENT AND REQUIREMENT FOR REVIEW OF BUDGETED EXPENDITURES The City Commission of the City of Opa-Locka hereby authorizes and approves that the City Manager or Interim City Manager pay all expenditures related to special events that do not exceed the amount of the fiscal year budget allocation for a City Commissioner making the request; and to further require that the City Manager or Interim City Manager verifies that all expenditures are within the budgeted amount allocated and for an allowable public purpose. If a City Commissioner is advised that the budgeted amount for a special event exceeds the allocated budgeted amount during any fiscal year, a Resolution should be presented to the City Commission for consideration and a vote. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution as may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: The City Commission believes that community events are ideal to promote positive change, fosters inspiration, community building and help to increase the quality of life for residents and visitors. The Mayor and Commission each have an allocated budget for projected special events. Annually, Elected officials shall be granted authorization to take the necessary steps to plan special events and expend funds not to exceed the budgeted amount of their discretionary special events. In the occurrence expenditures are excessive, the City Commission must seek approval for the individual event through the budgetary process.
