CALLANAN, D. GULLTCKSEN, D. LEWIN, J. DEMENT, L. KELLY. J. BOOTZ WAS ABSENT. OTHERS PRESENT: M. PUSTNELLI - ADMINISTRATOR V. KRNAC - VILLAGE CLERK J. HARVEY - ATTORNEY R. MILLER Mayor Latta opened the continued meeting of May 16, 1988 at 7:00 P.m. Roll call was taken, J. Bootz was absent. L. Kelly moved to approve the Agenda. Seconded by J. Dement. Voice vote. 6 yes, 0 no. Motion carried. Attorney Kavanaugh stated he, Engineer Bant and Village Engineer, Mr. Hamilton attended this meeting to request the Board's approval of Renwick Park Estates, also to answer any questions of the Board. D. Gullicksen questioned what was the result of the televising. Attorney Kavanaugh stated he understands it was clean as far as they got today (May 23, 1988). Marilyn Gehrke, Township Trustee, stated she was at the scene today where the televising was being done and she was told it was clear to Easy Street. L. Kelly stated he has questions of any ekisting flooding of that field. Mr. Hintzche, who has farmed this property in the past, stated if we'-get 6" of water (rainfall), you have a lake. We have not had any drown- out on that property in at least 7-8 years. Mayor Latta requested Attorney Harvey to explain to the Board the purpose of a Preliminary Plat. Attorney Harvey stated it is to give the approval or go ahead to the developer to proceed with the final drawings, engineering and Final Plat. It is an approval of the concept which is being depicted on the Preliminary Plat. It is up to the Board to approve or to disapprove it (Preliminary Plat) and specify the reasons that it does not conform with our subdivision regulations. Mr. Hamilton, Engineer, arrived at the meeting. J. Dement questioned in the past 12 to 13 year period, that area has flooded 3 times, how does that affect the (existing) subdivision. If it will flood in normal con- ditions without paving, roof or sidewalks, what will be the condition in the next 4 years? Mr. Hamilton stated he requested from the subdivision engineer under different conditions - most extreme condition, ground totally saturated or frozen and no subdivision - it would make no difference. J. Dement questioned if the ground is frozen, no percolation, if a high water table, 6-10 homes pumping wide open with their sump pumps, there could be a lot of water that must go some place. Mr. Hamilton stated this could create a problem PLAINFIELD VILLAGE BOARD OF TRUSTEES MAY 23, 1988 PAGE TWO if the retention pond is full and the storm sewer is full to capacity, not allowing water to escape. J. Dement questioned why only 12" storm sewer.' Mr. Hamilton stated it is better to install a big pipe and push down on the down-stream people or hold it back and allow so much water to escape at a time. D. Gullicksen questioned if they will down-size the discharge from the pond to the present storm sewer? Mr. Bant, developer's engineer, stated they will install a restrictive orifice that reduces the flow from 12" to 6". Mr. Hamilton stated we could relate the sump-pump question into a depth relationship to the basements. There were several property owners who voiced their concerns of the storm water run-off. K. Callanan moved to approve the Preliminary Plat for Renwick Park Estates subject to: 1) Final Plat showing that the existing berm remains; 2) indication of the dip in the road; 3) completed T.V. survey of the LeWood storm sewer system with an indication of any field file for that drainage system; 4) also separate plans for the grading and drainage of the entire subdivision. Seconded by L. Kelly. Vote by roll call. Callanan, yes; Gullicksen, yes; Lewin, yes; Dement, no; Kelly, yes. 4 yes, 1 no. Motion carried. L. Kelly moved to adjourn to the Workshop to reconvene to go into Executive Session no to reconvene. Seconded by K. Callanan. Voice vote. 5 yes, 0 no.
